What a UNC path means
UNC stands for Universal Naming Convention. Microsoft defines a UNC string as a way to specify the location of resources such as shared files or devices. In a file path, the UNC address points to a host and a share, then can continue to a folder or file.

In \Server2ShareTestFoo.txt, Server2 is the host, Share is the share, Test is a folder, and Foo.txt is the file. The host identifies the server or domain that provides the resource; the share names the resource made available there.

How a UNC path is structured
Microsoft’s filespace form is \host-nameshare-name, optionally followed by object-name. The object name can identify a folder or file. The host can be written as a name or an address; Microsoft’s specification describes NetBIOS names, fully qualified domain names, IPv4 addresses, and a specified IPv6 literal form.

UNC paths are fully qualified: they identify the network resource from its host and share rather than relying on a current folder. Microsoft’s .NET documentation describes the host-and-share pair as the volume of a UNC path.
UNC paths versus local drive paths
A local drive path identifies a volume with a drive letter, as in C:FolderFile.txt. A UNC path identifies a network location with a host and share, as in \Server2ShareFolderFile.txt. The difference is how each path names its root: drive letter for the local volume, host and share for the UNC resource.
UNC does not mean SMB only
UNC is a naming format, not a particular network protocol. Microsoft’s specification says the share-name format depends on the file-server protocol and cites SMB, NFS, and NCP as examples. The word “universal” does not mean that every platform, resource, or protocol follows identical path rules; applicable syntax and component limits can vary with the protocol and resource.
