A toxic combination in data security is a set of permissions, configuration conditions, or other security issues that becomes dangerous when considered together. The combined capabilities may let one identity bypass an intended control or give an attacker a route to sensitive data or systems. The phrase is used in two related ways: for conflicting permissions held by one identity, and for a chain of cloud security weaknesses that creates a path to a valuable resource.
Why can a combination be risky when each part looks acceptable?
Security reviews often examine permissions and settings one at a time. But controls are meant to work together: one person may be allowed to prepare a transaction while another must approve it; a network boundary may limit who can reach a system even if an identity has broad permissions. If an identity or attacker can combine capabilities that were expected to remain separate, the intended safeguard may no longer work.

For example, imagine a payment process in which one person can create a sensitive payment request and approve it. Those actions might be legitimate duties for different people, but having both capabilities under one identity defeats independent review. This is an illustrative separation-of-duties example, not a claim about the default permissions of any particular product.
The core question is therefore not simply, “Is this permission risky?” It is, “What can this identity or attacker accomplish when these permissions and conditions are combined?” The answer depends on the organization’s policy, the resources involved, and the route between them.

What does the term mean in access control?
In identity and access management, a toxic combination is usually a set of entitlements held by one user, role, or other identity that conflicts with policy or concentrates too much authority. NIST discusses toxic permission combinations in the context of role-based access control: a person who holds a conflicting set of permissions may be able to perform a critical operation alone, even though the organization intended that operation to require separate responsibilities. NIST’s 2010 report on the economics of role-based access control describes the risk that an overentitled user will have permissions that allow a violation of intended policy.
This is closely related to two controls that address different parts of the problem:
- Least privilege limits each identity to the permissions needed for its responsibilities. It reduces unnecessary capabilities in the first place.
- Separation of duties keeps conflicting responsibilities from being completed by one identity. It can prevent one person from controlling an entire sensitive workflow.
Neither control substitutes for the other. A person can have more access than necessary without holding a specific conflict, while a narrow pair of permissions can still be toxic if policy requires different people to use them. Organizations may use mutually exclusive roles or other access constraints to prevent conflicting role assignments.

How old permissions create new combinations
Risk can accumulate as jobs and responsibilities change. If an identity gains access for a temporary assignment and that access is not removed when the assignment ends, it can retain capabilities that no longer match its current role. NIST describes this kind of permission drift, including access that remains after users leave or change responsibilities. Over time, individually explainable grants can add up to overentitlement.
That is why an access review should examine effective access—the permissions an identity can actually exercise—not only its current job title or one role assignment. Where permissions are inherited through roles or accumulated over time, reviewing only direct grants can miss the combined capability.
How is the term used in cloud security?
Cloud security uses “toxic combination” more broadly than the access-control meaning. Google Cloud defines the term for security issues that occur together in a particular pattern and create a possible path to compromise high-value resources. Its Security Command Center presents these as findings and provides attack-path visualizations. In this usage, the problem may span identities, resources, network access, and configuration conditions rather than being a conflict between two duties assigned to one person. Google Cloud’s overview of toxic combinations and chokepoints describes this product-specific approach.

For example, an overly permissive identity role combined with unrestricted network access may create a route that would not be apparent from either condition alone. AWS gives examples of risky combinations of this kind in its guidance on threat detection and security posture management for agentic AI systems. That guidance illustrates a cloud posture use of the idea; it is not a universal definition or standard for every cloud environment. AWS’s security posture guidance discusses combinations that can enable exploitable paths and lateral movement.

The access-control and cloud meanings are related because both focus on combined capability and intended safeguards. They should not be collapsed into a claim that every organization or security product uses one standardized taxonomy. The reviewed authoritative materials do not establish a universal definition, scoring method, or prevalence statistic for toxic combinations.
How do you determine whether a combination is dangerous?
Start with the sensitive outcome that must be prevented, then trace who or what can reach it. An isolated finding is not automatically a toxic combination; its significance depends on what it enables in context. Use the following review questions to make that context explicit:

- What is the protected operation or resource? Identify the sensitive workflow, system, or data, and the policy or control meant to protect it.
- Which identities and conditions are involved? Review users, service identities, roles, direct grants, inherited access, network exposure, and relevant configuration settings.
- What can be done with the combined access? Ask whether one identity can complete conflicting steps, whether an attacker could reach the resource, or whether one weakness enables another.
- Does the path reach something valuable? Establish whether the combination can affect a sensitive resource, rather than treating every misconfiguration as equally consequential.
- Is the access still justified? Check whether permissions match current responsibilities and whether temporary or legacy access remains active.
For identity reviews, this means examining effective permissions across each identity’s grants and roles, then comparing the result with workflow policy. For cloud reviews, consider the connections among identities, networks, resources, and configurations and whether they form a route to a high-value system or dataset. Google describes exposure scoring in relation to high-value resources and attacker likelihood, but that scoring belongs to its Security Command Center; it should not be presented as an industry-wide measure.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.How can an organization prevent or reduce toxic combinations?
Prevention begins with clear policies. If a workflow requires independent review, specify which duties must be separated and which combinations are prohibited. If access is defined only as a list of individually acceptable permissions, the organization may never express the conflict it needs to prevent.
- Map sensitive workflows and resources. Identify critical operations, approval points, and data or systems whose exposure would matter. State which duties or paths must not be controlled by the same identity.
- Grant only necessary access. Match each identity’s permissions to its current responsibilities. Use role constraints or mutually exclusive roles where suitable, and use independent approval when the workflow requires it.
- Remove access when circumstances change. Revoke temporary permissions when assignments end and deprovision access when a user leaves. Review access after role changes so that old grants do not silently accumulate.
- Review effective permissions, not just assignments. Include direct and inherited access and examine the combinations available to users, roles, and other identities. Compare those capabilities with the defined policy.
- Trace cloud paths to impact. In cloud environments, evaluate how identity permissions interact with network access, resources, and configuration issues. Prioritize combinations that provide a plausible route to sensitive systems or data.
- Track findings through remediation or an exception. Record the risk, responsible owner, action, and status. If access must remain for a legitimate reason, document the exception and the controls that limit its use.
These steps address both prevention and detection: reducing unnecessary permissions lowers the chance of a conflict, while reviews can find combinations that have formed through changing roles or connected cloud conditions. AWS recommends continuous posture management for detecting combinations that can enable lateral movement; Google documents attack-path findings and remediation workflows in Security Command Center.

What should you look for in a detection process?
A useful review process should make the reasoning behind a finding understandable, not merely label a permission or setting as risky. When assessing a manual review or a security tool, consider whether it:
- analyzes permissions per identity and can correlate issues across multiple resources;
- accounts for direct, inherited, and potentially stale access;
- shows the concrete path from a weakness to a valued resource, where that is relevant;
- lets an owner remediate a finding or document a justified exception; and
- supports recurring review as responsibilities, resources, and configurations change.
These are evaluation criteria, not a product ranking or a claim that every tool offers each capability. A permission-conflict review and a cloud attack-path analysis answer different questions, so a team may need to assess both rather than assume that one view captures every type of toxic combination.
What should you not infer from a toxic-combination finding?
A finding indicates a risk pattern or possible path, not proof that an attacker has used it or that a breach has occurred. The practical priority depends on the affected resource, the reachability of the path, the permissions available, and the controls that still constrain it. Conversely, the absence of a finding from one review should not be treated as proof that all conflicting access or cloud paths have been eliminated.
Because the term is used in more than one scope and no universal scoring standard is established by the cited sources, organizations should define what counts as a prohibited combination in their own policies. Product-specific labels and exposure scores can help organize findings, but the underlying decision remains whether combined capabilities violate intended policy or create an unacceptable route to important resources.
