A social networking service is an online service built mainly to help people connect or interact with one another, often by sharing and viewing user-posted content. Profiles, connections, feeds and comments are common features, but they are descriptive clues—not a universal legal checklist. The precise meaning of “social media service” depends on the jurisdiction and the law being applied.
What makes a service a social networking service?
Look at what the service is primarily designed to let users do. The functional idea centers on social interaction among users, supported by ways to connect or communicate and, often, share content.

Common features include:
- User accounts or profiles.
- Ways to link to, follow or otherwise connect with other users.
- Posts or other material contributed by users.
- Feeds, pages or discovery tools for viewing other users’ content.
- Comments or other forms of interaction.
These features help describe the category, but no single feature alone settles whether a service qualifies. A platform’s purpose and the context in which the term is used matter too. A California Senate Judiciary Committee background paper described these common features in 2021 while noting that a precise definition is difficult: California Senate Judiciary Committee background paper.

There is no single legal definition that applies everywhere. Legislatures may define social media or social networking services to serve a specific law, and the resulting tests can differ. A plain-language description explains the general concept; it cannot establish a platform’s legal status under every statute.

Australia
For purposes of Australia’s Online Safety Act 2021, a social media service is defined by reference to an electronic service whose sole or primary purpose enables online social interaction between at least two end users, allows users to link to or interact with other users, and allows users to post material. The Act’s explanation of social interaction includes sharing material for social purposes, while distinguishing business interaction in that example. Advertising and advertising revenue are disregarded when assessing the purpose criterion. This is an Australian statutory test, not a worldwide definition: Online Safety Act 2021.
Singapore
In describing the approach in its Online Safety Bill, Singapore’s Ministry of Digital Development and Information outlined a definition focused on an electronic service whose sole or primary purpose is online interaction or linking between users, including sharing content for social purposes, and which lets users communicate content. That is the ministry’s explanation of the bill’s approach, not a general test for other countries: Singapore ministry speech on the Online Safety Bill.

California and Canada
A 2021 California Senate Judiciary Committee paper described common platform features rather than establishing a universal legal framework. In a Government of Canada explanation of Bill C-10, the government said the bill did not define “social media service,” reasoning that the term was commonly understood and a fixed definition might not keep pace with change. The page reproduces a dictionary description of social media as electronic communication through which users create online communities and share information and other content; it is not itself a statutory definition: Government of Canada explanation of the Online Streaming Act.
How social networking differs from nearby services
Not every online service that carries communication or user content is necessarily a social networking service. The distinction often turns on the service’s primary purpose and the legal category under consideration.
Rank #3
For example, Australia’s legislation addresses electronic services such as email, instant messaging, SMS/MMS, chat and online games separately. Its rules on age-restricted social media platforms also identify classes that are not age-restricted social media platforms, including services primarily for messaging, online games, sharing information about products or services, professional networking or development, and education. These exclusions concern that particular legal category; the Act notes that an age-restricted social media platform may or may not also meet the separate definition of a social media service: Online Safety Act 2021 and Online Safety (Age-Restricted Social Media Platforms) Rules 2024.
In its 2021 discussion, the California Senate Judiciary Committee paper named Facebook, YouTube, Instagram, Twitter, TikTok and Snapchat as examples. That is a dated set of examples from the paper, not an exhaustive or current legal classification.

A practical way to assess a service
For a general, non-legal assessment, ask:
- Is social interaction a primary purpose? Consider what the service is designed to help users do, rather than incidental features such as comments or profiles.
- Can users connect to or interact with other users? Look for relationships, links, follows or comparable interaction features.
- Can users post or communicate material? User contributions may be central, but the form of content and the ability to share it vary.
- Is the activity chiefly social? Consider whether the main use is instead private messaging, business networking, education, gaming or product advice.
This is a practical set of questions, not a binding universal test. For a legal classification, identify the country, statute, relevant exceptions and date, then apply that law’s wording. Laws and service categories can change; consult the current legal text or qualified legal advice when the classification has consequences.

What to call it
In everyday use, “social networking service” and “social media service” often describe overlapping kinds of online platforms. Legal texts may use one term and define it for a particular purpose. When precision matters, use the term from the relevant law and make clear that its definition is jurisdiction-specific.
