A smart card reader is an electronic device that connects an integrated circuit card, and the applications on that card, to a client application. NIST’s glossary defines a card interface device this way and lists “card reader” as a synonym. The reader can talk to the card through physical contacts or over a contactless radio link.
What a smart card reader does
The reader sits between the card and the software that wants to use it. A smart card holds one or more integrated circuit chips. NIST’s 1988 description of smart cards says these chips handle microprocessor, memory, and input/output functions, and it calls the cards “credit-card-sized.” That describes the card, not the reader.

A reader is a communication interface. It is not a device that simply displays what is on a card. What happens during a session depends on the card, its application, the reader interface, and the client software. Smart cards are commonly used for security and access-control applications.

The standards show why. ISO/IEC 7816-4:2020 specifies command-response pairs, data retrieval, application and data structures, access methods, access rights, application identification, and secure messaging. It does this independently of the physical interface technology. So a card answers specific commands under its own access rules, and the reader relays that exchange.

Main types of smart card readers
Contact readers
The card makes direct electrical contact with the reader. For Personal Identity Verification (PIV) systems, NIST specifies ISO 7816 for the card-to-reader interface.
Contactless readers
The card communicates over a radio link. In PIV, NIST specifies ISO 14443 for the card-to-reader interface, and ISO 7816 for the data sent over that link.

Computer-connected readers
For PIV readers attached to general-purpose desktop systems, NIST specifies PC/SC as the reader-to-host interface. This is a separate question from how the reader talks to the card. A matching card interface does not show that a product’s drivers, host system, or intended application will work.
Many computer readers connect by USB. ISO/IEC 7816-12:2005 covers USB integrated-circuit-card operating conditions, descriptors, data transfers, protocols, and status and error conditions. ISO says it last reviewed and confirmed this edition in 2024. A USB plug does not guarantee that a reader works with every card or computer.

How to check whether a reader fits your card
- Card interface: decide whether you need contact, contactless, or both.
- Card and application: confirm that the reader and client software support your card and the application you intend to use.
- Host connection and software: check the connection type (such as USB), the drivers for your operating system, and the host interface your system expects.
- Use setting: a desktop login workflow, a physical access terminal, and other uses can have different needs.
Note the scope of the NIST requirements above. They apply to PIV systems, including a stated general-purpose desktop context. They are not a universal certification for every reader, and these standards do not show that a particular consumer reader supports every card, system, or use.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Why the terms get confused
People ask both “What is a smart card reader?” and “How does a smart card reader work?” The short answer to the second is that the reader powers or links to the card, carries command and response messages between it and software, and leaves access decisions to the card and application.
