A secure web server is a public-facing server whose operating system and web software are securely configured, whose network exposure and information are controlled, and whose protections are kept up through updates, testing, monitoring, and backups. HTTPS/TLS is part of that definition, but it is only one part. A server with a valid certificate can still be insecure if it is unpatched, over-exposed, or misconfigured.
The definition in five parts
NIST Special Publication 800-44 Version 2, “Guidelines on Securing Public Web Servers,” treats web server security as a lifecycle rather than a single setting. It covers choosing server software and platforms, securing the operating system and the web server software, deploying network protections, handling information carefully, and maintaining the configuration over time. A practical definition breaks into five dimensions.
1. Host and application configuration
The operating system and the web server software are both hardened. Unnecessary services and exposure are removed, and the configuration stays within supported versions.
2. Network boundaries
Externally facing services are protected by appropriate network controls. CISA recommends placing web servers in a DMZ, which segments them from the internal LAN and backend resources. If the server is compromised, the attacker does not land directly on the internal network.

3. Encrypted, authenticated transport
TLS, the protocol behind HTTPS, protects data in transit. It also lets the server prove its identity with a trusted digital certificate that clients validate. OWASP’s testing guidance adds that sites must be tested to confirm TLS is actually implemented securely. Having it switched on is not enough.
4. Safe web behavior
OWASP’s TLS guidance says to use TLS for all pages and to avoid loading resources over plaintext HTTP on a TLS page (mixed content). It also says to set the Secure attribute on cookies and to use HSTS, a header that tells browsers to keep using HTTPS.

5. Ongoing operations
NIST’s maintenance guidance includes applying patches and upgrades, security testing, monitoring logs, and keeping backups of data and operating system files. A server that was secure at launch but is no longer maintained does not meet the definition.
Why HTTPS alone does not make a server secure
HTTPS protects the connection between browser and server and helps confirm which server the browser is talking to. It says nothing about whether the server software has known vulnerabilities, whether a database is exposed to the internet, whether logs are watched, or whether a backup exists. The server software, host configuration, network exposure, application behavior, and maintenance all stay relevant.

OWASP describes the HTTP-to-HTTPS handling this way:
- Ordinary public sites: an HTTP listener may redirect requests straight to HTTPS, with HSTS as an added browser-side policy.
- API-only endpoints: disable HTTP where possible, or make requests over unencrypted HTTP fail.
Comparing two deployments
If you need to judge whether one server is more secure than another, these are the axes the NIST and OWASP guidance supports. The sources do not rank specific web server products or hosting providers.

Currency of the guidance
NIST SP 800-44 Version 2 dates from September 2007. Use it for the breadth of a web server security program, not for current protocol settings. For TLS specifics, NIST SP 800-52 Revision 2 is the official guide to selecting and configuring TLS implementations. CISA’s communications-infrastructure guidance recommends TLS 1.3 for TLS-capable protocols in its stated context. Both are policy- and version-sensitive, so check your organization’s requirements and your platform vendor’s current guidance before applying a setting everywhere. The same applies to supported software versions and patches.
