A ROM hack is an unofficial fan-made modification of an existing video game. What a patch is
A patch is a file containing differences between the unmodified source game and the creator’s modified version. It is normally much smaller than the full game image because it records what to change rather than redistributing every original file. A patch is therefore not, by itself, a complete game.
To play a patch-based project, you generally need the exact source version specified by its creator, the patch, and a patching utility that supports the patch’s format. Applying the same patch to a different regional release, language, revision or unrelated game can fail or produce a broken result. How a ROM hack works from release to play

- Prepare a matching base file. Use a copy you are entitled to use and verify that its version matches the release notes exactly. If the utility reports a checksum, size or source mismatch, stop and recheck the expected version and language. Do not “fix” the problem by downloading a pre-patched commercial game image.
