A “robotic submarine” is an informal umbrella term, not one specific kind of vehicle. The key differences are whether people ride inside, whether an operator pilots the craft in real time or it follows a preplanned mission, and whether it sends data through a tether or stores it onboard. NOAA distinguishes remotely operated vehicles (ROVs), autonomous underwater vehicles (AUVs), and human-occupied vehicles (HOVs).
What does “robotic submarine” mean?
In everyday use, “robotic submarine” usually means an underwater vehicle that operates without a person aboard. NOAA’s terminology is more precise: an uncrewed underwater vehicle may be an ROV, which is remotely piloted, or an AUV, which follows a mission plan autonomously. NOAA policy also uses the broader term “uncrewed marine systems” for remotely operated or autonomous craft that can function without an onboard human presence.

So the most useful distinction is not the vehicle’s shape. It is whether it carries people, how it is controlled, and how it communicates or retains data.
How do ROVs, AUVs and crewed submarines differ?
| Type | People aboard? | Control and connection | How information is handled | Examples of use |
|---|---|---|---|---|
| Human-occupied vehicle (HOV), or crewed submersible | Yes. NOAA says Alvin carries two scientists and a pilot per dive. | A pilot and scientists travel underwater inside the vehicle. | People can observe and investigate directly and collect samples first-hand. | Direct scientific exploration and research. |
| Remotely operated vehicle (ROV) | No. | Typically tethered to a ship and piloted by an operator at the surface. | Commands and data, including live video, can travel through the tether. | Object identification, hull inspection, exploration, imagery and sample collection. |
| Autonomous underwater vehicle (AUV) | No. | Untethered during its planned mission; follows a preprogrammed route without direct real-time operator intervention. | Collects sensor data onboard, which researchers retrieve after recovering the vehicle. | Mapping, submerged wreck or hazard surveys, and deep-ocean exploration. |
NOAA summarizes the connection difference this way: “An AUV operates independently from the ship and has no connecting cables, whereas ROVs are connected to an operator on the ship.” The distinction is operational: an ROV gives an operator remote control and a live link, while an AUV carries out its planned route and returns stored data.

How does an ROV work?
An ROV is an unoccupied robot controlled from the surface, commonly through a tether to a ship. The tether carries operator commands and can relay information such as live video. Depending on its configuration, an ROV may have cameras, lights, sonar and manipulator arms, allowing an operator to inspect a site, identify objects or help collect samples.
NOAA says ROVs were first developed in the 1960s and were being used by commercial companies in oil and gas by the 1980s. Those dates describe the technology’s history, not a measure of present-day performance.

How does an AUV work?
An AUV is programmed for a mission, then travels underwater without a connecting cable or direct real-time piloting. It gathers sensor data as it follows its route. After the vehicle is recovered, researchers retrieve and process the stored data. That makes AUVs a fit for planned survey work in NOAA’s examples, such as mapping or searching submerged wrecks and hazards.
NOAA’s Sentry is one example, not a specification for every AUV: NOAA describes it surveying topographic features up to 6,000 meters (3.7 miles).

What changes when people are aboard?
A crewed submersible carries a pilot and researchers underwater, enabling direct observation, investigation and sample collection. NOAA describes HOVs as transporting a small team of scientists and pilots to the seafloor for a limited time. Its Alvin example reaches 4,500 meters and carries two scientists and one pilot per dive. These are Alvin’s stated capabilities, not limits or guarantees for every crewed vehicle.
For context, NOAA Ocean Exploration says the ocean’s average depth is over 3,600 meters (2.23 miles). That broad figure does not determine which vehicle type is best for a particular dive.

- This remotely-operated vehicle, or ROV, is completely DIY
- It consists of a frame that holds three motors that allow to move forward, backward, turn to port or starboard, and dive or surface
- Umbilical cable
- Circuit board for remote control
- Skill Level: Kit Basic Soldering Required
Which type is suited to which mission?
- Choose ROV-style capabilities when: the work calls for remote maneuvering, a live view, or tools such as a manipulator arm. Suitability depends on the specific ROV and task.
- Consider an AUV when: the work can be planned as a route and calls for survey data to be collected without continuous direct piloting.
- Use a crewed submersible when: having people present for first-hand observation, investigation or sample collection is important.
These are mission-based distinctions, not a universal ranking. Vehicle designs and capabilities vary, and NOAA’s examples do not establish that one category is always deeper, safer, cheaper or more capable than another.

What the category labels do—and do not—tell you
- ROV means remotely operated vehicle: an unoccupied vehicle piloted remotely, commonly through a tether.
- AUV means autonomous underwater vehicle: a vehicle that carries out a planned mission without direct real-time operator intervention.
- HOV means human-occupied vehicle; NOAA uses the term for crewed submersibles.
- UUV or uncrewed underwater vehicle are broader terms for vehicles without an onboard human. They do not, by themselves, say whether the craft is tethered or autonomous.
The cited NOAA material does not provide comparable figures for vehicle prices, operating costs, endurance, dive duration, maintenance burden or category-wide depth limits. Those comparisons require particular vehicles and mission conditions; the examples above should not be read as category-wide specifications.
