The destination website sees the proxy’s residential IP as the apparent source, rather than the original client’s IP. The term describes the apparent network context; it does not, by itself, tell you how the proxy is built or whether the device owner agreed to participate.
How a residential proxy works
A common setup uses a gateway and a separate residential relay. The client connects to the proxy service, the service selects a relay—sometimes based on location—and that relay contacts the destination. The destination sees the relay’s IP address as the apparent source. The response travels back through the relay path.

- A client application sends a request to a proxy provider’s gateway.
- The provider chooses a residential relay endpoint, potentially using a requested geography.
- The relay forwards the request to the destination website or server.
- The destination responds to the relay, which returns the response along the proxy route.
This is a general description, not a guarantee that every provider uses the same routing. A Stanford CS244C project paper describes the gateway-to-residential-node pattern, while the FBI explains that selecting a relay location changes the IP address a website sees. Residential IP addresses are assigned by internet service providers to consumer connections and devices. The FBI says residential proxy networks may route through devices such as IoT equipment, phones, tablets and routers. Device participation can be based on informed consent, or it can happen without the owner’s awareness, including through compromised devices.

As the FBI put it in its public service announcement, “Many individuals do not realize their internet connection could be used by someone else without their permission.” The alert, “Evading Residential Proxy Networks: Protecting Your Devices from Becoming a Tool for Criminals,” was published 12 March 2026. That distinction matters: the label “residential” says something about the apparent IP or connection type, not whether a provider obtained authorization from the device owner.
What the term does—and does not—tell you
“Residential proxy” is not a universal architecture label. Providers can differ in how they select egress addresses, route traffic, and obtain or disclose device participation. For comparison, Cloudflare documents a Privacy Proxy design in which a proxy opens a connection to a destination using an egress IP selected based on client geolocation, with MASQUE protocols described for TCP and UDP proxying. Risks for households and provider checks
If a device or household connection is used to relay another party’s traffic without informed permission, that third-party activity can appear to originate from the household’s IP. The FBI warns that consumers may appear responsible for activity routed through compromised devices. Gen Digital describes possible ISP abuse notices, platform action, fraud checks, or law-enforcement inquiries initially directed at the subscriber. These are potential consequences, not inevitable outcomes. FBI/IC3; Gen Digital.
Questions to ask a provider
- How are participating device owners informed, and how is consent obtained?
- Do the terms clearly describe bandwidth sharing, traffic routing, and how to opt out?
- How does the provider handle abuse reports and complaints?
- What does its acceptable-use policy permit, and what rules apply to the site or service you intend to access?
For example, Infatica’s acceptable-use policy says its proxy infrastructure does not itself authorize customers to access, collect, copy, use, resell, or exploit third-party content or systems. It also says permitted use does not guarantee access to a website, geography, IP pool, or third-party service. The sources cited here do not establish which laws apply to a particular jurisdiction or use. Check local requirements and the target service’s terms; a proxy connection does not itself grant permission to access or collect third-party material.
