A phone operating system (OS) is the core system software that runs a phone: it provides the interface, manages essential functions, and lets applications use the device’s hardware and services.
How a phone operating system works
The OS sits between a phone’s physical components and the apps people use. It coordinates system functions and provides rules and services that apps can use. For example, an app that needs the camera relies on the operating system to access that capability under the system’s rules; the camera itself is hardware, not software.

The OS also shapes the interface and helps determine which apps and services are available. It is generally installed on the device in advance. A phone’s behavior can depend on its hardware and the manufacturer’s implementation as well as its OS.
Operating system, hardware, and apps: the difference
- Operating system: The core software layer that operates the phone, provides system services, and creates an environment for applications.
- Hardware: The physical components, such as the camera, microphone, and location-related components.
- Apps: Programs that run on the OS and can use system capabilities according to its rules. On Android, apps run in separate security sandboxes by default, as Android Developers explains.
Examples of phone operating systems
Android and Apple’s iOS are familiar smartphone operating systems. KaiOS is also identified in connection with feature phones, so “phone operating system” does not refer to one universal system shared by every mobile phone. The U.S. House Judiciary Committee’s 2021 report described Android and iOS together as running on more than 99% of smartphones worldwide. That is a historical figure cited in the 2021 report, not a current market-share measurement.

Android is not the same as Google’s services
Android is an operating system and an open-source project that device makers can customize. Android compatibility does not, by itself, mean a device is licensed to include Google Play or Google Mobile Services. These are related but distinct concepts, as the Android Open Source Project overview explains.
Why the operating system matters
The OS affects how you navigate a phone, which system capabilities apps can access, and which apps and services are available. It also influences how a device fits into a broader ecosystem. When comparing phones, useful questions include what apps and services are available, which hardware supports the system, how security and updates are arranged, what interface it provides, and how it integrates with other devices and services. These factors depend on device makers and service providers as well as the OS itself; the UK Competition and Markets Authority’s 2021 report on mobile ecosystems discusses these dimensions.
