A personal electric flying machine is a person-carrying aircraft powered by electricity. It is a descriptive phrase, not a universally defined aircraft class: it does not by itself tell you how a vehicle takes off, whether it is available to buy, or what rules apply to flying it.

What the phrase means

The words describe three basic features: it is a flying machine (an aircraft), intended to carry a person, and propelled by electric power. The phrase is useful in ordinary conversation, but the sources cited here do not establish it as a formal technical or legal category.

A broad legal definition of an aircraft in the European Union’s Air Operations Regulation is “a machine that can derive support in the atmosphere from the reactions of the air other than the reactions of the air against the earth’s surface.” That definition covers aircraft generally; it does not create a separate “personal electric flying machine” subtype. Commission Regulation (EU) No 965/2012, Article 2

How it relates to eVTOL and powered-lift

Some personal electric aircraft are electric vertical take-off and landing aircraft, or eVTOLs. The terms are related, but they are not interchangeable: “personal electric flying machine” is informal, while eVTOL describes a takeoff-and-landing capability.

The FAA uses Advanced Air Mobility (AAM) as an umbrella term for aircraft that are “typically highly automated, electrically powered, and have vertical take-off and landing capability.” AAM is broader than a personal aircraft, and the FAA wording does not mean every aircraft described informally as a personal electric flying machine is an eVTOL. FAA, “Advanced Air Mobility | Air Taxis”

Powered-lift is a more specific U.S. regulatory category. The FAA says powered-lift aircraft combine helicopter-like vertical takeoff, landing, and low-speed flight with airplane-like, wing-borne cruise. That description fits certain designs, not every electric aircraft. FAA, “Advanced Air Mobility | Air Taxis”

What one design can look like

A 2021 Washington State University report described a single-passenger electric VTOL project developed with ZEVA Aero. In that example, the vehicle hovers to lift off and then tilts to fly more like an airplane. It illustrates one possible configuration; it does not define the whole category or establish typical performance, everyday commuting readiness, or safety outcomes. Does the name mean anyone can fly one?

No. A general label cannot establish whether a particular aircraft may legally be flown, who may pilot it, or what operating limits apply. In the United States, the FAA says an October 2024 final rule established powered-lift pilot and instructor certification requirements and operational rules. Aircraft certification depends on matters including design, production, airworthiness, and operation; some projects may need additional airworthiness criteria. Requirements and permissions vary by aircraft and jurisdiction. FAA, “Advanced Air Mobility | Air Taxis”

To assess a specific vehicle, check its formal classification and airworthiness status, the pilot qualifications it requires, and the rules for the location and type of operation. The phrase “personal electric flying machine” answers none of those questions on its own.

How to interpret a product example

Jetson describes its Jetson ONE as an “all-electric personal vertical take-off and landing (VTOL) aircraft.” Its news page says the company is taking orders for 2028 and reports an Italian ultralight identification under that country’s VDS framework, alongside an Italian customer delivery announcement. Those are manufacturer statements about one model, tied to a particular time and jurisdiction; they do not establish general availability or regulatory treatment for other aircraft.
