It is one Android API provider—not a universal name for every service that calculates location using a network.
What “network location provider” means on Android
Android’s LocationManager API names this source NETWORK_PROVIDER, whose constant value is network. Android describes it as determining location from nearby cell towers and Wi-Fi access points, and notes that operation may require a data connection. The provider has been part of the API since API level 1.

The name identifies a way an app can obtain location through Android; it does not mean every Android device uses identical hardware, databases, or positioning behavior. The provider must be available on the device, and a live result depends on the relevant permissions and conditions.
How network location differs from GPS and fused location

Android’s AOSP location guidance says phones with Google Mobile Services can use Wi-Fi access points and sometimes Bluetooth beacons in addition to nearby cell towers. It also notes that coarse location on Android phones often uses the fused provider to balance power and accuracy. Those implementation notes describe the environments in that guidance, not a guarantee for every Android device or build.

The same AOSP material discusses automotive systems separately: many vehicles lack the telephony APIs needed to obtain cell identifiers and signal strength, and the guidance does not provide an additional functional network-location-provider implementation for that context. Availability therefore depends in part on the platform and device.
Permissions, connectivity, and location freshness
Android LocationManager location methods generally require either coarse or fine location permission. With coarse-only permission, Android obfuscates the result to a coarse level; an app should not treat it as an exact position. The LocationManager reference documents these requirements.

- Permission: Check whether the app has the location permission appropriate to its need.
- Provider availability: The API name does not guarantee that a particular device implements or enables the provider.
- Connectivity: Because network-provider operation may require a data connection, check connectivity if a live result is unavailable.
- Timestamp: Do not assume a last-known location is current. Android’s getLastKnownLocation documentation says the method returns cached data without activating sensors for a new fix, and that the location may be quite old. Check its timestamp before using it.
Official documentation does not establish a universal accuracy radius, fix speed, or battery-use figure for NETWORK_PROVIDER. Those results depend on circumstances such as device implementation and available signals, so a single number would be misleading.

Is network location the same as browser geolocation?
No. The W3C Geolocation API is a web interface for geographic position associated with the device hosting a page or application. It does not require the device to calculate that position using Android’s NETWORK_PROVIDER; the web standard does not prescribe which sensors, network databases, or operating-system provider supply the position.

The W3C specification requires express end-user permission before a web application receives location data. It also advises recipients to request location only when necessary, use it for the task, protect it, and handle retention and onward sharing responsibly. These are privacy recommendations in the specification, distinct from its permission requirement. The current W3C page is a Candidate Recommendation Snapshot dated 26 March 2026; it notes an earlier Recommendation dated 1 September 2022.

What to check when network location is unavailable
- Confirm that location is enabled on the device and that the app has coarse or fine location permission.
- Check whether the device or platform supports the provider;
NETWORK_PROVIDERis an API name, not a promise that every implementation exposes it. - Check data connectivity, since Android says this provider may require a data connection.
- If the app uses a last-known fix, inspect its timestamp and request a fresh location when the task requires current data.
