It does not have to be a separate page, a different website, or a reduced version of the desktop experience.
What “mobile Web page” means
The phrase can be used in different ways. Here, it means Web content viewed in a browser on a mobile device. The page may adapt its layout or behavior to the screen, device capabilities, or the way someone is using it, while remaining part of the same Web experience.

W3C’s One Web principle favors making the same information and services available across devices as far as reasonable, while allowing their presentation to vary. That means a mobile page need not look identical to a desktop page, but mobile access does not inherently mean receiving different or less information. See W3C’s Introduction to mobile web.

There is no fundamental divide between a mobile Web page and a regular Web page: both are Web pages. “Mobile” describes the access context and the way the page is presented or used, not a fixed technology, screen size, phone model, or URL pattern. A site might adapt one page for different devices, or use another presentation; the term itself does not require a separate mobile URL.

Whether a page works well on a phone is a usability question. Content should be suitable for the context, navigation manageable, and important information easy to find and take in. W3C’s Mobile Web Best Practices 1.0, a Recommendation published on 29 July 2008, framed its principal objective as improving the user experience of the Web on mobile devices. Its advice—including testing on actual devices as well as emulators—is useful historical guidance, not a complete statement of current browser or accessibility requirements.
W3C’s Extended Guidelines for Mobile Web Best Practices 1.0 also discuss keeping primary content visible and presenting information for quick assimilation. These are practical ways to think about mobile usability, rather than a definition based on a particular display measurement.

Mobile Web page versus mobile Web application
A mobile Web application is a related, more interactive concept. W3C describes Web applications as pages or collections of pages delivered over HTTP that include locally executable interactivity and persistent state; see its Mobile Web Application Best Practices, published as a Recommendation on 14 December 2010. A mobile Web page can have interactive features without every use of the term meaning a full application.
