A mobile web browser is software on a phone or tablet that retrieves and displays web pages and lets you interact with them, including by following links. The device is the hardware; the browser is the application running on it.
What does “mobile web browser” mean?
A web browser is a program that fetches web pages and displays them so people can read and use their contents. It also lets users move between pages by following hyperlinks. MDN describes a browser as a familiar kind of web user agent: MDN: Browser.
“Mobile” describes the context in which the browser is used: a mobile device such as a phone or tablet. The UK Competition and Markets Authority defines mobile browsers as applications that enable users of mobile devices to access and search the web and interact with its content. Its definition appears in a working paper about iOS and Android mobile ecosystems, not as a universal technical standard: CMA: Access to browser functionalities within the iOS and Android mobile ecosystems.
Is a browser the phone or an app?
The phone or tablet is the physical device; the browser is software on that device. A mobile browser may be a standalone app, but the word “mobile” does not refer to the phone itself. The browser uses a rendering engine to turn page source into content that people can view and interact with. The CMA paper discusses WebKit and Blink in the context of its investigation; those examples should not be read as a current worldwide ranking of browsers or engines.

Is a mobile browser the same as a search engine?
No. A browser loads and displays web pages; a search engine is a web service that helps people discover pages. You can open a search engine in a browser, search for a page, and then use the browser to view the result. MDN explains the distinction in its guide to browsing the web.
Do in-app browsers count?
Sometimes. A link opened inside another app may show web content without switching to a separate browser app. The W3C Technical Architecture Group’s “Web User Agents” Group Note Draft, published on 23 September 2026, includes in-app browsers that can follow cross-site links in its browser category. The group says, “The web browser is the most familiar example, but a variety of other software plays the same role.” This is draft guidance, not a finalized standard: W3C: Standards-track document types.

Can software reliably tell whether a browser is on a mobile device?
Not from a single operating-system or user-agent string alone. User-agent strings can provide clues about a browser and its environment, but an operating system may run on more than one kind of device, and browser families signal mobile status differently. MDN cautions against relying only on the operating-system token to classify a device: MDN: Browser detection using the user agent string.
