It still loads and renders web pages, runs scripts and interactions, and can produce screenshots or PDFs; the difference is that it can do this unattended in a test runner or server environment. “Headless” describes how the browser is presented, not the absence of a browser engine.
What a headless browser does
In ordinary browsing, you see a browser window and use its interface. In headless operation, the browser runs without displaying that UI, while automation can navigate pages, inspect rendered content, interact with controls, and save output. Chrome describes its Headless mode as running “in an unattended environment, without any visible UI.” Chrome Headless mode documentation

A headless browser is not the same thing as a web scraper or an HTML parser. It can execute page JavaScript and render the result as a browser does, which is useful when a page depends on scripts or interaction. Exact behavior still depends on the browser, its headless implementation, and the automation tool controlling it.
What developers use headless browsers for
- Automated browser testing: Run repeatable checks of navigation, forms, and other page interactions without a person operating a visible window.
- Rendering inspection: Load a URL and inspect the resulting page or rendered DOM.
- Screenshots and PDFs: Capture a rendered page or save it as a document.
- Complex interface workflows: Automate interactions that require a browser rather than a simple HTTP request.
- Performance analysis: Use browser automation as part of analysis workflows.
Google’s older getting-started article discusses testing, server use, PDF creation, and render inspection as use cases, while its later Chrome material and Puppeteer documentation cover current examples and broader automation tasks. The 2017 article describes the original Headless implementation, so its examples should not be treated as current instructions for every Chrome headless mode. Headless browser, browser, and automation framework: what is the difference?
| Term | What it means | Example |
|---|---|---|
| Browser | The software that loads and renders web pages. | Chrome |
| Headless mode | A way to run a browser without displaying its usual visible UI. | Chrome launched with --headless |
| Automation framework or interface | A library or protocol used to control browsers programmatically. | Puppeteer, Playwright, Selenium WebDriver |
These names refer to different layers, not interchangeable kinds of browser. Chrome’s documentation demonstrates headless launches with Puppeteer and Selenium WebDriver; Puppeteer is a JavaScript library for browser automation. Chrome Headless mode documentation · Puppeteer documentation
Chrome Headless: the current and older implementations
Chrome’s current documentation says that its newer Headless mode shares Chrome code with the visible, or headful, mode. Since Chrome 132.0.6793.0, the older Headless implementation is available only as a separate chrome-headless-shell binary. Chrome Headless mode documentation
The distinction matters if a test result must represent a particular browser configuration. Chrome’s 2023 announcement explains that the implementation introduced in Chrome 112 created platform windows without displaying them and shared Chrome functionality with headful mode. It describes the previous implementation as a separate browser implementation with its own bugs and limitations. Treat that announcement as implementation history; consult current Chrome documentation for present command behavior. Chrome’s Headless mode gets an upgrade

How to choose a headless browser automation tool
Choose based on the browser behavior and workflow you need, rather than assuming one framework is best for every project.
| Decision | What to check |
|---|---|
| Browser coverage | Which browser engines or branded browsers can the tool run for your task? Playwright documents Chromium and Chrome or Edge channels; Puppeteer documents automation of Chrome and Firefox. Playwright: Browsers · Puppeteer documentation |
| Language and API fit | Does the tool fit the language, test runner, and automation interface already used in your project? Puppeteer is a JavaScript library; Chrome’s examples also show Selenium WebDriver. These examples do not establish exhaustive language support. Chrome’s Headless mode gets an upgrade · Puppeteer documentation |
| Mode fidelity | Does the headless implementation match the browser behavior you need to test? Chrome says its current Headless mode shares Chrome functionality with headful mode. Playwright warns that its default headless shell and newer branded-browser Headless implementations can behave differently in some cases. Chrome Headless mode documentation · Playwright: Browsers |
| Output and task | Confirm the tool supports the work at hand: UI testing, screenshots, PDFs, page inspection, or performance analysis. Chrome’s Headless mode gets an upgrade · Puppeteer documentation |
The cited documentation does not provide comparable speed or cost benchmarks, so it does not support a general claim that headless browsers are always faster or cheaper than visible browsers.
Examples: launch Chrome, print a PDF, and inspect rendered output
Chrome documents command-line headless operation using the --headless flag. For example, this form prints a page to PDF:

Common issues and what to check
- The page looks different from the visible browser: Check which Chrome or Chromium headless implementation is running. Playwright documents that its headless shell and newer branded-browser Headless implementations can differ in some cases. Playwright: Browsers
- A command example does not work as written: Confirm the installed browser executable and consult its current documentation for supported flags; examples do not guarantee the same executable name or installation path in every environment. Chrome Headless mode documentation
- An older tutorial does not match current Chrome: Verify whether it describes the original Headless implementation. Chrome’s 2017 getting-started guide concerns the initial implementation; the current Chrome documentation distinguishes unified Headless from the standalone older shell.
