A Group Policy Object (GPO) is a logical collection of administrator-defined settings for Windows users or computers. In an Active Directory domain, it has a directory component in Active Directory and policy files in SYSVOL; administrators link it to a site, domain, or organizational unit (OU) to define where it can apply.
What a GPO does
Group Policy is Windows’ configuration-management mechanism. A GPO organizes policy settings and associates them with users or computers in scope. It is a virtual configuration object—not a physical file or a single setting—and can contain multiple policy specifications. Microsoft’s MS-GPOD specification describes it as a virtual object that stores policy-setting information.

Settings are divided into computer configuration, which affects system behavior, and user configuration, which applies to a user account. Windows client-side extensions process particular categories of settings.

Where Group Policy Objects are stored
In an Active Directory domain, a GPO has two coordinated components:
#1 Best Overall

- EASY SETUP: Experience simple installation with the USB wired connection
- VERSATILE COMPATIBILITY: This keyboard is designed to work with multiple Windows versions, including Vista, 7, 8, 10 offering broad compatibility across devices.
- SLEEK DESIGN: The elegant black color of the wired keyboard complements your tech and decor, adding a stylish and cohesive look to any setup without sacrificing function.

| Component | Where it is stored | What it contains or does |
|---|---|---|
| Group Policy container (GPC) | Active Directory | Directory-side properties, including identifiers and version-related information. |
| Group Policy template (GPT) | SYSVOL | File-side policy data, such as Administrative Template settings, scripts, and other extension data. |
The directory and file components have complementary roles and need to remain coordinated for clients to process policy as intended. A local GPO, by contrast, is kept on the individual Windows computer rather than being an Active Directory domain object.
How a GPO applies to users and computers
Creating a GPO does not, by itself, make it apply to every computer. In a domain, an administrator links it to an Active Directory site, domain, or OU. The Group Policy client evaluates the applicable objects for a target user or computer, then processes the relevant settings. Local Group Policy can configure an individual computer without a domain link.

When multiple policies could affect a target, the result depends on scope and processing details—including link order, inheritance, enforcement, filtering, and the particular setting. Microsoft’s Group Policy processing guidance covers the hierarchy and conflict resolution; do not assume every conflict can be summarized by one universal rule.
Group Policy settings and preferences
Policy settings are administrator-managed controls. Group Policy Preferences offer additional configuration options, but generally do not prevent users from changing those choices. If a policy setting and a preference conflict, Microsoft says the policy setting takes precedence. See Microsoft’s Group Policy Preferences documentation.
