It connects business goals to workflows, data and system architecture, standards, staff skills, implementation stages and ongoing operations. It is broader than choosing GIS software: it explains what the organization needs GIS to achieve and how it will build and maintain the capabilities to achieve it.
What does a GIS development strategy cover?
There is no single universally binding definition. Esri describes a GIS strategy as aligning GIS technology with organizational priorities. It distinguishes this from a broader geospatial strategy, which considers how location insights shape decisions, operations and outcomes across an enterprise. In practice, a GIS development strategy translates an organization’s goals into capabilities, governance, architecture, implementation priorities and sustained operations. Esri’s strategy guidance offers a useful framework, but it is a vendor framework, not a universal standard or independent certification.

The scope depends on the organization’s use cases, existing technology, security requirements, budget, staffing and jurisdiction. A plan for one department may focus on a handful of workflows; an enterprise-wide effort may need to coordinate systems, data and decision-making across many teams and partners.

What should a GIS strategic plan include?
Esri groups the work into five connected pillars. Together, they show why a strategy must address people, processes and governance as well as technology. The framework is a starting point to adapt to local needs, not a prescribed checklist.
#1 Best Overall
- Read Before You Buy — No Video Output: These adapters support charging and USB 2.0 data transfer, but cannot transmit video signals. Except for standard USB webcams (which use USB data only), they are not compatible with HDMI/DisplayPort cables, video-capable USB-C hubs, or docking stations with video output.
- Convert USB-A Ports to USB-C: Designed to connect USB-C earphones, cables, flash drives, card readers, and other USB-C accessories to standard USB-A ports. Plug-and-play with no drivers or software required.
- Aluminum Alloy Housing: Built with a sturdy aluminum alloy shell that aids in heat dissipation and protects against daily wear and scratches. Designed to maintain a stable and secure connection.
- Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
- 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
- Business alignment: Identify mission priorities and workflows where GIS can contribute, then define the outcomes the organization expects.
- Technology governance: Assign responsibility for standards, oversight, quality control, operating procedures and resolving conflicts.
- Systems implementation: Plan the architecture, applications, data flows and integrations needed to support priority work.
- Stakeholder engagement: Involve the people who will use, provide or be affected by GIS capabilities, including relevant external partners.
- Capacity building: Develop the skills and support arrangements needed to use, administer and maintain GIS over time.
Make the expected outcomes measurable where possible, and identify executive sponsorship, stakeholders and ownership. The cited framework treats expected value and return on investment as planning considerations, but it does not provide a general statistic or benchmark that applies to every organization.
How do you develop and implement a GIS strategy?
A useful plan is a repeatable cycle, not a one-time software procurement. Esri’s GIS implementation lifecycle document, based on Esri User Conference 2006 material, describes five broad phases. It remains useful as a planning model, not as a current technical specification.

Note: This device is not compatible with Linux.
- What You Get: Anker USB-C Hub (5-in-1, 4K HDMI), welcome guide, 18-month warranty, and our friendly customer service.
- Strategy and planning: Establish a vision, develop the business case, plan implementation and organizational changes, and identify risks.
- Analysis and design: Examine current processes and requirements, define use cases, and design data and system architecture.
- Development: Build or configure applications and integrations, and perform quality assurance.
- Deployment: Put the solution into use, validate acceptance and performance, and prepare users through training.
- Operations and maintenance: Provide support, maintain systems and data, monitor results, and make improvements as needs change.
In practice, teams should revisit priorities and assumptions as they learn from users and operational results. The phases help organize work, but the precise activities and sequence should reflect the organization’s constraints and use cases.
How should governance and standards support interoperability?
Governance makes it clear who sets policies and standards, who owns data and quality decisions, and who monitors whether procedures are followed. Without these responsibilities, teams can develop incompatible workflows or duplicate effort even when they use capable technology.

Interoperability matters when people need to find, access, process, visualize or exchange geospatial information across systems and organizations. The Open Geospatial Consortium (OGC) describes standards as a way to support these interoperable approaches. Its standards work involves requirements, working groups, testbeds and consensus-based adoption. Since standards can change and vary in maturity, identify the relevant standard and check its status before treating it as stable or widely implemented.
The UN-GGIM Online Guide to the Role of Standards in Geospatial Information Management, Edition 3, complements Strategic Pathway 6 of the Integrated Geospatial Information Framework implementation guide and connects standards with FAIR data principles: Findable, Accessible, Interoperable and Reusable. It is oriented toward geospatial information management and national implementation, so organizations should adapt it to their own mandate and jurisdiction.

How do you communicate the strategy?
A concise summary can help stakeholders keep the direction visible, but it should be backed by analysis and an implementation plan. Esri’s one-page strategy guidance organizes that summary around four elements:
Windows Errors? Fix Them Before They Spread
Repair common Windows errors and clear accumulated junk for a smoother, more stable PC - no reinstall needed.Free scan · no reinstallOutdated Drivers Are Slowing You Down
One free scan finds every outdated or missing driver and matches the right update for your exact hardware.Free scan · exact hardware match- Vision: The future the organization wants GIS to help enable.
- Value proposition: Why the proposed capabilities matter to the organization’s priorities.
- Strategy: The choices and approach for building those capabilities.
- Roadmap: The major stages and direction of implementation.
The one-page format is a communication aid, not a substitute for requirements analysis, governance decisions, architecture or planning for operations.

How should an organization choose its approach?
There is no universal scoring rubric or comparative cost data in the cited guidance. Use these considerations to frame a local evaluation, not as a ranked list:
- Fit with mission priorities and the workflows that matter most.
- Integration with existing systems and data.
- Support for relevant interoperability standards and data exchange.
- Clear governance, accountability and quality control.
- Deployment, security and operational requirements.
- Ability to scale and remain maintainable.
- User adoption, training and available staff capability.
- Expected cost in relation to measurable organizational value.
The evidence here does not establish a preferred platform, deployment model, budget or sector-specific design. Those choices require assessment of the organization’s systems, security needs, resources and intended outcomes.
