A flat-panel TV is a television that uses a shallow, flat display made from electronically driven pixels. Those pixels either control light from a backlight or produce light themselves. “Flat panel” describes the screen’s form and construction—not its resolution, smart features, refresh rate, or picture quality.
What is a flat-panel TV?
The International Electrotechnical Commission (IEC) describes a flat-panel display as having a flat surface and minimal depth, emitting visible light from its surface, and containing an array of electronically driven pixels. A flat-panel TV is a television that uses this kind of display.

The screen is only part of what makes the device a television. An EU regulation defines a television as an electronic display designed primarily to display and receive audiovisual signals, consisting of a display and one or more tuners or receivers. Read the Commission Regulation (EU) 2019/2021 for the regulatory definition.

Flat-panel displays do not all create light in the same way. The IEC identifies two broad approaches: pixels can act as light valves that modulate a backlight, or they can be self-luminous. This construction-based distinction explains why “flat panel” does not name a single display technology.

LCD: pixels modulate a backlight
In an LCD, liquid-crystal pixels control how much light passes through from a backlight. “LED TV” commonly refers to an LCD television with an LED backlight; it does not, by itself, mean that the screen uses a separate pixel-display principle. The IEC discusses LCD as a distinct display technology in its terminology materials.
OLED: pixels are self-luminous
OLED is a distinct display category in which pixels produce their own light. It is an example of the self-luminous approach described in the IEC’s definition of flat-panel displays.

Plasma: another flat-panel technology
Plasma display panels (PDPs) are also named in the IEC’s display terminology report. LCD, PDP/plasma, and OLED are technology terms; none is a synonym for “flat panel.” The IEC’s IEC TR 62728:2011 addresses these categories and points to separate technical standards for them.

What “flat panel” does—and does not—tell you
The phrase tells you about the display’s flat surface, shallow construction, and pixel-based image formation. By itself, it does not specify a particular pixel technology or guarantee any other feature.

- It does tell you: the display is a flat, shallow panel with electronically driven pixels.
- It does not tell you: the screen’s resolution, size, refresh rate, smart-TV software, or picture performance.
- It does not identify: whether the display is LCD, OLED, plasma, or another technology.
The IEC’s wording appears on the publication page for IEC 62977-2-1:2021, published January 5, 2021. Its note defines the display form and pixel behavior, rather than serving as a specification for a television’s other features.

In ordinary usage, the terms usually refer to the same kind of television: one with a flat, shallow display. “Flat panel” is the more construction-focused term used in display terminology. Neither term, on its own, tells you how the pixels make the image or what features the television includes.
