The term can describe different setups: some services keep files in web storage, while peer-to-peer (P2P) applications make selected files on users’ computers available to other users. Knowing which model you are using helps you control access and protect your files.
What does “file-sharing site” mean?
NIST defines file-sharing services broadly as services that provide information sharing and access through web-based file sharing or storage. In practical terms, they provide a way to make files available to other people or devices over the web. The term does not specify exactly where files are stored or how recipients obtain them. NIST’s glossary definition covers web-based sharing and storage.

How does file sharing work?
Web-based storage and sharing
A web-based service stores files or makes them accessible through its platform. Depending on its settings, you may give another person access to a file or folder. The service’s access controls determine who can open or manage the shared material.
Peer-to-peer sharing
In peer-to-peer sharing, an application makes selected files on a user’s computer available to other people on the same network. Unlike a central web-storage arrangement, files are shared from users’ own computers. The FTC’s overview of peer-to-peer file sharing explains this model.

What should you check before sharing a file?
- Confirm what is selected for sharing. Check the specific files and folders, and make sure you have not exposed a whole drive or a folder containing personal or work information. The FTC’s business guide warns that users can mistakenly designate sensitive material for peer-to-peer sharing.
- Check who can access it. Review the service’s permissions and access settings rather than assuming a link is private because it is unlisted.
- Consider what happens after access is granted. A recipient may download a copy. Deleting the original later does not necessarily remove copies already downloaded by other users, as the FTC guide notes.
- For sensitive exchanges, weigh security and ease of use. NIST recommends identifying users’ needs and choosing a solution that addresses security as well as usability. Its secure file-exchange bulletin identifies cryptography to protect confidentiality and integrity, along with monitoring, as relevant safeguards. These are criteria to assess, not guarantees that every service provides them equally.
Is file sharing the same as backing up files?
No. Sharing makes files accessible to others; a backup preserves a separate copy so you can recover files if the originals are lost or damaged. A file-sharing service may also provide storage, but sharing alone does not ensure that you have a dependable backup. CISA recommends encrypting devices and files and keeping backups on a secure external hard drive or a properly vetted cloud service. See CISA’s data-protection guidance.
How do you choose a file-sharing service?
Start with the job you need to do: keep files for long-term access, collaborate with others, or send files for a one-time transfer. Then compare the options using criteria that fit that job:

- Access and permissions: Can you control who gets access, and are the settings clear?
- Security: What protections are in place for confidentiality and integrity?
- Usability: Can you and the intended recipients use the service without unnecessary difficulty?
- Retention and backup: How long will files remain available, and do you also need a separate backup?
NIST’s guidance supports evaluating user needs alongside security and usability. Features and access controls differ by provider, so check the service’s current documentation before relying on it for sensitive or important files.
