A digital payment service helps a person or organization initiate, send, receive, or process a payment through digital channels. It may execute a transfer, let a customer initiate one from an account, accept a merchant’s payment, or provide related account information. The precise legal definition depends on the country and its rules.
What counts as a digital payment service?
The phrase combines two related ideas. A digital payment is a payment made digitally; a payment service is an activity that helps a payer, payee, or merchant make or manage that payment. The service can involve moving value itself or enabling a step in the transaction.

The Reserve Bank of India describes a digital payment as one in which both payer and payee use digital modes, with no hard cash involved. Cards, mobile money, and online banking are common channels, but a channel does not by itself determine the legal category of a service.

These are examples of regulated categories, not a universal checklist. For example, the UK Financial Conduct Authority says payment services are listed in Schedule 1 to the Payment Services Regulations 2017 and summarizes categories including transaction execution, instrument issuance, acquiring, money remittance, account-information services, and payment-initiation services. Its overview concerns UK rules, including the Payment Services Regulations 2017 and Electronic Money Regulations 2011; it was last updated on 17 December 2025. Read the FCA overview.
Payment service, payment system, or electronic money?
These terms are related, but they do not mean the same thing. The European Central Bank glossary describes a payment service provider as a person or organization offering services that enable value to move between end users, and distinguishes a payment system from the transfer system supporting payments. See the ECB payments and markets glossary.

| Term | What it refers to | Example of the distinction |
|---|---|---|
| Digital payment | A payment made through digital means. | A customer pays digitally rather than handing over cash. |
| Payment service | An activity offered to users to initiate, execute, accept, or otherwise support a payment. | A provider executes a transfer or enables payment initiation. |
| Payment system | The broader arrangement of instruments, procedures, and infrastructure that supports transfers. | The underlying arrangements through which providers’ payment transactions are processed. |
| Electronic money (e-money) | A specific form of electronically stored monetary value representing a claim on its issuer and accepted by parties other than that issuer. | Stored value issued by one entity and usable with other accepting entities. |
E-money is therefore not another name for every digital payment. The ECB’s definition ties it to stored value, a claim on the issuer, and acceptance by other undertakings. See the ECB definition of electronic money.

“Digital payment service” is useful as a general description, but legal obligations depend on local law. The FCA’s categories apply to the UK framework. Egypt’s central bank, referring to Law No. 194 of 2020, defines payment services to include account information and the issuing, sending, receiving, or execution of payment orders and transactions in local or foreign currency, including payment instruments and electronic money. See the Central Bank of Egypt’s oversight page.

The Central Bank of Kenya’s August 2026 National Payment System Policy uses draft-policy wording for an electronic transfer of value made through digital instruments or platforms, including mobile money, cards, or online banking. Because this is a draft policy, it should not be treated as a universal or final statutory definition. Read the draft policy.
For a legal or compliance question, check the applicable country’s legislation and regulator guidance rather than relying on the broad everyday phrase. A mobile app, card, or online interface may be the channel, while the regulated service depends on what the provider actually does.

How to identify the service in a real transaction
- Identify the action. Is a provider executing the transfer, initiating it, accepting a merchant payment, transmitting a remittance, or displaying account information?
- Identify the channel and rail. Note whether the transaction uses a card, an account transfer, mobile money, or another digital method. The channel alone does not settle the legal classification.
- Identify the roles. Determine which organization holds the account or value, which one initiates or processes the payment, and which one receives it.
- Check the jurisdiction. Consult the relevant regulator’s definitions and licensing rules, since the same activity may be treated differently across legal frameworks.
