What Is a Chief Digital Officer? Role, Responsibilities, and Scope

A chief digital officer leads or coordinates digital strategy and transformation, but the role’s authority and responsibilities vary by organization.

A chief digital officer (CDO) is a senior executive who leads or coordinates an organization’s digital strategy and transformation. The role connects digital opportunities with changes to services, operations, customer or citizen experience, and organizational capabilities. Its exact authority varies: the title alone does not tell you whether the CDO also runs IT, governs data, oversees cybersecurity, or owns digital products.

What does a chief digital officer do?

A CDO helps an organization decide how digital capabilities can advance its goals, then coordinates the work needed to put that direction into practice. The job typically spans strategy and execution rather than a single technology function.

  • Set digital direction: Develop or coordinate a digital strategy and translate it into initiatives and delivery plans.
  • Improve services and experiences: Use technology and data to make customer-facing or public services more useful and responsive.
  • Coordinate organizational change: Bring leaders and teams together so digital initiatives support wider organizational objectives.
  • Address governance and security where assigned: Some CDOs coordinate cybersecurity planning or data governance, but these are not universal duties.

For example, Malaysia’s National Digital Department describes a people-centered remit involving service design, digitalization, data sharing, and emerging technologies. Its government role also includes coordinating cybersecurity action plans. Rwanda’s public-sector guidance assigns its CDO responsibility for sector-wide digital strategy and projects, as well as data security and governance. These are examples of specific public-sector mandates, not a standard job description for every CDO. Malaysia National Digital Department; Rwanda Ministry of ICT and Innovation.

How is a CDO different from a CIO, CTO, or chief data officer?

There is no universal division of responsibilities among these executives. Their remits can overlap, and the same title can mean different things at different organizations. Microsoft Chief Digital Officer Andrew Wilson describes the CDO as typically being in charge of digital transformation—“business innovation fueled by progress in the cloud, AI, and other technologies.” That is one executive’s description, not a standardized definition. Microsoft: Andrew Wilson.

The OECD similarly notes that public-sector digital leadership titles and assignments vary across jurisdictions. OECD, The E-Leaders Handbook on the Governance of Digital Government.

To understand a particular CDO role, examine its actual mandate rather than guessing from the title:

  • Can the executive set digital strategy, or only advise on it?
  • Who controls delivery teams and budgets?
  • Who does the CDO report to, and what executive sponsorship supports the role?
  • Does the remit cover customer-facing products, internal operations, or both?
  • Which responsibilities sit with the CIO, CTO, chief data officer, or security leadership?
  • Is the CDO a standing executive role or a transformation mandate that may end when a program is complete?

What makes the role effective?

A CDO needs more than a digital title: the role’s influence depends on a clear mandate, authority to coordinate work across functions, and support from senior leadership. Deloitte’s 2020 article reports research on 20 diverse companies that had recently undergone digital transformation. In that group, it found that CDOs with strong mandates and executive support exhibited dramatic operational improvement. This is a finding about those studied companies, not a population-wide statistic or proof of a universal causal effect. Deloitte also describes different CDO archetypes and notes that the role may or may not continue after a transformation effort winds down. Deloitte: The rise of the chief digital officer.
