Lightning is a clear example: users update channel balances off-chain and can use Bitcoin transactions to settle or enforce the channel state. Sidechains are a disputed case; whether one counts as a Layer 2 depends on how narrowly the term is defined.
What does “Bitcoin Layer 2” mean?
In practical terms, a Bitcoin Layer 2 (L2) is a system that moves some Bitcoin-related activity off the main chain and connects back to Bitcoin in a defined way. That connection may support funding, settlement, or enforcement if participants disagree.

There is no universally binding Bitcoin-wide taxonomy that determines which designs qualify. A useful narrow technical definition comes from the 2019 paper SoK: Layer-Two Blockchain Protocols: users transact through authenticated messages outside a Layer 1 blockchain but tethered to it; in a dispute, assertions can be submitted to the parent chain, and security and non-custodial properties depend on the parent chain’s consensus. The paper groups these protocols as channels, commit-chains, and referee delegation, and excludes sidechains because they have a separate blockchain and consensus mechanism. Read the paper’s taxonomy.

That is a working technical definition, not a rule adopted by every Bitcoin project. Ecosystem glossaries and surveys use broader groupings, so an L2 label by itself does not prove that a system inherits Bitcoin’s security. Bitcoin Layers’ glossary reflects the range of terminology used in the ecosystem.

- BITCOIN EXCLUSIVE, PHONE VERIFICATION: Bitkey is designed from the ground up exclusively for bitcoin — a dedicated hardware wallet for secure bitcoin storage. Approve transactions with a tap using your phone and NFC. No device screen is required.
- SELF-CUSTODY, NO EXCHANGE OR CUSTODIAN REQUIRED: You hold two of the three keys in the Bitkey system – one on your phone and one on your Bitkey device. The third is stored on Bitkey’s server and cannot move your bitcoin on its own.
- NO SEED PHRASE: Set up and use Bitkey without creating or storing a seed phrase.
- 2-of-3 MULTISIG: Three keys are stored separately across your phone, Bitkey device, and Bitkey’s server. Any two keys are required to move your bitcoin.
- BUILT-IN RECOVERY: Encrypted backup and recovery tools can help you regain access if you lose your phone or Bitkey device. You can also designate a Recovery Contact.
How does Lightning work as a Layer 2?
Lightning is an explicit example: its BOLT documentation describes it as a layer-2 protocol for off-chain bitcoin transfer that relies on on-chain transactions for enforcement when needed. Lightning BOLTs, BOLT #0
- Fund a channel on-chain. Two participants lock bitcoin in a channel funding output and prepare transactions that allocate the funds between them.
- Update balances off-chain. The participants exchange newly signed channel states as payments occur, rather than publishing every payment to Bitcoin.
- Route conditional payments. Channels can be linked so a payment can pass through intermediaries using a secret and staggered time limits. The conditions are designed so an intermediary does not need to be trusted to guarantee payment success.
- Settle or enforce on Bitcoin. Participants can cooperate to close and settle the channel. If they cannot cooperate or disagree, on-chain transactions and the protocol’s rules provide an enforcement path.
The key distinction is not a blanket speed or fee promise: it is the division between off-chain payment updates and on-chain funding and enforcement. Actual performance depends on the design and operating conditions. The Lightning Network project overview describes the network and channel model.

Are Bitcoin sidechains Layer 2s?
It depends on the taxonomy. A sidechain is a separate blockchain connected to Bitcoin through a transfer or peg mechanism, and it has its own consensus. Under the narrower technical definition above, that makes it distinct from a Layer 2: the sidechain’s own consensus, rather than Bitcoin consensus, governs its chain state. Some broader ecosystem descriptions group sidechains under the Bitcoin L2 umbrella. State which meaning is being used instead of presenting the classification as universally settled.

If it only anchors data or supports a transfer mechanism, that is different from Bitcoin validating state transitions and enforcing user exits. What security assumptions should you check?
Different Layer 2 designs can make different promises and depend on different mechanisms. The 2024 survey SoK: Bitcoin Layer Two (L2) examined 40 representative solutions from 335 investigated cases, identified six design patterns, and highlighted risks around data and state availability and verification, withdrawals and recovery, disputes, and censorship. Read the 2024 survey.
- Settlement and enforcement: Does Bitcoin enforce disputed outcomes through its transactions, or does a separate chain or operator decide?
- Control and custody: Who holds the keys or controls the bridge? Can a federation or operator freeze funds or block withdrawals?
- Exit and recovery: Can an individual withdraw without another party’s permission? What delays, conditions, or data are required?
- Data and verification: Can users obtain enough information to independently verify the system’s state and reconstruct a claim?
- Censorship and failure: What happens if operators disappear, refuse to process transactions, or disagree with users?
- Purpose: Is the system designed for routed payments, programmability, or another use? Different designs serve different goals.
Bitcoin Core contributors wrote in a 2016 statement, “We believe Bitcoin can accomplish this by providing the foundation for additional layers on top of the protocol and interfaces with other systems.” That expresses a development vision, not an official test for classifying a protocol as an L2.
