For Windows users, it usually refers to WOW64, the Windows subsystem that lets many 32-bit applications run on 64-bit Windows. In Intel processor documentation, compatibility mode is a specific CPU execution mode for legacy 16-bit or 32-bit code within IA-32e operation. Neither meaning is a universal switch that makes every old program work.
What does 32-bit compatibility mode mean on Windows?
On 64-bit Windows, WOW64 lets many 32-bit Windows applications run. Microsoft describes it as “the x86 emulator that allows 32-bit Windows-based applications to run seamlessly on 64-bit Windows” in its Running 32-bit Applications documentation. WOW64 is provided by the operating system; users do not need to turn on a separate 32-bit compatibility mode.

This support applies to many user-mode applications, not every old program or system component. Microsoft says 16-bit Windows applications and 32-bit kernel-mode drivers are not supported on 64-bit Windows. Compatibility also depends on the program’s dependencies and the particular Windows version, so there is no single success rate that applies to all software.

How is processor compatibility mode different?
Intel uses “compatibility mode” for a processor mode within IA-32e operation. It allows legacy 16-bit or 32-bit code to coexist with 64-bit applications, while the operating system continues using IA-32e system mechanisms. Intel’s terminology describes Intel EM64T processor architecture; it is not a general name for Windows application support.

Intel’s EM64T support page, last reviewed on May 9, 2022, labels a 64-bit operating system running 32-bit applications with 64-bit drivers as “Compatibility Mode.” That Intel-specific table also lists a 4 GB address space and 32-bit general-purpose registers for that pairing. These details describe the table’s processor/OS configuration, not a guarantee about every modern computer or operating system.
What does the Windows compatibility setting do?
A program’s Windows compatibility settings are not the same as WOW64 or Intel processor compatibility mode. Selecting an option in a program’s properties does not convert a 32-bit application into a 64-bit one, and the phrase “compatibility mode” alone does not identify which layer is involved.

What can prevent a 32-bit Windows program from running?
It depends on a 16-bit component
Although WOW64 supports many 32-bit applications, 16-bit Windows applications are not supported on 64-bit Windows. An old installer or runtime component can therefore fail even when the main application is 32-bit. Check the software’s requirements for legacy components.

It needs a kernel-mode driver
WOW64 supports user-mode applications, not 32-bit kernel-mode drivers. A driver must be compatible with the host Windows architecture; a 32-bit driver is not supported on x64 Windows.

A DLL has the wrong bitness
A process cannot load a DLL of the opposite bitness for execution: a 32-bit process cannot load a 64-bit DLL, and a 64-bit process cannot load a 32-bit DLL. An application may therefore fail if one of its required components does not match its own process architecture.
Windows redirects files or registry access
WOW64 redirects some file-system and registry access to keep 32-bit and 64-bit software environments separate. This can make paths behave differently from what an application expects. For example, Windows distinguishes the System32 and SysWOW64 locations; do not assume that similarly named paths refer to the same view for every process. Microsoft’s WOW64 overview explains these redirection behaviors.

How do you check whether Windows is 32-bit or 64-bit?
- Open Settings > System > About.
- Find System type and read the architecture shown there.
Microsoft’s Windows 32-bit and 64-bit FAQ says Windows 11 is available only as a 64-bit operating system. Moving an existing 32-bit Windows installation to 64-bit is not a toggle: Microsoft’s guidance calls for reformatting, installing 64-bit Windows, and reinstalling software.

Windows on Arm can emulate x86 applications through WOW64, but application emulation does not extend to kernel-mode drivers. Microsoft says kernel-mode components must be compiled for Arm64. When checking an older program, distinguish its user-mode application from any driver or other system-level component it requires. See Microsoft’s x86 emulation on Arm documentation.

How to assess whether a specific old program will work
Check these factors rather than relying on the phrase “32-bit compatible” alone:
Quick Recap
- Host architecture and Windows version: x64 Windows and Windows on Arm have different processor architectures, even though Windows documents x86 application support on both.
- Component type: identify whether the software is a user-mode application, a kernel-mode driver, or both.
- Dependencies: confirm that required DLLs and other components match the application’s process bitness.
- Legacy requirements: look for 16-bit installers, runtimes, or other components that may not work on 64-bit Windows.
- Vendor support and testing: Microsoft notes that compatibility and performance vary and recommends testing software on the target 64-bit Windows version. Use a compatible update when one is available.
