What If a Grocery Store Could Learn From Every Stockout?

A useful stockout process connects each empty shelf to inventory, receiving, replenishment, and supplier evidence—then tests a cause-specific fix against availability, freshness, labor, and service.

A grocery store can learn from every stockout by treating each empty shelf as a recorded event, finding whether the product was missing from the building or merely unavailable to shoppers, and connecting that evidence to a cause-specific fix. The goal is not to promise that forecasts will eliminate stockouts; it is to reduce repeat failures while balancing availability with freshness, labor, margin, capacity, and customer service.

What should a store record when a stockout happens?

Start with a consistent event record. Without a shared definition of “out of stock,” teams may mistake a change in how they measure availability for an actual improvement or decline. FMI’s 2015 taskforce summary recommended a baseline on-shelf availability definition, agreed data for event forecasting, aligned retailer and supplier timing, and contingency thresholds for events (FMI taskforce summary).

For each observed gap, capture:

  • Item and store, plus the date and time the gap was seen.
  • Whether the shelf was empty and whether the item could be found elsewhere in the store.
  • System inventory and, when checked, the physical quantity on hand.
  • Recent sales, promotion status, and relevant replenishment or receiving events.
  • The person or process responsible for investigating and the eventual cause and corrective action.

A timestamp matters: a shelf check, a delivery, and a replenishment task describe different moments in the item’s journey. Linking them lets the store ask not just whether the shelf was empty, but when supply or execution stopped matching the plan.

How can stores tell whether an item is out of stock or just missing from the shelf?

An empty shelf does not prove that the store has no stock. The product may be in a backroom, cage, wrong location, or trolley. ECR Retail Loss distinguishes a store out-of-stock, where stock is not on the premises, from a shelf out-of-stock, where stock may still be somewhere in the building but is not available to the shopper (ECR Retail Loss on availability and retail loss).

What the check finds Likely area to investigate Examples of useful evidence
No product on the premises Upstream supply or ordering Supplier availability, delivery timing, lead time, demand assumptions, and replenishment rules
Product on the premises but not on the shelf Store execution or inventory records Backroom location, receiving and put-away, shelf replenishment, misplaced stock, and record accuracy
System quantity differs from physical quantity Inventory-record integrity Physical audit, receiving and adjustment history, recorded waste or damage, and transaction errors

These categories are diagnostic starting points, not mutually exclusive explanations. A late delivery can coincide with an inaccurate inventory record, and a shelf gap can be made worse by a replenishment task that was not completed.

What causes grocery store stockouts?

Store-level gaps can reflect supplier availability, long or variable lead times, forecasting or order-policy problems, inaccurate stock records, or missed replenishment. Shelf gaps can also result from receiving or put-away errors, misplaced items, unrecorded waste or damage, theft, and checkout or adjustment errors. ECR Retail Loss’s analysis of availability explains why it matters to distinguish a store OOS from a shelf OOS before assigning a fix (ECR Retail Loss).

Inventory inaccuracies can hide risk in either direction. If the system says there is more stock than is physically present, a reorder point may not trigger even when the shelf is about to run dry. If the system understates stock, the store may replenish more than it needs. ECR Retail Loss’s maturity-model report describes this mechanism and cites a typical grocery distribution in which about 35% of inventory records were correct; that is a figure from the distribution presented in the report, not a universal current grocery benchmark (ECR Retail Loss inventory record accuracy maturity model).

How can a store learn from repeat events?

Join the event record to the operational evidence that could explain it: sales and inventory records, audit counts, receiving and put-away events, shelf or gap checks, promotion information, supplier and delivery signals, and replenishment actions. Then compare the system’s view of stock with physical checks and the actual timing of orders and deliveries.

Continuous signals, including electronic point-of-sale data, can surface patterns that occasional checks miss. They do not make physical audits obsolete. ECR Retail Loss recommends more automated, continuous signals for identifying patterns and root causes, while its 2026 stock-audit study also points to targeted physical counting, especially where stock behavior is less predictable (ECR Retail Loss on availability; ECR Retail Loss stock-record inaccuracy study).

What the 2026 study does—and does not—show

ECR Retail Loss’s June 2026 report analyzes more than 1.3 million stock-audit observations across six grocery retailers. Depending on retailer and category, the report found that 51% to 84% of items behaved consistently enough for its model to often predict whether a record discrepancy existed. For the predictable subset, 60% to 81% of proposed corrections were exact, and 75% to 93% were within one unit. Those are results under the report’s modeling framework, not a guarantee of accuracy for another retailer or product range (ECR Retail Loss stock-record inaccuracy study).

The report says fresh, short-life, and process-intensive categories were less predictable and merit more physical-count attention. A practical approach is to direct audit effort toward higher-risk or less predictable items while retaining required stocktakes and governed processes for correcting records.

How should a store choose a corrective action?

Assign the action to the diagnosed cause rather than applying a blanket increase in stock. FMI’s 2015 recommendations emphasized data and measurement standards, process, organizational coordination, and technology integration; they also called for retailers and suppliers to align event-forecast data and synchronize forecasts with production schedules (FMI taskforce summary).

Evidence points to Possible corrective action Teams that may need to own it
Record quantity does not match the physical count Correct the record through the retailer’s governed process and investigate the transaction or adjustment that caused the mismatch Inventory control, store operations
Stock is in the building but not available on the shelf Locate and move stock; review receiving, put-away, and shelf-replenishment routines Store operations, receiving
Demand or a promotion was not reflected in the order plan Review forecast assumptions and promotion planning Merchandising, forecasting, supply chain
Delivery or supply repeatedly misses the expected timing Coordinate on production, allocation, lead time, and delivery timing Supply chain, supplier, merchandising

Each action needs an owner and a check-in point. If an event crosses store, merchandising, supply-chain, and supplier responsibilities, the record should make that handoff visible rather than leaving the cause unresolved.

How should a grocery store balance availability with freshness and waste?

More inventory is not a free fix. It can improve availability but also raise freshness risk, warehouse pressure, labor demand, or working capital. Lower inventory can release working capital while increasing the chance of a stockout. FMI’s July 2026 guidance frames forecasting as an input to decisions, not an outcome in itself: “A forecast is the starting point for decisions about replenishment, production, allocation, transportation and staffing.” (FMI guidance on artificial intelligence).

That means the store should define the business objective before changing order policy. A response that improves shelf availability but creates avoidable waste may not be a good response; neither is a leaner inventory position if service deteriorates. The right trade-off depends on the item, its shelf life, demand variability, supply risk, and the cost of the relevant failure.

What should retailers measure besides forecast accuracy?

Measure the result of the corrective action, not only how closely a forecast matched demand. FMI’s 2026 guidance recommends evaluating AI and related decisions through outcomes such as availability, waste, margin, service, and speed of response to risk, alongside forecast accuracy (FMI guidance on artificial intelligence).

  • On-shelf availability and repeat stockout events.
  • Forecast and inventory-record accuracy.
  • Waste and freshness outcomes.
  • Labor and capacity demands created by the response.
  • Margin, working capital, and customer service.

Compare the outcome with the original event and its cause. A change should count as useful learning only if it reduces recurrence without creating a worse trade-off elsewhere.

How much weight should stores give older stockout statistics?

Historical figures help explain why availability matters, but they should not be presented as current universal benchmarks. A 2002 study by the Food Marketing Institute, Grocery Manufacturers Association, and CIES–The Food Business Forum synthesized 52 prior reports and attributed 47% of out-of-stocks to inadequate store ordering and forecasting, 25% to poor shelf management, and reported an average global out-of-stock rate of 8.3%. In its worldwide consumer survey, 31% said they went to another store, 26% substituted another brand, and 9% bought nothing (2002 out-of-stock study).

FMI reported an 8% average out-of-stock rate in a 2016 article, with rates often exceeding 10% for promoted items. That was a period-specific industry figure, not a current rate (FMI supply chain optimization resource). Retailers should use their own consistently defined, recent store and category data to set a baseline and evaluate change.
