It does not automatically make a factory low-emissions. The result depends on how the hydrogen is produced and delivered, what energy is used along the way, and whether the manufacturing process releases carbon dioxide independently of fuel combustion.
What does hydrogen do in a factory?
Hydrogen is not a single-purpose replacement for electricity or natural gas. Its industrial role determines what it can replace, what equipment or process changes are needed, and which emissions remain relevant. The U.S. Department of Energy’s Systems Development and Integration program identifies three roles:

| Role | What hydrogen does | Examples identified by DOE |
|---|---|---|
| Chemical feedstock | Becomes an input to a chemical process or product. | Ammonia and synthetic aviation fuel production; DOE also identifies potential low-carbon routes to methanol, hydrazine and other compounds. |
| Reducing agent | Helps remove oxygen from iron ore during ironmaking. | Steel and float glass production. |
| Process heat | Supplies heat for an industrial operation. | Steel and cement production. |
These applications should not be conflated. A feedstock changes the carbon footprint of the material or chemical input; a reducing agent changes the chemistry of ironmaking; a fuel changes how heat is generated. The relevant alternative and emissions boundary differ in each case.

Hydrogen production sets an important part of the footprint
The International Energy Agency (IEA) reports that global hydrogen production emitted 920 million tonnes of CO2 in 2023. In its 2024 comparison, unabated natural-gas hydrogen produces 10–12 kg CO2-equivalent per kg of hydrogen, while unabated coal hydrogen produces 22–26 kg CO2-equivalent per kg. Those figures describe the stated production pathways, not a particular delivered supply or factory.
#1 Best Overall
Electrolysis uses electricity to make hydrogen from water. The IEA says hydrogen from electrolysers is “emissions-free at the point of production,” but its emissions depend on the electricity used. In the IEA’s 2024 comparison, electrolyser hydrogen has lower emissions than steam methane reforming when electricity generation is below 200–240 g CO2/kWh. This threshold belongs to that comparison; it is not a universal lifecycle rating for every electrolyser or hydrogen supply.
Count upstream emissions, not just the production equipment
For fossil-derived hydrogen, the IEA identifies both direct emissions and upstream or midstream emissions in the supply chain. Adding carbon capture does not by itself address emissions before or after the capture point, and the result depends in part on capture performance. For electrolytic hydrogen, renewable electricity’s lack of emissions at the point of generation does not mean the lifecycle emissions associated with building energy infrastructure are literally zero.
For that reason, labels such as “green,” “clean” and “low-carbon” are not a substitute for a stated emissions intensity and system boundary. The IEA’s 2023 work on hydrogen definitions warns that colour labels can obscure differences in fuel, technology, capture rates and upstream emissions. A useful comparison names the production route, electricity source where relevant, and which upstream and midstream emissions are included.

Sector figures are context, not a plant estimate
An IEA analysis published in 2020, using 2019 data, attributed around 7% of total energy-system CO2 emissions to steel and around 7% to cement, with a further 4% for chemicals; the accounting included industrial process emissions. These dated sector-wide shares help explain why industrial decarbonization matters, but they do not predict the emissions or savings at an individual facility. The IEA’s current industry overview displays energy and emissions series covering 2015–2024, using World Energy Outlook 2025 data.
How much energy is lost when hydrogen is transported?
Making hydrogen is only part of the energy calculation. It may need to be compressed, liquefied or converted into another carrier for storage and transport, and a carrier may need to be converted back before use. The IEA reports that converting hydrogen to a carrier for transport incurs energy losses of 45–70%. It also estimates that those conversion losses can multiply electricity-input emissions for the final delivered hydrogen by a factor of 2–3.
These are losses associated with carrier conversion, not a single efficiency figure for every hydrogen pipeline, truck, ship or factory. A meaningful delivered-hydrogen assessment should specify the conditioning and transport route, as well as any hydrogen recovery step, rather than stopping at the electrolyser or production site.

Does hydrogen heat eliminate industrial process emissions?
No. Replacing a fossil fuel with hydrogen can change emissions from combustion, but it cannot by itself eliminate CO2 released by the product-making chemistry. Cement is a clear example: calcination releases process emissions as part of making cement, independently of the fuel used to provide heat. A proposal to use hydrogen in a cement kiln therefore needs to distinguish combustion emissions from calcination emissions.
The same distinction applies more broadly: assess the industrial reaction as well as the heat source. Hydrogen’s climate benefit depends on the emissions intensity of the hydrogen and on which parts of the process it actually changes.

How mature are hydrogen manufacturing applications?
Readiness varies by application and project; a demonstration or prototype should not be presented as proof that an option is commercially established across an industry.
Hydrogen in ironmaking
The DOE’s Systems Development and Integration page describes ongoing research and demonstrations exploring hydrogen in iron ore refining, and says further demonstrations could help validate technical and economic requirements in U.S. markets. Separately, the IEA’s 2020 heavy-industry analysis classified hydrogen-based direct reduced iron (DRI) as a large-prototype-stage option at that time. That is a dated assessment, not a status report on every project in 2026.

The same IEA 2020 analysis classified electrolytic hydrogen feedstock use in ammonia and methanol as demonstration-stage at that time. The DOE program page identifies ammonia and synthetic aviation fuel among potential feedstock uses, but neither description alone establishes the present commercial readiness of every route or facility.
Process heat
DOE identifies steel and cement among potential process-heat applications. The sources cited here do not establish a universal commercial-availability assessment for hydrogen heat across these sectors. Plant-specific equipment, process requirements and supply conditions need to be evaluated rather than inferred from the general application list.
What should a factory-level hydrogen claim specify?
For a practical comparison, ask for a defined plant boundary and enough information to trace energy and emissions from supply to product. In particular, a proposal should identify:
- The industrial function: whether hydrogen is a feedstock, reducing agent or heat source, and which existing input or process it would replace.
- The hydrogen emissions intensity: production route, electricity supply where applicable, and the treatment of upstream and midstream emissions and carbon capture.
- The delivered supply: compression, liquefaction or carrier conversion, transport, and hydrogen recovery if a carrier is used.
- Emissions that remain: including any process emissions unaffected by a fuel switch.
- Local feasibility: electricity and gas prices, infrastructure and process requirements. The IEA’s 2020 analysis notes that the relative economics of hydrogen DRI and other routes are sensitive to gas and electricity costs.
Without a named facility’s energy balance, location-specific supply assessment and cost comparison, sector-wide figures cannot establish how much energy or how many emissions a particular factory would save.
