What Happens When DNS Breaks? Why Websites Fail Even When You’re Online

DNS failures can make websites appear offline even when the network still works. Learn how resolvers, authoritative servers, DNSSEC and caching shape the impact.

When DNS breaks, a device may be unable to find the address for a website even though its network connection still works. DNS is the shared naming system that helps applications locate services—not one server whose failure automatically takes the entire Internet offline. The impact depends on which part of the lookup chain fails, which users depend on it, and what answers their resolvers have cached.

How DNS turns a name into a destination

When an application needs a service such as a website, it starts with a hostname. A device’s stub resolver passes the lookup to a recursive resolver, often operated by an internet provider, an organization, or a public DNS service. The recursive resolver can answer from its cache; otherwise, it follows the DNS hierarchy to find the relevant data.

At the top of that hierarchy, root servers refer the resolver to the servers for the appropriate top-level domain. Those servers, in turn, help it find the authoritative servers for the domain. Authoritative servers provide the zone’s DNS data, such as records used to locate a service. Root servers do not contain the final address for every website, and caching means they are not contacted for every visit. ICANN’s DNSSEC explainer and its overview of DNS root service operations describe these roles.

That chain has several independent parts: the device and its network, the recursive resolver, the authoritative service for a domain, and—when DNSSEC validation is involved—the validation chain. A failure at one part can prevent a lookup without stopping unrelated network traffic.

What a DNS failure looks like

An application that cannot get a usable answer for a hostname may show an error such as “Can’t find the server” or fail to connect. That symptom does not, on its own, prove that the device has lost Internet access. Other names may still resolve, an earlier cached answer may still work, or the service may be reachable through another configured name or address.

“DNS is down” can therefore describe incidents with very different reach and causes. A fault in one domain’s authoritative service may affect that zone and its subdomains. A failed recursive resolver can affect clients configured to use it, even if the domain’s authoritative servers are functioning. A validation problem can cause a DNSSEC-validating resolver to reject data, while an unreachable route or service address can make a DNS server unavailable despite correct DNS records. RFC 9520 covers DNS resolution failure cases including unreachable or misconfigured servers in a zone’s NS set and failures to establish a DNSSEC trust chain. Read RFC 9520.

Failure point What may fail Why the scope varies
Authoritative servers or zone configuration Fresh answers for names served by the affected zone It may affect a single domain or a zone and its subdomains. If no server is available for a zone, services relying on DNS to locate names in that zone cannot complete that lookup, as ICANN’s Security and Stability Advisory Committee explains in its DNS infrastructure recommendation.
Recursive resolver Lookups from clients using that resolver Clients using another working resolver may not share the failure. In its postmortem, Cloudflare attributed a 62-minute outage of its 1.1.1.1 public resolver on July 14, 2025, to an internal configuration error in IP-advertisement infrastructure—not an attack or BGP hijack. Cloudflare’s incident report.
DNSSEC validation Answers a validating resolver cannot validate Other resolvers or unsigned data may behave differently, depending on the failure and configuration. A broken trust chain can make a name fail to resolve rather than simply weakening its protection.
Network reachability or DNS service addressing Queries to a DNS server whose address cannot be reached DNS depends on the network paths used to reach its servers. Cloudflare’s 2025 postmortem is one documented case of service unavailability caused by IP-advertisement configuration; it does not establish that routing faults are the usual cause of DNS outages.

A second Cloudflare incident shows how failures can involve data handling and validation together. In its postmortem of October 4, 2023, the company reported that it failed to process new root-zone data; signatures in its stale copy later expired, increasing SERVFAIL responses. Cloudflare said responses returned to normal after it stopped preloading that stale root-zone file. This was an operational data-pipeline incident, not evidence that root servers themselves had failed. Read Cloudflare’s October 2023 postmortem.

How caching can hide or prolong an outage

Recursive resolvers cache DNS answers according to their time-to-live (TTL) values. A cached positive answer can keep working for a while even if the authoritative server later becomes unreachable. That can soften an outage, but the benefit depends on whether the resolver has a usable answer and whether it has expired.

RFC 8767 specifies a way for resolvers to serve stale data when an authoritative server cannot be reached to refresh an answer. This is a resilience measure that trades freshness for continued availability; it is not a guarantee that every application will work or every old answer will remain safe to use. RFC 8767 describes the mechanism.

Caching can also delay recovery from a correction. A resolver may retain a negative response—such as a name-error or no-data answer—after an operator fixes the record. Cloudflare’s troubleshooting documentation says the negative-cache duration is determined by the zone’s SOA MINIMUM field under RFC 2308. There is no single propagation time that applies to every record and resolver; the result depends on cached data, TTLs, negative caching, and resolver behavior. Cloudflare’s DNS troubleshooting guide also documents “Can’t find the server” as a troubleshooting phrase.

DNS security is not the same as DNS availability

Traditional DNS responses are not inherently authenticated. DNSSEC adds signatures and a chain of trust that allow validating resolvers to check the authenticity and completeness of DNS data. It helps reduce risks such as spoofed or altered answers, but does not keep a server powered, restore a failed route, or guarantee that a resolver is available. ICANN explains DNSSEC’s role and limits.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

DNSSEC must be configured across the relevant parts of the hierarchy, and operators need to maintain signing and trust-anchor material. A validating resolver can reject data if it cannot establish the expected chain; stale or incorrect validation material can therefore become an availability problem. ICANN’s DNSSEC validation guidance discusses operational readiness.

How to narrow down a DNS-looking problem

Before changing settings, identify whether the symptom follows a particular name, resolver, network, or validation path. A failure in one layer can resemble a failure in another.

  1. Compare the names affected. If one domain fails while unrelated domains work, investigate that domain’s records and authoritative service. If many unrelated names fail, consider the device’s configured recursive resolver or its network path.
  2. Compare the clients and networks affected. If only devices using one configured resolver fail, that resolver is a more relevant suspect than the entire DNS hierarchy. If the same name fails across different networks, the domain’s authoritative data or a shared validation issue may be involved.
  3. Check whether an answer is cached. A working cached answer can mask an authoritative outage; a negative cached answer can outlast a record correction. A difference between clients can reflect different cache states rather than different versions of the website.
  4. Separate lookup from reachability. If a name resolves but the service still cannot be reached, DNS may not be the failing step. The route, destination service, or other network configuration can fail independently.
  5. For DNSSEC-signed data, consider validation. A validating resolver can reject data when the chain of trust is broken, so an apparent name-resolution failure may require checking signing and trust-anchor configuration rather than changing the record alone.

This is a diagnostic framework, not a prescribed test sequence: the likely cause depends on which clients, names, and paths fail. The categories align with RFC 9520’s failure cases and the documented Cloudflare resolver incident.

What makes DNS more resilient

Independent authoritative servers

ICANN’s SSAC recommends multiple independent servers for zones delegated to multiple parties, and says zones with high query volume or high-availability goals should also operate two or more independent servers. Independence matters: duplicate endpoints that share the same underlying failure can still go down together. See the SSAC recommendation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Caching and operational diversity

Caching reduces repeated queries to upstream DNS infrastructure; ICANN’s root-server principles emphasize reliability, resilience, and operational diversity in the root service. Neither measure makes every dependency immune to failure. ICANN’s root-server principles.

Deliberate stale-answer and DNSSEC operations

Serving stale data can help preserve access when authoritative refreshes fail, but operators should weigh availability against freshness rather than treating it as a universal fix. DNSSEC operators also need processes for maintaining signing and trust-anchor material. ICANN announced on August 11, 2026, that the new root key-signing key, KSK-2024, was scheduled to become active on October 11, 2026, and advised resolver operators, DNS software vendors, and operators with manual trust anchors to verify readiness. That announcement describes a scheduled future event as of its publication date; check ICANN’s current status for any later update. ICANN’s announcement.

Why one DNS incident does not mean the whole Internet is down

DNS is critical shared infrastructure, but failures have boundaries. A single record, an authoritative zone, a resolver’s customers, or a network path can be affected while other names and services continue to work. In incident terms, it helps to distinguish the failure layer, scope, cache state, failure mode, and the action that restores service: repair zone authority or configuration, restore resolver reachability, correct validation material, or use cached data while the underlying fault is fixed.

The available incident examples show how different those failures can be: Cloudflare reported 62 minutes of customer downtime during its July 2025 1.1.1.1 resolver outage, while its October 2023 incident involved stale root-zone data and expired signatures. Those are case-specific reports, not a measure of how often DNS outages happen or their total economic impact.
