An automated fulfilment outage can interrupt only one part of a warehouse—or several connected operations at once. Orders may stop releasing, inventory records may become unavailable, or equipment may need to be safely halted. The response depends on which systems failed and what they depend on. A restart alone does not complete recovery: teams also need to validate the restored service and reconcile work performed during the outage.
What “system down” can mean in a fulfilment operation
A fulfilment operation may rely on business applications and data services, a warehouse management or execution system, networks and RF devices, and operational technology such as equipment controls. A fault in one layer does not necessarily disable every other function. For example, a network or WMS outage, a control-system fault, a power loss, and a cyber incident can have different scopes and require different responses.

Recovery planning starts by mapping the components, failure points, and dependencies. Some dependencies are hard: a process cannot run without them. Others may have temporary substitutes. AWS recommends identifying these relationships before selecting a recovery approach; a workaround that relies on a component already degraded by the incident may fail too.
- Order and inventory services: order release, inventory visibility, and status updates may be affected.
- Warehouse execution and devices: receiving, picking, packing, or shipping may be interrupted if staff cannot access instructions or record results.
- Controls and connected equipment: automation may need to stop or be recovered separately from business applications.
How to set recovery targets
Recovery objectives should reflect business impact, not a generic warehouse benchmark. A business impact analysis identifies the processes that matter most, the people and equipment needed to resume them, their dependencies, and the consequences of downtime or data loss. CMS contingency-planning guidance describes this analysis as a basis for prioritizing processes and resources and informing contingency and disaster recovery plans; it is government planning guidance, not a warehouse-specific requirement.

- Recovery Time Objective (RTO): the maximum acceptable delay between an interruption and service restoration.
- Recovery Point Objective (RPO): the maximum acceptable data-loss interval, measured from the last recoverable point.
Business stakeholders set acceptable RTO and RPO values; technical teams then select and test recovery methods against them. There is no universal fulfilment-system RTO or RPO in the cited guidance. AWS’s example of a factory line waiting until the next shift after a four-hour outage illustrates how impacts can grow over time; it is not a warehouse target or a measured industry statistic.
Choose among recovery approaches
No recovery method is best for every site. Compare options against the processes that need to resume, the dependencies involved, data currency, safety, and the evidence that the method works.

| Approach | What to assess |
|---|---|
| Automated failover or recovery | Whether dependencies are covered; achievable RTO and RPO; validation and monitoring; and whether operators can halt recovery if it behaves dangerously. |
| Restore from backup | Backup currency and coverage of data and configuration; restore time; integrity checks; and results from recovery exercises. |
| Alternate processing or manual fallback | Safe scope, throughput, staffing, traceability, error risk, and the work required to reconcile transactions afterward. |
| Alternate site or equipment | Readiness, dependency reachability, data currency, and time to resume prioritized processes. |
AWS recommends recovery processes that are tested, observable, and reproducible, with clear roles and initiation conditions, a fallback for failures automation cannot handle, and a way to stop a dangerous automated recovery. NIST’s OT Backup Quick Start Guide (SP 1339), published June 17, 2026, recommends regular operational-technology backups, testing them, integrating them with change management, and reviewing them during recovery exercises. Backups do not by themselves prove that the full application, configuration, interfaces, and operating process can be restored within business targets.

Paper-based work can keep selected tasks moving during a WMS, RF network, or connected-system outage, but it is not an automatic substitute for normal operations. Use it only when staff can reliably verify product identity, quantity, destination, and any required status or traceability information. Narrow or stop the workaround if those checks cannot be made confidently.

Before an incident, define which workflows may continue, who can authorize the fallback, and the conditions that require a safe stop or escalation. For every manual transaction, capture the information needed to restore an accurate record, including:
- Item and location, quantity, and destination where applicable.
- Lot or serial number and hold status when relevant to the product or process.
- Timestamp, operator, exceptions, and approval evidence when required.
Assign an incident owner and a log custodian, use process-specific forms, and record transactions as they happen. A generic logbook may omit fields the site needs, so design forms around the actual operation. For controlled goods or traceability-sensitive work, verify applicable safety and regulatory duties separately; a vendor playbook is not a compliance determination.

A recovery sequence from incident to normal operation
- Confirm and scope the event. Identify affected components and dependencies, check immediate safety concerns, and notify the named incident roles.
- Decide what can continue. Stop, partially operate, or activate an approved fallback according to the documented authority and verification conditions. Do not force manual work where identity, quantity, destination, or required status cannot be checked.
- Protect records and backups. Preserve a timestamped trail of work outside the normal system. For operational technology, maintain tested backups and review them in exercises.
- Repair, fail over, or restore. Follow the incident-specific playbook, monitor the recovery, and halt automation if it creates a dangerous condition or further damage.
- Validate the restored service. Check that the relevant systems and processes have returned to a safe, functioning steady state and that data integrity checks pass.
- Reconcile manual work. Enter and verify each transaction; resolve discrepancies so physical inventory, orders, and shipment status agree with system records before closing the incident or returning to full throughput.
- Review and improve. Record lessons and update dependencies, recovery steps, tests, and staff training.
This is a planning framework, not a site-tested operating procedure. Local safety rules, equipment manuals, vendor-specific recovery instructions, and approved incident procedures govern actual actions. Keep decision authority, notification routes, recovery dependencies, validation criteria, abort or rollback conditions, and the return-to-primary procedure documented—and accessible through a means that remains available if the primary site or control plane is not.
Why restart is not the same as recovery
A service can be running while the operation is still out of sync. Work may have moved products, changed order status, or created exceptions that were never recorded in the restored system. Recovery is complete only after relevant functions are validated and manual transactions have been reconciled against physical movements and records. Recovery exercises should test the whole path, not just whether a server or controller can be restored.
What a real incident illustrates—and what it does not
In a May 11, 2026 update filed with the SEC, West Pharmaceutical Services said it proactively isolated affected on-premises infrastructure during a cyber response, temporarily disrupting global operations. The company reported that core enterprise systems were restored and critical shipping, receiving, and manufacturing had restarted at some sites, while restoration at other sites remained in progress and a full-restoration timeline had not been finalized. The example shows that recovery can be staged by site and process; it does not establish typical downtime or an automated warehouse failure rate.
The cited sources provide no general statistic for automated fulfilment outage frequency, duration, cost, or recovery outcomes. A site’s impact depends on its architecture, dependencies, operating requirements, and recovery preparation.
