What happens when a co-located solar-and-battery project has a grid connection delay?

A delayed connection can defer firm export, but flexible access or an approved export limit may enable earlier operation. Here is how the choices affect controls, revenues and contracts.

In Great Britain, a delayed connection usually postpones the date a co-located solar-and-battery project can import or export at its requested capacity. The project may be able to connect earlier through a non-firm or flexible offer, or an agreed export-limitation scheme, but those routes bring operating restrictions and extra technical conditions. The connection offer, network studies and the project’s contracts determine the actual result.

What a grid connection delay actually delays

This article uses Great Britain (England, Scotland and Wales) as its jurisdiction. Connection rules differ elsewhere, and even within Great Britain the process differs between distribution-network and transmission-level connections.

A connection date is permission to use specified network capacity under specified technical and commercial terms. It is not simply an administrative milestone. A project can be physically built, or continue construction, while waiting for permission to energise, import, export or reach its contracted capacity. Whether construction can continue depends on planning permissions, land rights, finance, equipment contracts and the project’s own agreements; the connection evidence does not establish a universal requirement to stop building.

The requested date can move when the network is congested, when studies identify impacts on voltage, fault levels, thermal limits or system stability, or when reinforcement must be completed. A distribution connection may also depend on transmission works outside the customer’s control. Until the relevant works and approvals are complete, the project may not receive the firm import or export capability in its original offer.

Why projects are waiting longer in Great Britain

Queue volume and stalled schemes

The 2023 government Connections action plan attributed delays partly to the number of projects holding agreements, including speculative or stalled schemes that retained queue positions. It also identified the way existing, offered and proposed connections are assessed, and the reinforcement required before the network can accommodate them. Applications rose from below 20 GW in 2019/20 to more than 160 GW in 2022/23, a historical measure of application growth rather than a current forecast for any individual project.

Network-impact studies

Before a network company can confirm capacity, it models the project’s electrical behaviour alongside other accepted and proposed connections. A co-located plant is assessed as a system, not merely as a solar farm with a battery attached. The study can require revised protection, control, metering or operating limits, and can identify reinforcement that was not visible at the initial application stage.

Reinforcement and transmission dependencies

New substations, circuits, transformers or protection upgrades can have planning, procurement and construction lead times. A distribution project can therefore have a long date even when the immediate point of connection is ready, if an upstream transmission project must be delivered first.

What changed in the 2026 reform update

In an open letter dated 16 April 2026, the Department for Energy Security and Net Zero and Ofgem said that 221 GW of projects had been moved out of the main queue because they were not needed for 2035 or were no longer progressing. The same letter reported delivery delays caused by historic connection-agreement data errors and the need to redo network studies and planning. It also noted a high volume of battery projects progressing relative to the capacity ranges in the Clean Power 2030 Action Plan. Those figures describe national queue reform; they do not predict when a particular solar-and-battery project will connect.

The letter called connections reform “a critical enabler for our clean power by 2030 ambition which is expected to bring forward £200 billion of investment in network and project build by 2030.” That is a policy statement, not a guarantee of funding, compensation or an earlier date for an individual project.

What the delay can mean for the project

Firm export or import may be deferred

The original design may assume that the solar array can export its planned output and that the battery can import or export at its agreed power. A delay can postpone that firm capability until reinforcement or another queue dependency is complete. The project may instead receive a revised offer with a lower capacity, a later date or operational constraints.

Revenue may start later or become variable

Solar offtake, balancing, ancillary-service, capacity or trading strategies often depend on the connection terms. If the plant cannot export at the expected level, contracted deliveries and forecast revenues may be delayed or reduced. The cited policy documents do not establish a standard financial outcome: the result depends on the offtake agreement, financing model, equipment contracts and any delay-relief or compensation clauses.

Commissioning can become staged

Developers may commission equipment in stages if the connection offer allows it. Energising a battery, testing controls or operating below the final export limit are not automatic rights. The network company must accept the protection, metering, telemetry and operating arrangement for the stage being proposed.

Construction permission is a separate question

A delayed energisation date does not by itself answer whether civil works, module installation or battery delivery may continue. Check planning conditions, land agreements, finance covenants, EPC milestones, warranties and insurance separately. Do not treat a connection delay as either a mandatory construction stop or permission to proceed without checking those documents.

Can the battery connect before the solar farm?

Possibly, but only if the connection offer and network assessment permit a separate or staged energisation arrangement. A battery does not bypass the connection process. Its import and export behaviour must be modelled, protected, metered and controlled under an approved scheme.

Co-location can change the network model. The 2025 Solar roadmap: United Kingdom powered by solar describes an assessment approach in which a battery is treated as reducing output during periods of peak solar generation and contributing output at peak demand. That is an assessment assumption intended to reflect potential system behaviour; it is not a promise of spare capacity or a connection date.

Welsh Government technical guidance states that generation and storage capacities at the same connection point are considered cumulatively for connection assessment. The note concerns on-site generation in Wales and cannot replace the project’s own network study, but it illustrates why a single point of connection does not automatically carry the combined nameplate capacity of the solar array and battery.

Ask the network company in writing whether the battery may be energised first, what import and export limits would apply, which metering boundary governs each asset, and whether solar commissioning would trigger a new study or protection approval. A commercial plan that assumes independent battery operation without those answers is speculative.

Three connection routes when firm capacity is delayed

Wait for reinforcement and retain firm access

Waiting can preserve the intended access level once the required works are complete. The disadvantages are the uncertain delivery date, carrying costs and the possibility that the offer changes as other projects or network conditions change. Confirm the reinforcement scope, dependencies, milestones, long-stop date and consequences of slippage in the connection offer.

Accept non-firm or flexible access

Non-firm or flexible access can allow an eligible battery or distributed-generation project to connect sooner. In exchange, the network company can restrict import, export or both when specified network conditions occur. The restriction may be event-driven rather than continuous, so the project needs a clear definition of trigger conditions, notice, control signals, maximum duration and settlement treatment.

Earlier energisation is useful only if the remaining operation supports the project’s contracts and financing. Model production and battery dispatch under the actual constraint rules, not under an unconstrained nameplate assumption.

Use an export-limitation scheme

An export-limitation scheme holds the site’s net export below an agreed ceiling. It may reduce the reinforcement required for the requested connection and therefore support an earlier date, if the relevant distribution network operator (DNO) accepts the design. The limit applies to the combined site behaviour at the connection point, so solar output and battery discharge must be coordinated.

National Grid Electricity Distribution’s Customer Export Limitation Schemes guidance requires a compliant, fail-safe arrangement. The commissioned setting is not a customer-adjustable control: changing it requires the DNO’s written agreement and whatever testing or witnessing the scheme specifies.

Route Potential benefit Operating consequence Key approval issue
Wait for firm capacity Preserves the intended access level after network works are complete Connection and revenue start may be delayed by reinforcement Reinforcement scope, milestones and offer conditions
Non-firm or flexible access May enable earlier connection where the network offers it Import or export can be restricted during defined network conditions Eligibility, constraint rules, controls and settlement treatment
Export-limitation scheme May permit connection with a lower agreed net-export ceiling Site export must remain below the limit; fail-safe controls are required DNO written approval, protection, metering, testing and settings governance

How an export limit works in practice

Define the controlled boundary

The offer should identify the point at which net export is measured, the permitted limit and how import is treated. For a co-located site, the control logic must account for solar generation, battery charging and battery discharge so that the measured flow remains within the agreed value.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Install independent protection and controls

The scheme normally needs measurement, a controller, communications and a fail-safe response that prevents an exceedance when equipment, communications or power supplies fail. Exact architecture is project-specific and must meet the network company’s technical standard.

Commission and lock the setting

Testing and witnessing demonstrate that the scheme responds correctly. After commissioning, the customer cannot simply raise the limit to recover lost output. National Grid Electricity Distribution requires written DNO agreement before changing commissioned scheme settings; other network companies may have their own equivalent process.

How to decide between the routes

Use the following sequence with the connection manager, technical adviser, lender and commercial counterparties.

  1. Read the current offer. Record the accepted capacity, connection date, point of connection, reinforcement dependencies, milestones, termination rights and any expiry date.
  2. Separate transmission and distribution responsibilities. Identify which company owns each required work and whether an upstream transmission project controls the date.
  3. Obtain the constraint definition. For a flexible or non-firm route, request the trigger condition, expected frequency, maximum duration, notice method, control signal, restoration process and any compensation or settlement rule actually offered.
  4. Re-model the co-located plant. Test solar output, battery charging and discharge together at the connection point. Include the cumulative-capacity treatment required by the applicable network assessment.
  5. Price the engineering package. Include protection changes, export-control hardware, metering, telemetry, communications, cybersecurity, testing, witnessing and maintenance. Do not assume that an export limit eliminates all reinforcement or compliance work.
  6. Run the commercial downside case. Calculate revenue with curtailment, delayed energisation, lower export, battery charging restrictions and staged commissioning. Use the actual offtake and financing assumptions.
  7. Check contract alignment. Review the connection, EPC, equipment supply, offtake, financing, insurance and grid-services agreements for long-stop dates, liquidated damages, force-majeure wording, change-in-law provisions and delay relief. No universal compensation right follows from a delayed connection.
  8. Get written acceptance. Treat a flexible arrangement, staged battery energisation or export-limitation scheme as real only when the network company has issued the applicable offer, agreement or approval.

Common failure points and how to avoid them

Assuming “co-located” means “extra capacity is free”

Storage can shift when a site imports or exports, but the network still assesses the electrical behaviour and may count generation and storage cumulatively. Obtain the project-specific study rather than adding the nameplate ratings together or assuming they cancel each other.

Using a flexible offer without modelling curtailment

A headline earlier date can conceal frequent or lengthy restrictions. Ask for historical or forecast constraint information where the network company provides it, then test the dispatch strategy against the contractual trigger and settlement rules.

Changing an export setting informally

Raising a limiter after commissioning can breach the connection agreement and create a protection risk. Route every proposed change through the DNO’s written-approval process and repeat any required tests.

Confusing equipment delivery with permission to energise

Having inverters, transformers or batteries on site does not confer a right to connect. Energisation remains subject to the offer, protection settings, metering, commissioning and network authorisation.

Relying on an old support-scheme interpretation

Ofgem’s version 6.2 guidance covers co-located storage and hydrogen production in specified schemes, including the Renewables Obligation (RO), Feed-in Tariff (FIT), Renewable Energy Guarantees of Origin (REGO) and Smart Export Guarantee (SEG). It should not be generalized to every project. Co-location can affect metering boundaries, evidence and eligibility, so check the current rules for the scheme and configuration involved.

What to put in the project record

  • The latest connection offer and every accepted variation.
  • A single-line diagram showing solar, battery, meters, protection and the connection boundary.
  • The network study assumptions for simultaneous generation, charging and discharge.
  • Constraint definitions, communications specifications and fail-safe behaviour.
  • Reinforcement responsibilities, dependencies and milestone evidence.
  • Written approvals for staged energisation or export-limitation settings.
  • Financial models showing firm, flexible and delayed-connection cases.
  • Contract notices, lender consents and offtake amendments triggered by the revised date.

Keeping these items together prevents a commercial model, engineering design and connection agreement from drifting apart during a long queue period.

Bottom line for a delayed co-located project

A grid delay usually means the original firm import or export date is no longer available on the original terms. The practical choices are to wait for reinforcement, accept a constrained or non-firm connection, or negotiate an export-limitation arrangement. A battery may improve the network assessment, but it does not remove the connection requirement and cannot be assumed to connect before the solar array.

Choose only after comparing the credible date, operating limits, control and protection work, reinforcement scope, constrained revenues and contract consequences. Confirm the final arrangement with the relevant DNO or transmission connection authority and qualified legal, technical and financial advisers.
