What Happens When a Bitcoin Startup Loses Its Only Card Issuer?

A bitcoin startup may pause or discontinue its card program after losing its issuer, while separate bitcoin services may continue. The outcome depends on contracts, providers, customer terms, and whether a replacement is available.

If a bitcoin startup loses its only card issuer, its card program may be interrupted or discontinued while the company looks for a replacement. The startup may face delayed issuance and servicing, higher transition costs, and added compliance work. That does not automatically mean its bitcoin wallet, custody, or other services will stop: those may depend on different providers and agreements. What actually happens depends on the card terms, issuer contract, program design, jurisdiction, and whether a replacement is available.

Why a card issuer can matter more than the startup’s logo

A branded fintech card is not necessarily issued by the fintech company. Several organizations can sit behind one card, and their responsibilities are not interchangeable:

  • Issuer bank: The financial institution identified as issuing the card. For a credit card, it may also originate the account and make underwriting decisions.
  • Card network: A network such as Visa or Mastercard routes payment transactions. It is distinct from the bank that issues a particular card.
  • Processor and program manager: These providers may support transaction processing, program controls, technology, and servicing. Their exact duties depend on the program and contracts.
  • Wallet, custody, and conversion providers: These may handle bitcoin balances, custody, or conversion separately from the card issuer.

For example, Fold Holdings’ 2025 Form 10-K identifies Sutton Bank as issuer of its prepaid card and Celtic Bank as issuer of its credit card. The filing describes Fold’s role and other service providers separately. Mastercard’s 2021 ecosystem announcement likewise describes programs involving banks, crypto-wallet providers, issuer-processors, and program-management firms. Visa’s April 2022 explainer says crypto-linked cards are issued by licensed partners, potentially through an issuer-processor or BIN sponsor, and that arrangements vary by program. Fold’s 2025 Form 10-K, Mastercard’s 2021 announcement, and Visa’s explainer describe these examples; they do not establish the unnamed startup’s own arrangement.

What may stop or change when the issuer exits

The clearest documented consequence is that the card program may need another bank to continue. Fold says in its 2025 Form 10-K that ending its relationship with Sutton Bank would require it to find another bank for the prepaid-card product, and that issuance or servicing could be disrupted or delayed during a transition, with increased costs and compliance burdens. Its filing also illustrates how a credit-card program can depend on several parties, including Celtic Bank, Visa, Stripe, a lender, and other vendors.

Bitkey Bitcoin Hardware Wallet, No Screen - Self-Custody, No Seed Phrase
  • BITCOIN EXCLUSIVE, PHONE VERIFICATION: Bitkey is designed from the ground up exclusively for bitcoin — a dedicated hardware wallet for secure bitcoin storage. Approve transactions with a tap using your phone and NFC. No device screen is required.
  • SELF-CUSTODY, NO EXCHANGE OR CUSTODIAN REQUIRED: You hold two of the three keys in the Bitkey system – one on your phone and one on your Bitkey device. The third is stored on Bitkey’s server and cannot move your bitcoin on its own.
  • NO SEED PHRASE: Set up and use Bitkey without creating or storing a seed phrase.
  • 2-of-3 MULTISIG: Three keys are stored separately across your phone, Bitkey device, and Bitkey’s server. Any two keys are required to move your bitcoin.
  • BUILT-IN RECOVERY: Encrypted backup and recovery tools can help you regain access if you lose your phone or Bitkey device. You can also designate a Recovery Contact.

For another startup, the exact customer impact is not knowable without its notices, cardholder agreement, and applicable law. Depending on the program, possible changes could include a pause on new or replacement cards, a date after which existing cards no longer work, changes to disputes or rewards, new identity checks or terms, or a move to a different account. These are possibilities, not automatic consequences of an issuer change. If no replacement is available, the company may discontinue the card offering.

Does the bitcoin wallet or customer balance disappear too?

Not necessarily. A card outage alone does not establish whether customers can still access bitcoin, convert it, withdraw it, or contact support. Those functions may be provided under separate contracts by the startup, a custodian, an exchange, or another service provider.

Customers should distinguish the card balance from any bitcoin balance and check the company’s own terms and notices for:

  • Which entity holds or safeguards each type of balance.
  • Whether card funds and bitcoin can be withdrawn if card transactions stop.
  • How refunds, pending transactions, charge disputes, and rewards will be handled.
  • Whether a transition requires a new account, identity verification, or acceptance of revised terms.
  • The effective date of any card shutdown and the support channel for unresolved transactions.

How a startup can respond

A replacement is an operational migration, not simply a new logo on the card. The company must find an issuer suited to its product, customers, geography, asset flows, and risk profile, and determine whether the existing processor and program-management arrangements can continue.

Possible path What it entails What is not guaranteed
Replace the issuer Contract with another bank or licensed issuer and migrate the program. Fold’s filing identifies this as necessary to continue its prepaid card if its Sutton Bank relationship ends. Availability, timing, customer eligibility, and uninterrupted service.
Change network access or sponsorship Explore a different membership or sponsorship structure. Mastercard’s 2020 Wirex announcement described direct principal membership as one path; Visa’s explainer describes licensed-partner issuance, potentially through an issuer-processor or BIN sponsor. Eligibility or current availability for a particular startup; these must be confirmed with the relevant providers.
Keep or replace the processor and program manager Determine whether the existing technical and servicing stack can migrate to a new issuer or whether more counterparties must change. Continuity of technology, servicing, or contracts; responsibilities depend on the actual agreements.
Redesign the payment or settlement model Consider a different structure, such as stablecoin-linked cards or settlement, where appropriate and available. A ready issuer or solution for this startup. Visa’s announced initiatives are ecosystem developments, not proof that a replacement is available to any particular company.

Any path also has to fit the relevant jurisdiction, customer-fund arrangements, licensing, network rules, and notice requirements. U.S. examples should not be treated as global rules.

What the recent regulatory and market updates do—and do not—mean

On April 24, 2025, the Federal Reserve Board announced it had withdrawn its 2022 letter on advance notification of bank crypto-asset activities, rescinded a 2023 supervisory nonobjection process for certain dollar-token activities, and joined other federal banking agencies in withdrawing two 2023 statements. The Board said it would monitor banks’ crypto-asset activities through the normal supervisory process. This is a specific update about Federal Reserve-supervised banks and specified guidance; it does not require a bank to serve a crypto company or erase other legal, network, or bank requirements. On March 3, 2026, Visa said Bridge-enabled stablecoin-linked cards were live in 18 countries and that expansion to more than 100 countries was planned by the end of 2026. Visa also described a settlement pilot evaluating settlement options for issuers and program managers, operational efficiency, and stablecoin infrastructure. The country count is Visa’s dated statement, and the larger figure is a plan—not a guarantee of availability for a particular startup. Visa announcement, March 3, 2026.

What to verify before assuming a card program is ending

  • Identify the product and parties: Is it prepaid/debit or credit, who is the named issuer, and which network, processor, and program manager are involved?
  • Look for a named replacement: Has the company identified an issuer and an effective date for new or migrated cards?
  • Read the customer notice and terms: Check dates, card use, refunds, disputes, rewards, account changes, and any required action.
  • Check funds access separately: Confirm where card funds and bitcoin are held and how each can be accessed or withdrawn.
  • Check geography and regulator: Card rules and transition requirements depend on the product and jurisdiction; do not assume a U.S. notice explains every customer’s position.

Without those company-specific facts, the Fold example shows the kind of disruption and migration burden an issuer loss can create, but it cannot predict the outcome for a different bitcoin startup.
