The change applies to international series beginning on or after 1 October 2026; a series already underway keeps its previous regulations.
How the penalty works
- First offence: the batter receives a warning.
- Second offence: the batter receives a final warning.
- Third and subsequent offences: five penalty runs are awarded to the fielding side for each offence.
The runs go to the fielding side; the ICC announcement does not describe them as a deduction from the batting side’s score. The ICC also says Code of Conduct provisions may be invoked for repeated offences, but does not specify an automatic charge or suspension.

When does the revised rule apply?
The ICC announced the revised playing conditions on 1 October 2026. They apply to international series starting on that date or later. A series already in progress continues under its previous regulations. The change should not be assumed to apply to every domestic or club competition; check that competition’s own playing conditions.
How much time does a batter have?
The ICC announcement says the batter must be ready to face the ball “within the prescribed time,” but does not state the length of that interval. The earlier ICC playing-conditions document available at the ICC announcement is not evidence of the revised threshold. Do not rely on older time limits to infer the current prescribed interval.

Why older explanations may differ
Earlier wording in the ICC’s playing conditions and the MCC’s Law 41.10 described a first-and-final warning, followed by five penalty runs for further batter time-wasting. That is why older explanations may show a different warning sequence. For the revised procedure and its effective date, see the ICC’s 1 October 2026 announcement. For an ongoing series or a non-international competition, use its applicable playing conditions rather than assuming either version applies.
