However, records may already have expired under a rolling retention period, and Flock may retain some information when required by law or policy. The signed agreement and Order Form determine the specific rules for a customer.
What the standard contract says happens to data
Flock’s current standard U.S. Terms & Conditions say that, as between Flock and the customer, all right, title, and interest in Customer Data belong to and are retained by the customer. Ownership does not by itself mean that records remain available indefinitely or that they will be exported automatically when service ends.

The terms say Customer Data is available through the Web Interface during the applicable Retention Period. That period is tied to the applicable Order Form; the standard terms do not promise an alternative export method after access through the interface ends. In practice, this makes two questions important: what records are covered by the particular customer’s retention period, and whether staff have downloaded needed copies before that period or service access ends.

For termination, the standard terms state: “Upon termination of this Agreement, at Customer’s request, all Confidential Information will be deleted within 90 days.” The deletion promise is therefore request-triggered, not an automatic guarantee that all information is removed as soon as a contract ends. The 90 days is the stated period for deletion of Confidential Information after termination on request; it is not a promise that every record will stay accessible for 90 days, nor a replacement for the rolling retention schedule that may apply to particular data.

The same clause allows Flock to retain information it is obligated to keep under an applicable legal obligation or policy. The terms give inter-agency audit-log integrity and metadata used for evidentiary authentication as examples. Flock says it will maintain confidentiality for as long as it retains such information. The published clause does not establish that every customer record will be retained, or specify one universal retention duration for these exceptions. A customer seeking a precise account of what remains should ask Flock to identify the information, the applicable legal or policy basis, and the expected retention period.
Why contract termination is not the same as the end of retention
Some camera-related data can expire on a rolling schedule while a contract is still active. Flock’s Evidence Policy states that its standard license-plate-recognition (LPR) retention period is seven calendar days from capture, unless an individual customer agreement specifies otherwise. Flock says LPR data is permanently deleted and irretrievable after the applicable period expires. The policy’s stated standard is seven calendar days from capture, not seven days from cancellation.
The seven-day standard is a Flock-published policy figure for LPR data, not a universal retention promise for every product, record type, or customer. The Terms & Conditions refer to the applicable Order Form, and the Evidence Policy recognizes agreement-specific periods. Accordingly, check the signed Order Form and relevant product terms before treating seven days as the applicable window. For an agency seeking longer LPR retention, Flock says jurisdiction-specific rules and approval requirements may apply; confirm the current policy and local requirements for that agency.

A termination request cannot restore records that have already been deleted under an expired retention schedule. This is why “Will Flock delete the data when a contract ends?” and “How long does Flock keep LPR data?” are related but different questions. The first concerns the termination clause and a customer’s written request; the second concerns the schedule running from capture. Contract end does not necessarily pause that schedule or give the customer a new period to retrieve older records.
Flock’s Privacy Policy says footage is accessible during the subscription and the applicable retention period, and advises customers to download footage before that period ends if they need access afterward. Accordingly, waiting until cancellation is complete to preserve evidence may be too late even if the termination clause allows up to 90 days for requested deletion. If an organization needs a particular image, video, or record for an investigation, legal hold, public-records matter, or its own records schedule, it should establish that need and preserve the material while it is still accessible.
What may remain after a deletion request
The standard terms’ retention exception covers information Flock must retain under an applicable legal obligation or policy. They specifically mention inter-agency audit-log integrity and evidentiary-authentication metadata as examples. The terms say confidentiality continues while such information is retained. The public language does not say that the exception covers all underlying footage or all Customer Data, and it does not provide one general period for every retained item. The customer should not treat the exception as proof that all records will remain, or assume a request removes information that Flock is obligated to preserve.

Flock’s Privacy Policy also describes a limited use of less than one percent of images, stripped of metadata and identifying information, for internal machine-learning product improvement. This is a company-published figure, not an independent measurement. The published policy materials do not clearly establish whether every such separately described derivative is removed on a particular customer’s termination or deletion request. Do not assume that the standard deletion clause resolves the treatment of every de-identified derivative; ask Flock for a written explanation of what applies to the account.
How to prepare before service access ends
- Collect the executed contract documents. Review the signed Terms & Conditions, every Order Form, applicable state- and product-specific terms, signed Special Terms, and amendments. Flock defines the agreement to include these materials and provides an order of precedence for conflicts: signed Special Terms rank above the standard Terms & Conditions, which rank above an Order Form excluding Special Terms. The signed documents govern the customer’s specific arrangement. Do not rely on a general policy page to override a negotiated term.
- Confirm retention by product and data type. Check the Order Form and product-specific terms rather than assuming the seven-calendar-day LPR standard applies to all records. Establish which retention period applies to the product and records the organization actually uses. Identify any legal hold, investigation, public-records obligation, or agency records schedule that affects how long the organization must preserve information. Those obligations are customer- and jurisdiction-specific, so the public standard terms alone cannot determine them.
- Download records that must be preserved while access remains available. Use the Web Interface during the applicable Retention Period to obtain needed evidence, images, video, audit records, and other records. The Privacy Policy advises downloading footage before the retention period ends, and the Terms & Conditions identify the Web Interface as the route for access during that period. Keep the downloads in a location and format the organization is authorized to retain; the cited standard terms do not promise an export route after interface access ends. Do not assume ownership alone means Flock will provide an export after the account is closed.
- Send a written deletion request. The standard terms make deletion within 90 days contingent on a customer request. Send it through a channel that creates a record, identify the agreement and account, and ask Flock to confirm receipt and the expected deletion date. Ask which data—if any—it will retain under a legal or policy exception, including the reason and expected retention basis. The published language makes the customer’s request material, so retain a copy of the request and any response.
- Coordinate shutdown and equipment removal. Confirm service-access timing, transition arrangements, removal logistics, and any applicable fee terms with Flock and the customer’s contract administrator. Keep a written record of the agreed dates and responsibilities. Service access, data deletion, and physical equipment removal are separate matters; confirming one does not establish the timing of the others.
What the contract says about camera hardware
Data deletion and equipment removal are separate obligations. Flock’s standard Terms & Conditions state: “Upon termination or expiration of the Agreement or any applicable Order Form, Flock will remove any applicable Flock Hardware within a commercially reasonable time period.” The phrase does not set a fixed number of days. The actual contract and Order Form should be checked for customer-specific transition, removal, and fee terms, and the parties should confirm practical logistics rather than infer a schedule from the standard wording.
Which documents control the answer?
Flock’s public policy pages describe standard practices, but they do not determine every customer’s exact retention window or deletion outcome. The standard Terms & Conditions incorporate Order Forms and other agreement documents, including product- and state-specific terms, security documents, and the Reinstall Fee Schedule. They say signed Special Terms take precedence over standard terms where they conflict, and standard terms rank above an Order Form excluding Special Terms. A customer should therefore use the executed contract set—not a general policy page alone—to establish the applicable retention, deletion, exception, export, and hardware-removal obligations.

That distinction matters particularly for public agencies. The customer’s product configuration, state or local law, records schedule, legal holds, and any negotiated terms may affect what can be deleted and when. Publicly available standard language cannot establish the exact result for a specific agency without those documents and facts. A publicly surfaced contract from Troy, Michigan, is an example of customer-specific language, not a rule that applies to every Flock customer.
For a practical contract review, compare the data type and product; the Order Form’s retention period against the Evidence Policy’s LPR default; whether termination deletion requires a written request; what legal, policy, or evidentiary exceptions apply; how long Web Interface access remains available for export; and what the contract says about hardware removal and transition. Those are the points most likely to change the answer from one customer to another.

Frequently Asked Questions
Does Flock automatically delete data when a contract ends?
Not necessarily. Under Flock’s standard terms, deletion of Confidential Information within 90 days after termination is stated to occur at the customer’s request. The terms also allow retention when Flock is obligated to keep information under an applicable legal obligation or policy.
Best Value
Can a city download Flock camera footage before canceling?
The standard terms say Customer Data is available through the Web Interface during the applicable Retention Period. Flock’s Privacy Policy advises downloading footage before that period ends if continued access is needed. The customer should check its Order Form and preserve required records before access or retention expires.
How long does Flock keep license plate reader data?
Flock’s current Evidence Policy states a standard LPR retention period of seven calendar days from capture, unless an individual customer agreement specifies otherwise. Flock says LPR data is permanently deleted and irretrievable after the applicable period expires, so check the signed agreement for a different period.
Does the 90-day deletion period mean the footage stays available for 90 days?
No. The 90-day language concerns deletion of Confidential Information after termination when the customer requests it. Access to footage is separately tied to the subscription and applicable retention period, which may expire sooner.
Quick wins for a faster PC:

The standard Terms & Conditions say Flock will remove applicable Flock Hardware within a commercially reasonable time after termination or expiration. They do not specify a fixed number of days, so confirm the timeline and logistics under the executed agreement.
Does a deletion request cover de-identified images used for machine learning?
Flock’s Privacy Policy describes use of less than one percent of images, stripped of metadata and identifying information, for internal machine-learning improvement. The published materials do not clearly establish whether every such derivative is removed after an individual customer’s termination. Ask Flock to clarify in writing what applies.
The Bottom Line
Under Flock’s standard U.S. terms, the customer owns Customer Data, but termination does not guarantee that every record remains available or is automatically deleted. Request deletion in writing, preserve needed records before the applicable retention period expires, and verify exceptions and hardware-removal timing against the signed agreement and Order Form. Flock’s seven-day LPR period is a standard, not a universal customer-specific rule.
