It would rank competing requests for electricity consumption and storage when network capacity is scarce, with data centers sorted by requested import capacity and certain flexibility or local-generation commitments. It would not guarantee a connection, replace Fingrid’s existing application and technical processes, or apply the same way to electricity generation.
The Ministry of Economic Affairs and Employment’s consultation runs through 9 October 2026. The government proposes that the amendment take effect on 1 January 2027, but its thresholds and conditions may change before legislation is adopted.

How would Finland’s data center grid connection queue work?
Under the draft amendment to the Electricity Market Act, network operators would offer scarce capacity in priority groups, processing higher groups before lower ones. The proposal covers requests for electricity consumption sites and electricity storage; it does not put electricity generation through this priority procedure. Project progress and the draft’s other priority criteria would also matter to an applicant’s position within a group.

It says the network operators’ duty to connect customers and the underlying right to connect would remain unchanged. In practical terms, a high-priority category is not a capacity reservation: a project still needs a technically feasible connection and an agreement with the relevant network operator.

What power or flexibility commitments would move a data center up the queue?
The draft uses connection import capacity to place data centers in groups. The thresholds below are proposed categories, not current entitlements.
| Proposed group | Data center import capacity | How the draft treats it |
|---|---|---|
| Group 1 | Up to 1 MW | Highest priority group for data centers under the draft. |
| Group 2 | More than 1 MW and up to 10 MW | Second priority group under the draft. |
| Group 3 by default | More than 10 MW | A data center above 10 MW would generally be placed in group 3. |
| Group 2 alternative | More than 10 MW | Could qualify for group 2 if it commits to flexible generation capacity of at least 80% of the data center’s peak demand. |
For a data center above 10 MW, the 80% test is the proposed flexibility condition for moving from group 3 to group 2. It is distinct from the draft’s local-production commitment, which can improve an applicant’s position within its existing group rather than changing its group.
Local production: a separate within-group criterion
The draft proposes that an applicant may improve its position within its priority group by committing to cover at least 50% of its estimated annual electricity consumption with electricity from a generating plant. The plant would need to have been commissioned no more than 36 months before the data center begins operating and be in the same area for transmission-constraint purposes. Meeting this condition would not, by itself, put a data center above 10 MW into group 2.
For either route, developers should establish whether the proposed commitment can be met by the project’s actual design and schedule. The draft describes thresholds and criteria; it does not establish that a particular flexibility or generation arrangement will be accepted for a particular connection request.

Will Finland’s proposed rules delay a data center project?
They could affect how quickly a request is considered when there is not enough capacity for all applicants, but the draft does not give project-specific delivery dates or predict a fixed delay. The result would depend on the applicable group, the proposal’s within-group criteria, the project’s progress, local network conditions and the connection solution available at the site.
The scale of demand helps explain why scarcity matters. Fingrid’s 2025 annual review reported 37 GW of electricity-consumption connection enquiries, more than half of the enquiry capacity related to data center projects, while Finnish system peak consumption was below 16 GW. These are enquiries, not contracted or built load, and should not be read as a forecast of connections that will be delivered.
Constraints are also regional rather than simply national. Fingrid said new industrial consumption connections in Uusimaa, Southwest Finland and Häme would face temporary local restrictions from 2025 to 2027, citing faster-than-expected demand growth and the retirement of regional adjustable generation, including combined heat and power. A national supply figure or an attractive electricity price therefore does not establish that capacity is available at a proposed connection point.

The draft proposes applying the new procedure to earlier requests for consumption sites or storage if they do not already have a binding connection agreement or conditional connection agreement. It proposes that requests outside the top priority group be handled in group-specific batches, with the first such processing required no later than 31 December 2027. That is a proposed processing milestone, not a promise that an individual project will receive capacity by that date.

For a request that already has a binding or conditional connection agreement, this proposed transition provision would not apply on its stated terms. Developers with other existing applications should check the agreement status and follow the legislation’s final wording: the consultation draft may change before commencement.
What developers must do under Fingrid’s current process
The proposed queue is separate from Fingrid’s current connection-agreement application process. Fingrid says its process applies throughout Finland to consumption sites, power plants and electricity storage facilities of at least 2 MW, subject to temporary lower regional thresholds shown on its connection map. That 2 MW figure is an application-process threshold, not one of the proposed data center priority cutoffs.
For a project within the application process, Fingrid requires a mature permitting and land-use position. The application must include a legally binding land-use plan and a legally binding building or construction permit. If a new connection line of 110 kV or more is needed, the application for the line’s expropriation permit must have been submitted. If no such permit is required, Fingrid asks for the relevant Energy Authority project permit and right-of-way consent.

- Assess the site before committing to it. Fingrid advises checking technical feasibility early, before acquiring land. Capacity depends on the site, other projects in the region, available transmission capacity, system security and technical conditions.
- Develop the required land and permits. Confirm that the land-use plan and building or construction permit meet Fingrid’s stated requirements, and establish which line permits or consents apply to the connection design.
- Submit a sufficiently complete application. Fingrid’s response to an application is valid for two months. The connection agreement must be concluded within that period or the application becomes void.
- Plan for delivery obligations after agreement. If a customer-owned high-voltage line is required, Fingrid says it must be completed within 36 months of signing. Fingrid may terminate an agreement and release capacity if the project is not commissioned as agreed.
Fingrid’s general guidance says 400 kV connections are generally used for projects of 250 MW or more, while 110 kV or 220 kV switchyard connections are used for projects below 250 MW. These are general connection patterns, not a substitute for a site-specific design or confirmation: Fingrid says capacity and connectivity are confirmed in the agreement phase.

How to compare candidate sites and project structures
A useful comparison should separate the proposed queue position from the underlying connection feasibility. The same data center load can face different practical prospects at different locations.
- Requested import capacity: Identify which proposed threshold applies: up to 1 MW, more than 1 MW through 10 MW, or more than 10 MW. If the project is phased, establish how the actual connection request would be treated; the draft thresholds do not, by themselves, resolve every phasing scenario.
- Local network position: Check the connection point, available capacity, regional restrictions, required reinforcement and whether the operator can offer capacity on the project’s schedule.
- Readiness: Track the binding land-use plan, building or construction permit, line permissions and other conditions needed for a complete Fingrid application.
- Flexibility case: For a project above 10 MW seeking the proposed group 2 route, test whether flexible generation of at least 80% of peak demand is technically and commercially credible.
- Local-generation case: Determine whether qualifying new generation could meet the proposed 50% annual-consumption threshold, commissioning window and same-area condition.
- Separate technical compliance: Establish whether the facility is above the 30 MW rated-demand threshold for Fingrid’s KJV2026 workstream and whether it connects directly to Fingrid’s transmission grid or through a distribution network.
How the separate KJV2026 requirements affect large facilities
The queue proposal is not the only regulatory development for large electricity users. Fingrid’s KJV2026 consultation draft covers demand facilities with rated demand capacity above 30 MW, including data centers, electric boilers and electrolysers. It describes technical requirements such as withstanding disturbances and being capable of limiting power intake from the power system.
Fingrid’s consultation on KJV2026 ran from 12 June to 21 August 2026. After revisions, Fingrid said it would submit the requirements to the Energy Authority for confirmation, targeting confirmation and entry into force in March 2027. That timetable is a stated target, not confirmation that the requirements are already final.

Fingrid separately published “Technical requirements for large demand facilities” on 12 June 2026. Fingrid says these requirements apply immediately to demand facilities directly connected to its transmission grid and do not apply to facilities connected to distribution networks. The authority-confirmed KJV2026 requirements are intended to extend the new requirements to distribution-connected facilities after confirmation. This technical compliance track is separate from the proposed queue tiers, which turn on import capacity and project commitments.
Why the government says it is proposing the queue
Minister of Climate and the Environment Sari Multala described the proposal as a way to encourage high electricity consumers to take measures that could lower electricity prices and reduce shortage risk, including offering weather-independent flexible production capacity to the market. She also said the aim was to avoid unnecessary transmission connections and restrain the growth of transmission prices. Those are the government’s stated reasons for the draft, not outcomes guaranteed for a particular project.
