ERA-GLONASS tracking means that covered civil drones in Russia must transmit remote-identification information to a state system, linking a unique aircraft identity with its owner or operator. The Ministry of Transport says the equipment requirement for drones weighing more than 250 g began on 1 March 2026. From 1 October 2026, an active owner account must also be confirmed when a flight plan is submitted. This gives authorities described by the Ministry a way to check flight legality in real time; it does not establish that the public can look up a drone owner.
What ERA-GLONASS tracking means
ERA-GLONASS is the Russian state information system being used for civil-drone identification. The Ministry of Transport says each drone receives a unique identifier, which it compares to an electronic number plate. The system is intended to connect remote-identification information with details about the aircraft’s owner and operator.

In practical terms, this is more than a location device chosen solely for an owner’s convenience: it is part of an identification and flight-oversight process. The Ministry says oversight bodies can see whether flights are legal in real time and obtain owner and operator information. Its announcement does not spell out every data field transmitted or explain all access procedures.

From 1 March 2026: remote-identification equipment
The Ministry says unmanned aircraft weighing more than 250 g must carry remote-identification equipment that transmits information to ERA-GLONASS. This is the stated threshold and start date for the requirement; the announcement does not provide a model-by-model equipment list.

The built-in battery does not need to be replaced and can be charged directly by plugging it into the Type-C charging cable included in the package.
From 1 October 2026: an active owner account for flight plans
When submitting a flight plan to the Russian air-traffic-management corporation, an owner must have an active account confirmed by the state system. The Ministry says a plan will be rejected without confirmation. This is a separate operational requirement from fitting the remote-identification equipment.
Can authorities track a drone in real time?
The Ministry says oversight bodies can see flight legality in real time and access information about the aircraft’s owner and operator. That is evidence of a government oversight capability, but it should not be overstated: it does not establish that every flight is continuously monitored, or specify precisely which agencies receive which records in every circumstance.

The Ministry reported on 24 September 2026 that 1,205 drones had been entered in the system and were performing flights in Russian regions. It also said the system had previously been tested in 40 regions. These are ministry-reported figures for that date, not independent counts or measures of current coverage.
Can the public see who owns a drone?
The Ministry’s description establishes access for oversight bodies, not public access to owner details. It does not say that a passerby, another drone operator, or a general online lookup service can identify the owner through ERA-GLONASS. Remote identification and public broadcasting should not be treated as interchangeable: the announcement alone does not establish what information is visible to ordinary observers.

What does this mean for drone-owner privacy?
Because the system links a unique aircraft identity to owner and operator information, it creates a meaningful privacy consideration for anyone flying a covered drone. Authorities described by the Ministry can obtain identity information and check flight legality in real time. This does not, by itself, show that the system is unlawful or that all flights are under continuous surveillance.
Russia’s Federal Law No. 152-FZ provides a general framework for personal-data processing, including confidentiality, data-operator security duties, and data-subject access rights. It is not a blanket bar on information flows that are legally authorized for public authorities. The available legal and ministry materials do not settle the precise legal basis for each drone-data use, retention periods, access logs, all agency access arrangements, or whether operators can inspect or correct every record.

What kind of equipment can operators use?
The Ministry says the system accepts cellular, satellite, hybrid, and broadcast-type remote-identification devices. Government Decree No. 1701 and the 2026 amendment notice are relevant to technical requirements, but the sources cited here do not identify approved retail models. A generic GPS tracker should not be assumed to comply merely because it reports location.
Before fitting or buying a unit, verify that the specific device is accepted under current Russian requirements, can be registered and transmit the required information, supports the network or connection type available in the intended operating region, and fits the aircraft with an appropriate installation method. The broad connection categories are established; model-level specifications and comparative performance are not.

How the system fits into flight operations
The Ministry says ERA-GLONASS has a technical integration with the national flight-plan submission system and with some commercial operator platforms, but it does not name those platforms. A fleet manager should therefore confirm directly that a chosen platform has a current, verified integration rather than infer compatibility from a general claim about system connectivity.
A June 2025 Ministry announcement described a project involving JSC GLONASS and Transport of the Future. The company’s CEO, Yuri Kozarenko, said the project was implementing identification and a “control button,” integrating trackers into flight controllers, testing communications, and working with a digital platform. This is a partner project description, not evidence that those particular devices are generally available or required across the market.
Quick Recap
What operators should check before flying
- Check whether the aircraft crosses the stated threshold. The Ministry’s remote-identification requirement applies to drones weighing more than 250 g from 1 March 2026.
- Confirm the device against current technical rules. Check Decree No. 1701 and its 2026 amendment, and verify acceptance of the exact equipment model; do not rely on the fact that a device has GPS or cellular connectivity alone.
- Confirm successful registration and transmission. The device needs to transmit the required information to ERA-GLONASS, not merely record a route locally.
- Check the owner account before filing a flight plan. From 1 October 2026, the Ministry says active-account confirmation is required for submission, and a plan without it will be rejected.
- For commercial fleets, validate platform integration. Ask the platform provider to confirm its specific ERA-GLONASS connection and operational workflow; the Ministry has not named the integrated commercial services.
- Ask data-handling questions where they matter to your operation. The published description does not give complete retention or access details, so organizations handling sensitive routes or customer operations should seek authoritative current terms and legal guidance.
