They commonly include cloud computing, network connectivity, cybersecurity, and AI-enabled services. This is a practical grouping, not a formal four-part standards taxonomy, and providers package these capabilities differently.
What counts as an enterprise digital service?
The term describes services that support an organization’s digital operations: providing computing resources, connecting users and systems, protecting technology and information, or applying AI to business tasks. Some are delivered by outside providers; others are managed internally or combined with provider services.

Cloud computing is one way to deliver computing resources. It is not a synonym for every digital service: a network connection, security operation, or AI capability may be part of an enterprise’s digital services without itself being cloud computing.

What does cloud computing include?
NIST defines cloud computing as on-demand network access to a shared pool of configurable resources—such as networks, servers, storage, applications, and services—that can be rapidly provisioned and released with minimal management effort or provider interaction. The definition and its service and deployment models are in NIST Special Publication 800-145.
The three familiar service models describe different divisions of responsibility:
- Infrastructure as a Service (IaaS): Provider-supplied computing infrastructure, such as virtual servers, storage, and networking, on which the organization can build and manage its environment.
- Platform as a Service (PaaS): A managed platform for building or running applications, so the customer can focus more on application development than on underlying infrastructure.
- Software as a Service (SaaS): Applications delivered for use as a service, with much of the supporting infrastructure and application operation handled by the provider.
NIST also describes four deployment models: private, community, public, and hybrid cloud. These are ways of characterizing how cloud infrastructure is organized and made available, not a ranking of which model is best. Organizations weigh opportunities and risks when deciding whether and how to adopt cloud services, as discussed in NIST Special Publication 800-146.

What do enterprise connectivity services do?
Connectivity services link employees, offices, devices, cloud environments, and applications. They may include the networks and access arrangements that let users reach systems and let those systems exchange data. This is a practical description of the capability, not a universal formal taxonomy.

Connectivity is also an operational dependency, not just a question of bandwidth. CISA’s federal-agency TIC 3.0 cloud use case highlights the need to integrate endpoint data from cloud deployments into enterprise-wide situational awareness and to consider how connectivity loss could affect detection or response. Its guidance is specific to federal agencies, but the operational issue is relevant more broadly: when a connection fails, access to services and security visibility may fail with it. See CISA’s TIC 3.0 cloud use case.

What security services can accompany them?
Security services protect systems, users, applications, and data across the environments where an organization works. Depending on the organization and its providers, this work can involve securing a cloud migration, coordinating shared security services, managing cloud security posture, or maintaining visibility into endpoints and activity.
CISA’s Cloud Security Technical Reference Architecture addresses shared services, migration, and cloud security posture management. CISA also points federal agencies to zero-trust maturity guidance. These are examples of security considerations and federal guidance—not a requirement that every organization adopt one named architecture. The TIC cloud use case likewise illustrates why endpoint visibility and connectivity resilience matter to detection and response.

How does AI fit into enterprise digital services?
AI capabilities may be delivered as a cloud service, integrated into software, or operated in another environment. The NICCS/CISA glossary defines “AI as a Service” (AIaaS) as a cloud-based service offering artificial intelligence outsourcing; see the NICCS/CISA glossary. This describes one delivery pattern. It does not mean all enterprise AI runs in the cloud, or that AI has a single universally accepted service taxonomy.
When evaluating an AI capability, organizations need to consider whether its hosting and data handling fit the task, how it integrates with existing systems, and what governance the use case requires. The relevant questions depend on the service and the organization rather than on the AI label alone.
How the service areas work together
These capabilities are interdependent. Connectivity provides access to cloud applications and other systems; security needs visibility across those connections and environments; AI services may rely on cloud resources or network access, but can also be delivered differently. A practical assessment therefore looks beyond each service in isolation.
Quick Recap
- Responsibility: For cloud services, understand which tasks belong to the provider and which remain with the organization; the balance differs among IaaS, PaaS, and SaaS.
- Deployment and control: Consider the organization’s data-control needs and whether a private, community, public, or hybrid deployment fits.
- Resilience: Examine connectivity coverage and what happens to service access and security response during an outage.
- Security visibility: Check whether security tools and operational teams can see and coordinate activity across cloud, network, endpoint, and application environments.
- AI fit: Assess hosting, governance, integration, and suitability for the specific task instead of assuming AI must be cloud-hosted.
