In the widely used U.S. three-class system, Class 1 and Class 2 e-bikes stop providing motor assistance at 20 mph, while Class 3 assistance ends at 28 mph. Class 2 can propel the bike without pedaling; Classes 1 and 3 are pedal-assist only. Those labels describe how the bike’s motor works—they do not automatically give it access to a road or trail. Access depends on the state and the specific land manager’s current rules.
What do the three e-bike classes mean?
The National Park Service (NPS) uses these definitions for e-bikes in its parks. The speeds below are the points at which motor assistance must stop, not a guarantee of how fast a rider may travel under local rules.

| Class | How the motor works | Assistance cutoff |
|---|---|---|
| Class 1 | Provides assistance only while the rider pedals. | 20 mph |
| Class 2 | May propel the bicycle without pedaling. | 20 mph |
| Class 3 | Provides assistance only while the rider pedals. | 28 mph |
These are the commonly used U.S. class definitions, but state laws and legal details can differ. The Congressional Research Service describes typical e-bikes in its federal-lands discussion as two- or three-wheeled bicycles with motors not exceeding 750 watts. See the NPS e-bike guidance and the Congressional Research Service report on e-bikes on federal lands.

There is no class that is allowed everywhere. A class label helps identify the bike, but the relevant authority decides whether e-bikes—and which classes—may use a particular road, trail, or facility. Rules can vary between nearby routes, even on the same public property.

National Park Service lands
NPS allows e-bikes only where traditional bicycles are allowed. A park superintendent may manage which classes can use particular roads or trails, close locations to e-bikes, or impose additional conditions. Wilderness areas are closed to both traditional bicycles and e-bikes. NPS access rules are separate from state requirements for riders, which may cover matters such as helmets, age, registration, insurance, and operation. Check the specific park’s website or ask at a visitor center or ranger station before riding. NPS e-bike rules
Bureau of Land Management lands
The Bureau of Land Management (BLM) says e-bikes may be used on roads and trails open to off-highway vehicle (OHV) use. Use on routes limited to bicycles or nonmotorized travel requires written authorization from a BLM manager. Local decisions and restrictions still apply, so check with the relevant field office. U.S. Forest Service lands
The Congressional Research Service reports that the U.S. Forest Service classifies e-bikes as motor vehicles. They are not permitted on nonmotorized trails or in nonmotorized areas unless e-bike use is specifically designated. Check the rules for the forest and route you plan to visit. Other land managers set their own access policies, while state law may separately govern equipment and rider requirements. PeopleForBikes reported on December 5, 2024, that 43 states had further defined e-bikes into three classes; that is a dated organization-reported figure, not a current 2026 count of state laws. How to check a route before you ride
- Identify the jurisdiction. Find out whether the route is managed by a national park, BLM, the Forest Service, a state or local agency, or another landowner.
- Check the official route or facility rules. Look for whether e-bikes are allowed and whether the rules specify permitted classes. A general statement about bicycle access may not settle e-bike access.
- Confirm rider requirements separately. Check applicable state and local rules for items such as helmet use, minimum age, registration, insurance, and how the bike may be operated.
- Ask the local manager if the rule is unclear. Contact the park, land office, or facility manager. On a route crossing more than one jurisdiction, confirm the rules with each manager.
Does a class label settle whether a bike qualifies?
No. A label or seller’s description is not a substitute for checking the bike’s specifications and the route rules. PeopleForBikes cautions that some products marketed as e-bikes can be modified to exceed power or speed limits, and that labels alone can be misleading. A modified bike may fall outside the legal e-bike category that a route permits. PeopleForBikes on state e-bike laws and modified devices
