In India, cement prices are shaped by the balance between local demand and available production capacity, while transport costs influence what producers can realise in different markets. Housing and infrastructure construction drive most demand. For cement companies, profitability then depends on the prices and volumes they achieve relative to fuel, power, freight, logistics and plant costs.
What drives cement demand in India?
Housing is the largest end-use market in the Cement Corporation of India’s FY 2024–25 industry discussion. Its annual report, issued by the Ministry of Heavy Industries, puts housing at about 65% of cement consumption, infrastructure at about 25% and commercial construction at about 10%. These are approximate shares reported for that period, not a forecast of future demand.

| End-use sector | Share of consumption | What supports demand |
|---|---|---|
| Housing | About 65%, according to the CCI annual report’s FY 2024–25 discussion | Residential construction, including affordable housing activity, urbanisation and household formation |
| Infrastructure | About 25%, according to the same report and period | Public construction and infrastructure projects |
| Commercial construction | About 10%, according to the same report and period | Construction of commercial buildings |
The same ministry report states that annual cement demand reached about 435 million tonnes in FY 2024–25. That is a reported industry figure for the financial year, not a live demand measure. Construction activity does not translate into cement consumption all at once: project execution, weather and regional building cycles can affect when demand arrives.
Public spending supports construction, but is not all cement spending
The CCI report records a Union Budget allocation of ₹11.21 lakh crore for infrastructure in FY 2025–26. This is an economy-wide infrastructure allocation, not a cement-industry subsidy or a direct measure of cement purchases. Its relevance is that public infrastructure work can support construction activity and, in turn, demand for materials.

Why do cement prices rise or fall?
Cement is bulky, so the location of production relative to construction demand matters. Producers must get product to customers, and transport availability and cost affect the economics of serving each market. As a result, a national demand figure does not reveal the price conditions in every region.
Capacity and demand set the local balance
When installed capacity grows faster than demand, plants may compete harder for sales. Weaker utilisation can accompany pressure on realised prices. When demand strengthens relative to available local supply, pricing conditions may improve. These are mechanisms, not a guarantee that prices will move uniformly across India.
The Ministry of Heavy Industries’ CCI annual report says demand was subdued in the first half of FY 2024–25 and improved later, while prices were depressed amid capacity additions and industry consolidation. It also reports that nearly 30 million tonnes of capacity were added during FY 2024–25. The combination illustrates why price direction depends on both demand timing and supply growth.

Freight and regional utilisation matter
ACC’s FY 2025–26 annual report outlook describes expected differences in regional utilisation: stronger utilisation in the north and centre, and a more moderate level in the south because of capacity overhang. That company outlook helps explain why supply-demand conditions can vary by region; it is not a current regional price quotation or a uniform forecast for every producer.
To assess a regional market, compare construction demand with installed capacity and utilisation, then consider the cost and availability of transport. Without a consistent current regional price series, it would be misleading to infer exact price spreads or rank regions by price from these disclosures alone.
How do cement companies make or lose money?
A useful way to think about cement profitability is: revenue from realised prices and sales volumes, minus operating inputs and logistics, fixed costs and capital charges. A stronger selling price helps only if it is not offset by higher costs; higher volumes help only if they contribute enough to cover the costs of producing and delivering them.

Fuel, power and freight are important cost exposures
ACC identifies coal, petcoke, freight and energy among cost pressures, and notes that currency movements can affect imported inputs. Ambuja Cements describes fuel mix, freight efficiency, logistics, plant yield and waste-heat recovery as cost-management levers. Together, these disclosures show why a company’s margin can change even when demand is growing: input costs and the cost of getting cement to market can also move.

Plant efficiency and utilisation affect unit economics
Producers can work to control costs through fuel choices, alternative or renewable energy, more efficient logistics, improved plant yield, modern equipment and waste-heat recovery. Capacity utilisation matters as well: when a plant produces more output, fixed costs can be spread across more tonnes. Conversely, excess capacity can intensify competition for sales. The cited company disclosures establish the capacity and utilisation context, but do not quantify a universal effect on margins.
For company comparisons, look beyond sales growth. Relevant factors include achieved prices and volumes, fuel and power mix, freight distance and transport mode, plant efficiency, expansion spending and financing costs. The available disclosures do not provide a harmonised company-by-company margin comparison, so they do not support a numerical profitability ranking.

What do recent outlooks and policy changes indicate?
ACC’s FY 2025–26 annual report gives the following demand and capacity outlook estimates. They are company-reported forecasts, not observed outcomes; the report attributes marked estimates to ICRA.
| Period or measure | Reported outlook | Qualification |
|---|---|---|
| Demand growth, FY 2025–26 | 6.5–7.5% | ACC-reported estimate in its FY 2025–26 report |
| Demand growth, FY 2026–27 | Around 5% | ACC-reported estimate in its FY 2025–26 report |
| Capacity additions, FY 2026–27 | 42–44 MTPA | Outlook estimate in ACC’s FY 2025–26 report; estimates marked in the report are attributed to ICRA |
| Capacity utilisation, FY 2026–27 | 70–71% | Outlook estimate in ACC’s FY 2025–26 report; estimates marked in the report are attributed to ICRA |
These estimates point to a market where demand may keep growing while capacity also expands. If supply additions outpace local demand, utilisation and pricing could face pressure; if construction demand absorbs new supply, the balance may be different. The forecasts are not a guarantee of either outcome.
Ambuja Cements reports that GST on cement was reduced from 28% to 18% during FY 2025–26 and presents the change as improving affordability. That is the company’s account of the rate change; the disclosure does not establish a quantified increase in cement demand caused by it.
Which indicators help explain a change in prices or margins?
- Demand versus capacity: Check whether local construction activity is keeping pace with installed and newly added capacity.
- Utilisation: Consider how much of available capacity is being used; this can inform both competitive pressure and fixed-cost absorption.
- Realised prices and volumes: Separate the price a producer achieves from the number of tonnes it sells.
- Fuel, energy and currency exposure: Changes in coal, petcoke, energy or imported-input costs can affect production expenses.
- Freight and logistics: Transport distance, efficiency and availability influence the cost of reaching a market.
- Plant performance and investment: Yield, energy recovery, equipment and capacity expansion can affect costs now and capital charges over time.
No single indicator explains every price or margin movement. A demand increase can coexist with weak pricing if capacity is ample; a producer can also face margin pressure despite sales growth if fuel, energy or freight costs rise.
