TV viewing capture is the process of collecting and identifying viewing activity so an audience-measurement provider can estimate what was watched, when it was watched, and who was present. It combines ways to identify content with ways to identify viewers; the exact rules depend on the provider, country, platform, and metric.
What does TV viewing capture mean?
In audience measurement, “capture” means recording signals or inputs that indicate television viewing, then using a defined methodology to turn them into audience estimates. It is not necessarily a direct count of everyone who watched, and it does not by itself prove that a person paid attention.

There are two distinct questions: what was watched and who was watching. A television or set-top box may record a program or tuned source without identifying the person in the room. Person-level panels can add information about viewers and demographics. Nielsen describes audience measurement as requiring a data source, capture and identification technology, and metrics; Barb’s UK approach combines panel information with device-based online viewing data. Nielsen’s overview of TV audience measurement and Barb’s explanation of its measurement service show how those components can work together.

How do TV ratings know what people watched?
Providers use different combinations of content-recognition technology, viewer input, and statistical estimation. The details below are examples, not one universal procedure for every ratings service.

Identifying the content
Some systems identify a program using an inaudible watermark embedded in its audio. If a watermark is unavailable, a meter can create an audio fingerprint and match it against a reference library. Barb says its TV-set meters sample audio and convert it to digital fingerprints for matching. Other data sources can include records from set-top boxes or automatic content recognition (ACR) in smart TVs. These methods help establish what content or source was playing; they do not necessarily establish which individual watched it. Nielsen describes watermarks, fingerprints, and device data; Barb explains its panel and TV-meter approach.
Identifying the people
In a panel household, people meters can associate viewing with panel members when they indicate that they are watching. Nielsen describes panel meters that may be set-top devices with remotes or wearable devices. Barb says household members and guests use dedicated buttons to indicate who is watching and when they leave or return. Such panel information helps estimate person-level audiences and demographics, while device data can provide broader records of viewing activity without necessarily identifying the viewer.
Combining panel and device data
Panels provide information about people; large-scale device or service data can extend measurement across more viewing activity, including online viewing. Nielsen describes combining people-based panels with return-path data from set-top boxes and smart-TV ACR data. Barb combines panel data with online viewing data across broadcast, video-on-demand, and video-sharing platforms, using different measurement approaches for different services and devices. Integration differs by provider, so a device record should not be treated as a confirmed individual viewer.
What counts as “watching”?
A meter records activity under a provider’s operational definition; it cannot establish attention in the ordinary sense. Barb defines panel viewing as a panel member or guest being present in a room with a television switched on, and describes the result more accurately as an “opportunity to see.” Someone counted under that rule may not have been looking at the screen throughout. Barb’s FAQ explains its viewing convention.

Why viewing windows change ratings
A rating depends on which viewing activity is included. Live viewing, same-day playback, playback over several days, and longer delayed viewing are different reporting windows. Nielsen lists examples including live, same-day, three- or seven-day playback, and longer windows; those are provider options rather than a single global standard. Nielsen’s measurement overview describes these variations.
In the UK, Barb distinguishes live data from consolidated data. Its Gold Standard consolidated data includes playback within seven days of the original transmission and is made available eight days after transmission. Playback through 28 days may also be available, but it is outside that Gold Standard calculation. Barb’s FAQ sets out the live and consolidated-data windows.
What a TV rating does—and does not—tell you
A rating is an estimate produced under a stated methodology, not a direct count of every viewer. Nielsen’s explainer defines a rating as the percentage of the TV-owning population that watched a program or commercial, with the relevant audience group and viewing window affecting the result. Other measures—such as reach, impressions, household ratings, person ratings, or commercial-minute audiences—answer different questions. To interpret a figure, check its provider, geography, audience definition, platform coverage, and viewing window.

Measurement rules are not fixed across providers or years. In an August 19, 2026 announcement, Nielsen said specified methodology enhancements would be incorporated beginning August 31, 2026. The announced changes included greater use of wrist-worn panelist devices that capture audio without a formal login, adjustments to monitored tuning from ACR, demographic-assignment changes, and integrated weighting improvements. Those dates and changes apply to Nielsen’s announced methodology, not to TV ratings everywhere. Nielsen’s announcement describes the planned updates.
