It can come across as dismissive, especially when directed at a newcomer. A friendlier expansion is “Read the Fine Manual.”
What does RTFM mean?
RTFM is an initialism used in informal online discussions. The “manual” may be a product’s instructions, software documentation, a help page, or other relevant reference material. The advice is to check that material for an answer before asking others.

The F-word is explicit in the common expansion, though writers often censor it. RFC 1206 defines RTFM as “read the f*ing manual” and notes that the “f” word varies according to the reader’s vehemence. RFC 1206
Is RTFM rude?
Often, it sounds terse or pointed. The Debian Administrator’s Handbook describes it as wording sometimes used in terse replies to newcomers’ questions, while definition references characterize it as potentially hostile. Debian Administrator’s Handbook RFC 1206

Context matters: among people who share an informal style, it may be understood as a blunt reminder to check existing help. A newcomer receiving only “RTFM,” however, may hear it as a rebuke rather than useful guidance. If you want to help, name the relevant documentation or link to the section that answers the question.
What does “Read the Fine Manual” mean?
“Read the Fine Manual” is a documented, friendlier expansion of the same initialism. It softens the wording without changing the practical advice: consult the relevant documentation. Debian Administrator’s Handbook

When was RTFM first used?
RFC 1206, an informational document from the User Services Working Group, recorded the abbreviation in February 1991 in a glossary for new Internet users. It asks what “btw,” “fyi,” “imho,” “wrt,” and “rtfm” mean, then gives the expansion. RFC 1594 repeated the definition in March 1994. These documents establish dated examples of use, but they do not identify who coined the phrase or prove when it was first used. RFC 1206 RFC 1594
