What Does Release to Manufacturing (RTM) Mean?

RTM is a context-dependent readiness milestone: an approved software build for partner preparation or a completed product design and production package ready for manufacturing.

Release to manufacturing (RTM) is a milestone showing that a product is ready to move into the next stage of delivery—but what “ready” means depends on the product. For software, RTM usually means an approved build handed off for partner or OEM preparation before general availability (GA). For a physical product, it means the design and manufacturing package are sufficiently complete to begin production. RTM does not, by itself, mean customers can buy or use the product.

What does RTM mean?

RTM is short for “release to manufacturing”; “release to manufacture” is also used. The phrase marks a handoff or readiness point, not a universal certification with one set of criteria. A product organization or program defines its own gates, so the exact meaning depends on whether the subject is software, a physical product, or a particular vendor’s distribution program.

The key question is what is being released. In software, it is typically a validated build or release artifact. In physical product development, it is an approved design together with the production details needed to make it consistently.

How RTM differs between software and physical products

What RTM means for software

In software, RTM commonly identifies a build that has passed the required validation and sign-off and is ready for the next distribution steps. A file’s existence—or a leaked build—does not establish that it is RTM. Microsoft’s July 2009 Windows 7 announcements illustrate the distinction: the company described internal validation and formal sign-off before declaring build 7600 RTM, after which partners could prepare products for the later GA date. Microsoft’s July 22, 2009 announcement reported that Windows 7 had reached RTM.

RTM is not the same as a release candidate (RC). In the Windows 7 example, RC was an earlier testing milestone; RTM came later, after validation and sign-off. Nor does RTM mean that engineering or every commercialization task is finished. In a July 13, 2009 post, Windows Experience Blog author Brandon LeBlanc called it “essentially the final ‘stage’ of engineering for Windows 7” before GA, while explaining that engineering continued afterward. Microsoft’s July 13, 2009 post describes that period.

Some release processes add explicit security and privacy gates. Microsoft’s SDL 4.1 document makes RTM or release to Web (RTW) conditional on completing its defined SDL process and having a security advisor certify the security requirements. For products with at least one component rated P1 for privacy impact, that document also requires privacy-advisor certification of the requirements. These are requirements of that particular Microsoft process document, not a rule for every software release. Microsoft SDL 4.1.

How RTM differs from general availability

RTM and GA describe different points in a release path. RTM can make a build available to partners or OEMs for preparation while customer availability remains scheduled for later. Microsoft’s Windows 7 example placed partner preparation after RTM and before the planned October 22, 2009 GA date; that date is historical, not a current release schedule. Microsoft’s announcement gives the example.

Distribution can also be restricted by program. VMware’s Horizon Access Program Guide version 1.6 describes an RTM stage in which OEM media kits and product release files were supplied subject to prior approval, separately from GA, when production-level product was generally available to partners and customers. That guide illustrates one versioned program’s terminology; it should not be read as VMware’s current general policy. VMware Horizon Access Program Guide v1.6.

What must be ready for physical-product RTM?

For physical product development, RTM is a readiness benchmark: the finished, approved design is ready to be sent to manufacturing. Approval of a prototype or the existence of saved CAD files alone does not show that the production process is ready. Product Resources describes the handoff as a gradual transition while manufacturing processes are finalized and may be validated; a pilot run can help show that manufactured units match design intent.   • The design and prototypes are approved, with design-for-manufacturing changes addressed.
  • Components and assemblies are defined, with a bill of materials and component detail and assembly drawings.
  • Manufacturing procedures and other production documentation are complete.
  • Assembly and test tools or fixtures are available.
  • Relevant regulatory compliance and approvals are addressed.
  • Pilot production has been approved and provides evidence that the manufacturing process can produce the intended product.

These checks answer a practical readiness question: can the organization make the approved product repeatedly using the defined process and documentation? The cited guidance does not prescribe one checklist for every product or industry.

Does RTM in a version label mean a particular edition?

No. In some software contexts, “RTM” in a version label identifies an initial product release or build rather than an edition. A Microsoft Q&A page reproduces documentation describing that usage and gives a SQL Server build-number example, but the page is community Q&A rather than the underlying product documentation. How to interpret an RTM claim

When a company says a product has reached RTM, use these questions to determine what the announcement means:

  • What was released? A software build, a physical-product design and production package, or files for a restricted partner program?
  • What gates were completed? Look for stated validation and sign-off in software, or production documentation, tooling, approvals and pilot evidence for a physical product.
  • Who can access it now? RTM may permit partner or OEM preparation without opening the product to general customers.
  • What is the next milestone? The next step could be partner preparation, GA, or the start of manufacturing; the term alone does not specify a date or guarantee customer availability.
  • Which process and version apply? A vendor’s historical announcement or versioned program guide explains that specific case, not necessarily the vendor’s current policy.
