A “pure 100% F2P” game has no purchase price, required payment, ads, or optional in-game purchases—but people use the phrase less strictly, too. Free-to-download does not necessarily mean free of ads or spending prompts. To judge a particular game, check what it costs to access and play, then look for ads, in-game purchases, subscriptions, and any separate online-access charge.
What does “pure 100% F2P” mean?
“Pure 100% F2P” is informal shorthand, not a standard app-store category. In its strictest sense, it describes a game that costs nothing to download or play and has no ads, optional purchases, or paid gates to gameplay. A person using “pure” may mean only that the game is playable without spending; another may mean that it has no monetization at all. Those are different claims.

Apple distinguishes a free app with no monetization from free apps that display ads or offer optional purchases. The UK government uses “free-to-play” more broadly for games that provide significant content at no cost and often sell optional additional content. Apple’s business-model definitions and the UK government’s loot-box response glossary therefore describe meanings that are not identical to the strictest interpretation of “pure.”

How can a game be free and still make money?
Free without monetization
Apple describes this as free to download and use, with no in-app purchases, sales of physical goods or services in the app, or display advertising. This is the closest match to “pure” if you mean no monetization at all. Apple’s App Store business-model guide sets out this category.

Free with ads
A game may cost nothing and offer its play experience without purchase, while showing display ads. That makes it free to play in the everyday sense, but not ad-free.
Freemium with optional purchases
Freemium games let players download and play at no cost but offer optional purchases. Those can include consumable items such as currency or lives, nonconsumables such as levels or items, and subscriptions or time-limited passes. The purchase may enhance or customize the experience, but its presence means the game is not free of monetization. Apple’s freemium-games guidance describes these purchase types.

Free download, paid access
A zero-price download does not guarantee that every feature, service, or piece of content is available for free. A game can require payment to unlock something after installation. Google Play policy says pricing must be accurate and that additional charges for features must be clearly disclosed in the listing. That notice helps identify paid access; it does not establish that the game has no ads. See Google Play’s Payments policy.

Does “free-to-play” mean no ads or purchases?
No. Free-to-play commonly means that players can access a meaningful amount of the game without paying, even if the game also offers ads or optional purchases. The UK government’s glossary defines the model as giving players access to a significant amount of content freely while often offering additional content through optional in-game purchases. That is a broader definition than “no monetization.”

Also separate “no pay-to-win” from “no spending.” A game might sell cosmetics or convenience items without making them necessary to play. Whether a purchase gives a competitive advantage depends on the specific game; the label F2P alone cannot answer that.
How to check whether a game is free in the way you mean
- Check the upfront price. Look at the current store listing: a free download only answers whether installation has a price.
- Look for purchase notices. Check the listing for in-app purchases and read what the purchases cover. Apple says its listing indicates whether an app offers in-app purchases; Google Play requires clear pricing and disclosure when features require payment.
- Check inside the game. Look for display ads, paid currency, subscriptions, passes, and content or features locked behind payment. A purchase notice does not tell you whether the game displays ads.
- Decide what “pure” means to you. If you only need to play without buying anything, optional purchases may be acceptable. If you want no monetization, ads and optional offers also count.
- For a child’s device, set purchase controls. The FTC advises caregivers to use device controls to disable in-app purchases or require a password for them. This limits accidental spending; it does not remove ads or other monetization.
Store details and a game’s monetization can change, so check the current listing and the game rather than relying on an old description. The FTC’s guidance on stopping children from making in-app purchases covers device-level spending controls.

What about console games?
The same basic questions apply: Is the game itself free to access? Does it sell optional content? Are ads present? But mobile-store billing guidance should not be treated as a complete description of console storefronts. Online access charges and other platform requirements depend on the game and platform; the definitions above do not settle those details. Check the console store listing and the game’s terms for any separate charges.

A title qualifies only if its current version meets the definition you choose. “Free to download” does not establish that it has no ads, purchases, subscriptions, paid content, or platform-access costs. Since those features can change, verify a specific game’s current store listing and in-game options before calling it pure.
