It does not mean the app is running. Microsoft describes the taskbar as a place to launch apps and switch between open windows; a running app shows an indicator beneath its icon. Microsoft Support explains that pinning puts an app on the taskbar for quick access.
What does “Pin to taskbar” do?
It keeps a shortcut to an app on the taskbar, so you can launch the app without searching for it or opening the Start menu. The pinned icon can remain there when the app is closed. When the app is open, Windows shows an indicator beneath its taskbar icon.
Pinning is different from installing an app, opening it, or adding it to the Start menu. Removing a pinned icon also does not uninstall the app.
How to pin an app in Windows 11
Pin from Search

- Right-click the app in the search results.

Pin an app that’s already open
- Find the app’s icon on the taskbar.
- Right-click the icon.
- Select Pin to taskbar.
Menu options can vary depending on the Windows version and the item. Microsoft’s taskbar customization guidance covers both Windows 11 and Windows 10.

Pinning and unpinning with the keyboard
For keyboard or screen-reader navigation, Microsoft’s accessibility guidance describes opening an app’s context menu in Start with Shift+F10, then selecting Pin to taskbar. To unpin from the taskbar, press Windows key+T to move to taskbar apps, open the target icon’s context menu, and select Unpin from taskbar. The exact navigation can depend on the Windows version and where the app appears in Start. See Microsoft’s Windows accessibility guidance.
