What Does “Out of Memory” Mean in Windows?

A Windows “out of memory” error means a resource request failed—not necessarily that RAM is full. The exact app, error code, and symptoms help identify why.

In Windows, “out of memory” means that Windows or an application could not satisfy a request for a memory-related resource. It does not necessarily mean that all installed RAM is being used. The same wording can result from page-file growth delays, limits on graphical interface resources, or an application-specific allocation problem. The exact message, the program that showed it, and what was happening at the time determine which explanation fits.

What an “out of memory” message tells you—and what it doesn’t

The message describes a failed resource request; by itself, it does not identify the cause. Windows and applications use several kinds of memory-related resources, and failures in different layers can produce similar wording.

That is why a PC can show an out-of-memory error even when Task Manager does not appear to show all physical RAM in use. The problem may involve how a page file is growing, a limit on a particular kind of resource, or an application’s ability to obtain a suitable block of memory—not simply the total amount of installed RAM.

What can cause the message?

Page-file growth takes too long

On Windows 10 and Windows 11, Microsoft documents intermittent allocation errors in applications that frequently request memory when an automatically managed page file takes time to grow. The system may need additional time to expand the file to meet memory requirements, and an application can fail a request during that delay. This is a specific documented scenario, not proof that every out-of-memory message is caused by page-file settings. Microsoft’s page-file growth guidance describes the issue and a targeted workaround.

Desktop heap is exhausted

Windows uses desktop heap for creating windows and other graphical objects. In a Windows Server scenario documented by Microsoft, exhaustion can cause applications to fail to create new windows; interface elements may be missing, and a generic out-of-memory message may appear. One diagnostic clue is System Event ID 243 from Win32k, with the description “A desktop heap allocation failed.” This is a server-specific line of investigation, not a general explanation for every PC error. Microsoft’s desktop heap guidance explains the symptoms and diagnostic context.

An application cannot obtain a suitable allocation

A program may report its own memory-allocation failure. In its ASP.NET/.NET guidance, Microsoft notes that System.OutOfMemoryException can occur when the operating system cannot satisfy a request for a contiguous block of memory. High process memory use and virtual-address-space fragmentation are among the causes discussed there. These details apply to the ASP.NET/.NET context; they should not be treated as a diagnosis for unrelated applications. See Microsoft’s ASP.NET troubleshooting article.

A product-specific error has its own meaning

For example, VBA Error 7 can have causes that include too many open applications or files, or insufficient virtual memory. Microsoft also lists causes unrelated to physical memory, such as a module that is too large or an attempt to update a read-only property. Use Microsoft’s Error 7 reference if the application actually reports VBA Error 7; it is not a universal Windows checklist.

How to narrow down the cause

  1. Capture the exact message. Note its wording and any code or exception name. “Out of memory,” VBA Error 7, and System.OutOfMemoryException point to different contexts.
  2. Identify what displayed it. Record the application or Windows component, your Windows edition, and what you were doing when the error appeared. Note whether it happens once or repeatedly and whether interface elements or windows fail to appear.
  3. Match the clues to the documented scenario. Intermittent errors in a frequently allocating application on Windows 10 or 11 may warrant checking page-file behavior. Missing graphical elements on Windows Server, especially alongside Event ID 243, may warrant investigating desktop heap. A named application error should first be checked against that product’s documentation.
  4. Use a remedy only if its scenario fits. Page-file adjustments, registry changes, and application-specific remedies address different problems; none is a reliable one-size-fits-all fix.

When a page-file adjustment is relevant

For the specific slow page-file growth issue described above, Microsoft’s workaround is to set a custom page-file size and restart Windows. Its guidance recommends an initial size of 1.5 times installed RAM for that scenario, and says to increase the initial size if errors continue. That figure is a workaround recommendation for the documented issue—not a universal optimum or a general instruction for every out-of-memory message. Follow the steps and scope in Microsoft’s page-file article before changing the setting.

When the message appears on Windows Server or a Hyper-V host

Windows Server desktop-heap symptoms

If applications cannot create windows or their interface elements are missing, check the desktop-heap symptoms and Event ID 243 described in Microsoft’s Windows Server guidance. Microsoft says the relevant registry change is normally unnecessary and should be made only when needed; it also specifies a limit for the second SharedSection value. Because registry edits can affect the system, do not apply a desktop-heap change just because an unrelated application displayed an out-of-memory message.

Hyper-V memory assessment

For a Hyper-V host, Microsoft advises allowing the system to manage the page file. Its guidance also points administrators to the Hyper-V Dynamic Memory Balancer “Available Memory” Performance Monitor counter when assessing memory available to virtual machines. See Microsoft’s Hyper-V memory performance guidance.

Does the error mean you need more RAM or storage?

Not on its own. The message does not establish that the computer needs a RAM upgrade or that disk space is the cause. First identify whether the failure fits a system-level, page-file, desktop-heap, or application-specific scenario. For VBA Error 7, Microsoft lists closing unnecessary applications and ensuring disk space is available for virtual memory among possible remedies; those suggestions apply to that particular error reference, not to every Windows out-of-memory message. Microsoft’s VBA Error 7 page gives its full context.

What to include when asking for help

  • The complete error text and any error code or exception name.
  • The application or Windows component that displayed it.
  • Your Windows version and, if applicable, whether the system is Windows Server or a Hyper-V host.
  • What you were doing, whether the problem recurs, and any accompanying symptoms such as missing window elements.

These details help distinguish similar-looking messages. Without them, “out of memory” is a symptom, not a diagnosis.
