The two are not the same: publishing findings does not necessarily mean releasing a model’s code, data, or weights. A useful approach is to share enough evidence for meaningful scrutiny while reviewing sensitive materials for privacy, rights, security, and misuse risks.
What does “Open AI research” mean?
The phrase has two plausible meanings. It may refer to research produced by OpenAI, the company, or to AI research that is open to outside examination and use. OpenAI says it welcomes research publications related to its API so others can evaluate potential weaknesses, safety issues, and bias. That policy describes publication of research; it does not promise that every underlying model or artifact will be released publicly. OpenAI’s sharing and publication policy

OpenAI also says it publishes safety research for discussion and external review, and makes evaluation resources available. These are statements of OpenAI’s own approach, not an independent assessment of how open or safe its systems are. OpenAI’s safety overview
Research publication is different from releasing a model
A paper can describe a question, method, results, and limitations without providing everything needed to run the system. Code, datasets, evaluation tools, model weights, and access to a hosted service are separate release choices. Sharing one does not automatically mean sharing the others.

OpenAI’s stated practice illustrates the distinction: it describes public safety research and evaluation resources, while saying its most powerful models are offered as services and their weights and other sensitive information remain controlled. API access lets researchers query a system, but it is not equivalent to downloading and modifying the model. OpenAI’s safety overview OpenAI’s Preparedness Framework
How open can AI research be?
The OECD’s 2025 primer describes openness as a spectrum rather than a yes-or-no label. Options range from a closed system or hosted API to staged access, downloadable models, and fuller releases. Each provides different levels of inspection, practical access, modification, and control. OECD, AI Openness
| Release choice | What it can enable | What it does not automatically provide |
|---|---|---|
| Paper or research report | Scrutiny of the described question, methods, findings, and limitations. | Runnable code, underlying data, or model access. |
| Paper plus evaluation materials | Closer examination of claims and, where materials permit, repeated evaluation. | Unrestricted reuse of data or a downloadable model. |
| Hosted API | Querying a model through a service, subject to its access and use terms. | Direct access to weights or the ability to run and modify the model independently. |
| Downloadable weights with inference code | Running a pretrained model and, depending on the release terms and materials, adapting or fine-tuning it. | Full reproduction of training. The OECD notes that training code can help with reproduction, but it is a distinct release component. |
| Broader code-and-data release | More opportunities to inspect methods and attempt reproduction. | Permission to expose or reuse material whose privacy, security, or rights constraints have not been resolved. |
The OECD explains that model architecture and weights together with inference code can allow downstream users to run a pretrained model; access to weights can also allow fine-tuning or modification. Training code can support efforts to reproduce how a model was built. Whether a particular release counts as “open” can also depend on what is actually available and the conditions for use. What should researchers share?
For a typical research paper, disclose enough for readers to assess the claims and, where feasible, reproduce the work. The right package depends on the project: useful materials may include methods, model or dataset versions, evaluation protocols, results, limitations, and code or other evaluation artifacts. Before releasing any artifact, consider whether it would expose people, confidential information, restricted material, or a security weakness.
Rank #3
- For scrutiny: Explain what was tested, how it was tested, what was found, and what the evidence cannot establish.
- For reproducibility: Identify relevant versions, settings, protocols, and dependencies; provide data or code when it can be shared responsibly.
- For practical reuse: State what others can access, run, modify, or redistribute, and under what terms.
- For accountability: Identify who reviews release decisions, receives reports, and handles corrections or disclosure delays.
These are practical criteria, not a universal legal test. They combine the OECD’s account of access levels with OpenAI’s published sharing and disclosure practices. OECD, AI Openness OpenAI’s sharing and publication policy
When should sharing be limited or delayed?
Openness is not a reason to publish personal or confidential data, violate rights, or disclose a vulnerability before affected parties can respond. Review data, code, and technical details for privacy, intellectual-property, security, and misuse concerns. If an issue affects a third party or a live security boundary, coordinate disclosure rather than assuming immediate public release is always responsible.
OpenAI’s Coordinated Vulnerability Disclosure framework says investigations consider uncertainty, external impact, notification needs, and whether disclosure should be delayed for security reasons. Its publication policy asks researchers who find API safety or security issues to report them through that program. These describe OpenAI’s process; other projects should follow the applicable institution, publisher, funder, legal obligations, and the affected parties’ reporting processes. How should AI assistance in research be disclosed?
Represent AI assistance accurately: describe what a tool contributed and what human authors reviewed or changed, following the rules that apply to the project. OpenAI’s publication policy says authors should not misrepresent content generated by AI as entirely human-generated, or human work as entirely AI-generated, and says a human remains ultimately responsible for published content. That is OpenAI’s policy, not a universal journal rule; check the relevant publisher, institution, funder, and jurisdiction. OpenAI’s sharing and publication policy

Using an API for research? Check its data controls
Access through an API raises a separate question: how the service handles submitted prompts and outputs. OpenAI’s API data-controls documentation says API data is not used to train or improve models unless a customer opts in. It also says abuse-monitoring logs may include prompts and responses and are retained for up to 30 days by default, subject to stated exceptions; eligible customers can apply for retention controls. These terms and controls can change, so review the current documentation and feature-specific rules before sending research data. OpenAI API data controls
A practical decision rule
Share methods and evidence sufficient for scrutiny whenever you can do so responsibly. Add code, data, evaluation tools, or model access when they materially improve reproducibility or reuse and their release is appropriate. If an artifact could expose people, violate rights, or enable harm, limit or coordinate its disclosure—and explain the limitation clearly. Treat publication, model access, and weight release as separate decisions.
