Food affordability means two related but different things: how costs and prices change as food moves from farms to consumers, and whether households can afford a diet that meets nutritional needs. A farm price, a grocery-store price, and the cost of a healthy diet are not interchangeable measures. To interpret any figure, identify the supply-chain stage, food and channel, geography, period, and affordability benchmark.
What does food affordability measure?
Along the supply chain, affordability concerns the prices and costs associated with production, transport, processing, wholesale and retail. For households, it concerns the cost of a defined diet relative to income or food spending. The first describes market transactions; the second asks whether people have enough resources to obtain food that meets a stated standard.

How do farm, wholesale and retail prices differ?
| Measure | What it represents |
|---|---|
| Farm-gate or producer price | The amount received where produce leaves the farm. It excludes later transportation to markets or first sale, warehousing, processing and other selling charges. |
| Wholesale price | The bulk selling price to retailers and other buyers, including transport after the farm gate, incidental expenses and the wholesaler’s margin. |
| Retail price | The price paid by the consumer, including retailer expenses and margin. |
| Farm-to-retail price spread | The difference between a food’s retail price and the farm value of the agricultural commodities used in it. It reflects value added by marketing and processing; it is not simply retailer profit. |
| Farm share | Farm value divided by retail price. It varies by food, processing and sales channel. |
Why isn’t the farm price the same as the grocery price?
Food changes along the way: it may be transported, stored, processed, packaged, sold wholesale and retailed. Each stage can incur costs and add services. Some products also have co-products, and comparisons may require conversion factors to relate a farm commodity to the retail item. A large retail-minus-farm spread therefore does not, by itself, show excessive profit or how much any one business earns. USDA ERS describes the inputs to its product comparisons in its price-spread documentation.

Processing matters to the farm share: less-processed foods generally have a larger farm share than more-processed foods, but there is no single share that applies to all food. For example, USDA ERS reports that dairy farmers received 36 percent of the retail price of cheddar cheese in 2022, up from 29 percent in 2021. The farm value of milk used for one pound of cheddar rose to $2.06 in 2022 from $1.57 in 2021 after accounting for whey coproduct value. This is a product- and year-specific example, not a general rule. See the USDA ERS price-spread highlights.
What do U.S. food-dollar figures tell us?
USDA ERS’s Food Dollar accounts describe how U.S. consumer spending on domestically produced food is distributed across supply-chain industries. In the model’s 2024 figures, the farm share was 11.8 cents of each food dollar and the marketing share was 88.2 cents. ERS updated the model and underlying sources in March 2026 and broadened its food definition to include bottled water, soft drinks, coffee, tea and beverage materials. These figures describe the United States and that revised definition; they are not a universal share for food in other countries.

Within the same 2024 U.S. accounting, the farm share was 18.5 cents per food dollar for food at home and 7.1 cents for food away from home. ERS notes that away-from-home products receive additional processing and transportation and have different supply-chain structures and market factors. These are distinct channel estimates, not competing estimates of one identical basket. Details are in the USDA ERS Food Dollar summary findings.
Food Dollar accounts and price spreads answer different questions. Food Dollar tracks value shares across domestic supply-chain industries using accounting views; price spreads compare particular retail foods with corresponding farm commodity values. Neither should be substituted for the other.

Do changes in farm prices pass through to consumers?
Not necessarily one-for-one. USDA ERS says a price spread can illustrate how a change in farm value might affect retail prices if the change were fully passed through and marketing costs did not change. That is a conditional scenario, not a guarantee about actual price movements. Marketing costs and pass-through behavior affect the relationship between farm and retail prices. ERS discusses this relationship in its producer-to-consumer analysis.
Can households afford a healthy diet?
A household affordability measure needs both a defined food basket or diet and a resource benchmark. The World Bank and FAO Food Prices for Nutrition approach estimates the cost of the least expensive locally available combination of foods that meets dietary guidance, then compares that cost with income or food-expenditure measures. The healthy-diet cost is calculated for a representative adult; it should not be treated as every household’s actual shopping bill or nutritional needs.

The World Bank’s Food Prices for Nutrition DataHub reports diet costs per person per day, estimates of people unable to afford diets, and affordability ratios. It covers more than 170 countries and uses observed consumer prices and household expenditures. Its indicators depend on the selected diet standard and comparison measure, so a cost figure alone does not tell whether a household can afford that diet.

For 2025, the DataHub reports a global average healthy-diet cost of $4.28 per person per day on a purchasing-power-parity basis (PPP), alongside a simple global average of $4.70. These are different averages; neither should be read as a local cash price without its PPP and averaging context.

The same 2025 reporting estimates that about 2.7 billion people could not afford a healthy diet, approximately 109 million fewer than in 2024. These are modelled global indicators, not a headcount obtained by directly checking each person’s purchases. The estimates reflect updated international poverty lines in 2021 PPPs. Country, year, diet definition and affordability metric matter when interpreting or comparing them.
How to compare food-affordability figures responsibly
- Stage: Specify farm gate, wholesale, processing, retail or household diet cost.
- Food and processing: Identify the product and whether it is a whole ingredient, minimally processed item or multi-ingredient food; note commodity conversions and coproduct treatment when relevant.
- Channel: Distinguish food at home from food away from home.
- Geography and period: Name the market and reference year; state whether a value is nominal, real or PPP-adjusted.
- Measure: Say whether the number is a price level, inflation change, farm share, price spread, supply-chain value share, diet cost or affordability relative to resources.
- Household benchmark: Name the diet standard and the income or expenditure threshold used.
A low commodity price does not establish that a healthy diet is affordable, just as a high retail price does not establish that farmers receive a high price. Keeping the measures separate makes comparisons more useful.
