The game says it continues tracking distance as if the display were on; nearby Pokémon can still trigger vibration alerts if Vibration is enabled. This is separate from your phone’s system battery-saving mode.
What Pokémon GO’s Battery Saver does
The setting is designed to blank the screen when you lower or turn your device face down. According to the Pokémon GO Help Center, distance tracking continues as though the display were on while the setting is active.

Vibration alerts for nearby Pokémon continue only when the game’s Vibration option is enabled. Battery Saver does not mean the game has stopped running or tracking distance.

How it differs from your phone’s battery saver

Pokémon GO’s setting does not switch on your phone’s system mode. If you are troubleshooting Adventure Sync distance, distinguish between the game’s Battery Saver and the battery-saving controls in your device settings.

Where to find the setting
Pokémon GO’s Help Center identifies Battery Saver as an option in the game’s Settings menu. It does not provide a complete tap-by-tap route to the toggle, so the exact navigation beyond Settings is not specified here.
What Battery Saver does not tell you
The official description does not quantify how much battery the setting saves. It gives no percentage or runtime estimate, so the effect on a particular phone or play session cannot be stated from the available guidance. A power bank is a separate, optional way to recharge during a long session; it is not part of the in-game feature.

Pokémon GO Plus + is also separate from the setting. Pokémon Support says the accessory has no battery-saver mode: Pokémon GO Plus + battery-saver FAQ.
