That makes it eligible to use with another provider, but it does not guarantee the phone will work on that provider’s network. Before switching or buying, check the phone’s lock status and submit its exact IMEI to the carrier you want to use.
What “unlocked” means
“Unlocked” describes a restriction on the phone: it is not limited to a single carrier by a network lock. The Federal Communications Commission explains that unlocking can let consumers switch providers without replacing their handset, reducing switching costs. The FCC’s FCC 24-136 order describes the CTIA Consumer Code’s unlocking commitments, but those commitments are voluntary and do not determine whether a particular phone is eligible for unlocking.

A phone can still be locked even if you own it, and a phone advertised as unlocked may still be incompatible with the network you want. Lock status and network compatibility are separate checks.

Will an unlocked phone work with your carrier?
Possibly, but “unlocked” alone is not enough to establish compatibility. The device’s exact model and hardware and software support must also meet the destination carrier’s requirements. Verizon’s bring-your-own-device (BYOD) guidance requires an unlocked phone as well as compatible hardware and software. Xfinity likewise distinguishes a device that is incompatible from one that is compatible but locked. Verizon BYOD and Xfinity Mobile BYOD provide their own eligibility checks.

Use the destination carrier’s IMEI checker as the practical decision point for activation. T-Mobile says the IMEI identifies a phone’s make and model and helps determine whether it is ready for its network. T-Mobile’s bring-your-own-phone guidance explains its check. A result from one carrier does not establish eligibility with another.
How to check a phone before switching or buying
- Find the exact model and IMEI. Metro says you can find the IMEI by dialing
*#06#or looking in the phone’s settings. Some phones have more than one device identifier, so provide the identifier requested by the carrier. See Metro’s bring-your-own-phone guidance. - Confirm whether the phone is unlocked. Ask the seller or the carrier the phone originally came from. If it is locked, ask that carrier whether it qualifies for unlocking and how to request it. Eligibility and timing depend on the carrier’s current terms and the phone’s circumstances.
- Check the IMEI with the carrier you plan to use. Enter it in that carrier’s BYOD or compatibility tool and follow the result and activation instructions. If a check does not approve the phone, contact the carrier to clarify the specific requirement before relying on it.
- Check SIM or eSIM support if it matters to you. Confirm that both the exact phone and destination carrier support the connection method you intend to use.
Why the SIM or eSIM does not settle compatibility
A SIM connects a phone to a carrier network; an eSIM is its embedded digital counterpart, according to Metro’s explanation. These are ways to provision service, not guarantees that a phone’s model is supported or that it is unlocked. If you plan to activate by eSIM, verify support for the exact phone and carrier rather than assuming an unlocked device can use it.

What to know about carrier unlocking policies
FCC 24-136 discusses the CTIA Consumer Code, a voluntary code whose participating providers agree to unlock phones under stated conditions. The order describes postpaid devices being unlocked after the service contract or financing plan is fulfilled, and prepaid devices within one year after activation. This is policy context, not a guarantee that a specific handset can be unlocked now: carrier participation, account standing, financing, exceptions, and policy changes can affect the outcome. Check the original carrier’s current unlocking terms for the device and account.

- Exact-model network compatibility: check the full model, not just the product family or brand, with the carrier you intend to use.
- Lock status and unlock eligibility: confirm both with the seller or original carrier; do not infer them from a listing’s headline alone.
- Activation method: verify physical-SIM or eSIM support for the exact device and destination carrier.
- Carrier’s IMEI result: use the intended provider’s own BYOD checker before buying or switching.
For a used or marketplace phone, independently confirm it can be activated with your chosen carrier. The carrier materials cited here do not establish a universal blacklist or ownership-clearance test for every market, so do not treat an unlocked label as proof of either.
