It may include an IDE, software development kit (SDK), language runtime, libraries, and facilities for executing the app; it does not have to be a single program or live entirely on one computer.
What makes up an application development environment?
The exact components depend on the application’s target platform, language, and workflow. A development environment commonly brings together tools for writing code, converting it into a runnable application, and checking that it works.

- Code editor or IDE: The place where developers write and manage source code. An IDE often combines the editor with build automation and a debugger. MDN describes an IDE as an application that provides comprehensive facilities for software development.
- Compiler and platform tools: A compiler and related tools translate or prepare code for its target platform. The setup may also include libraries and code-completion or source-control features.
- SDK: A software development kit supplies tools for a particular platform or framework. Depending on the target, it can include a compiler, debugger, emulator or simulator, and tools for testing and packaging.
- Run, test, and deployment facilities: These let developers execute an application, find problems, evaluate behavior, and prepare it for release. Some environments also include profiling or distribution tools.
- Runtime and supporting services: An application may depend on a language runtime, libraries, or services that provide its execution context.
How is an environment different from an IDE or SDK?
These terms describe related but different scopes. An application development environment is the broader tool setup. An IDE is an integrated application or interface for common development tasks. An SDK is a toolkit oriented to a platform or framework. A developer might use all three together, with an IDE for editing and debugging, an SDK for platform-specific tools, and a separate runtime or service to run the application.
Can a development environment be cloud-based?
Yes. The term does not require every component to be installed on a local computer. A cloud-based IDE or development setup can provide a centrally configured environment for a team, helping standardize tools and setup across developers. AWS explains this use of cloud-based IDEs in its overview of integrated development environments.

Examples of development environments
Visual Studio for Windows development
Microsoft describes Visual Studio as a Windows IDE for developing, building, debugging, testing, and deploying apps. Its documented tools include compilers, code completion, source control, and extensions. The IDE is a central part of the setup, while the full environment can also include platform tools and other components.
Xcode for Apple platforms
Apple describes Xcode as the suite for building apps for Apple platforms, with support for editing, debugging, testing, optimization, and submission. Its integrated workflow illustrates how a platform-focused IDE can cover several stages of development. See Apple’s Xcode overview.
