What Does a Red and White Diver-Down Flag Mean?

A red flag with a white diagonal stripe warns boaters that a diver is in the area. Its display requirements and clearance rules depend on the waterway.

A red flag with a white diagonal stripe is a diver-down flag: it warns that a diver is in the water nearby. If you are boating, give the marked area a wide berth and keep watch for a diver at the surface. The exact flag requirements and clearance distances depend on local law.

What does a red and white diver-down flag mean?

The red field and white diagonal stripe identify a diver-down flag. Its practical message to nearby boaters is that someone may be diving in the area and could be below the surface. Pennsylvania’s Fish and Boat Commission labels the red-and-white signal “Diver down,” and California boating education describes it as indicating a person engaged in diving nearby and tells other boats to stay clear.

The flag is a warning, not a guarantee that the water immediately around it is empty of hazards or that the diver is visible. A submerged diver can be difficult to see from a boat, and may surface within the area marked by the signal. Treat the flag as a reason to create space and maintain a lookout, rather than as a marker you can safely pass close to.

A red flag with a white stripe on a boat or float may therefore be a diver warning, but the flag’s presence does not by itself tell you the precise location of every diver, the limits of a legally restricted area, or which local rule applies. Those details depend on the waterway and jurisdiction.

What does a red flag with a white stripe on a boat mean?

In the diving context, it commonly means that a diver is in the water nearby. The flag may be displayed on a boat or on a surface float, depending on local requirements and the situation. Its purpose is to alert other water users, not to show the diver’s exact position. A diver may be underwater, moving, or preparing to surface, so do not assume the person is directly beneath the flag.

Nor does the flag alone establish one universal boundary that every boat must observe. Local law may set a specific minimum distance or operating speed, and some jurisdictions distinguish between open water and areas such as rivers, inlets, or navigation channels. If you need the legal limit, check the boating authority for the specific state or country rather than relying on a distance seen on a sign or in another state’s guidance.

What should boaters do when they see one?

Slow as appropriate, steer well clear of the marked area, and watch carefully for a diver surfacing. The applicable rules may require a particular minimum distance or speed, but there is no single clearance figure that can safely be applied everywhere. If you cannot identify the local requirement, keeping as much distance as practicable is the safer response.

  • Look for the flag on a boat, buoy, or other surface device, and watch the surrounding water rather than focusing only on the flag itself.
  • Give the area a wide berth. Do not assume that the diver is directly beneath the flag or that the visible flag marks the far edge of the activity.
  • Keep a lookout while passing nearby; a diver may be submerged and difficult to see.
  • Follow the local boating authority’s rules for clearance and speed. A jurisdiction may set different requirements for open water and for channels, rivers, or inlets.

These actions are safety guidance; the legal limits vary. For example, Florida Fish and Wildlife Conservation Commission guidance accessed in 2026 calls for boaters to make reasonable efforts to stay at least 300 feet away in open water and at least 100 feet away in rivers, inlets, or navigation channels. A vessel approaching within those limits generally must proceed no faster than necessary to maintain headway and steerageway. These are Florida rules, not universal distances.

Pennsylvania gives a different local example: its Fish and Boat Commission advises boats to remain at least 100 feet from areas displaying “Diver down” or “Code Flag Alpha” signs. That is Pennsylvania guidance, not a nationwide clearance standard. The comparison is a useful reminder that two official sources can offer different distances and that a boater should use the rule for the water where they are operating.

In practical terms, treat the warning as relevant even if the flag is some distance from your route or the water looks clear. The person may not be visible from the surface. Avoid cutting close to the signal simply because you can see no diver, and continue watching the water while maneuvering around the area.

What should divers know about displaying the flag?

Divers should use the required warning device and display it as local law requires. The rules can specify the flag’s construction, how it is supported, where it is displayed, and how close a diver must remain. A flag that is adequate under one state’s rules may not meet another state’s requirements.

Florida’s guidance also says divers must make a reasonable effort to stay within 300 feet of the device in open water and within 100 feet in rivers, inlets, or navigation channels. Massachusetts uses a different statutory specification: a rigidly supported red flag at least 12 by 15 inches, with a white diagonal stripe, displayed on a boat or surface float at least three feet above the water. The Massachusetts dimensions and placement are state requirements, not a general standard for all dive flags.

Before diving, check the boating authority for the exact location. Look for the rules that apply to both the signal and the dive activity, rather than assuming that buying a red flag with a white stripe settles compliance. The design, support, placement, and diver-to-flag distance may all matter.

For that reason, a product description or a flag that looks familiar is not a substitute for checking local requirements. Confirm whether the rule specifies a rigid support, a minimum size, a particular display location, or a maximum distance between the diver and the device. The Massachusetts 12-by-15-inch size and three-foot display height, for example, should not be treated as a national specification.

How does the red-and-white flag differ from Code Flag Alpha?

Code Flag Alpha is a separate maritime signal: it is blue and white and has a swallowtail. It is not another name for the red-and-white diver-down flag, and the two signals are not interchangeable descriptions of a single flag.

Signal Appearance Use
Diver-down flag Red field with a white diagonal stripe Traditional warning that a diver is in the area; local rules govern its display.
Code Flag Alpha Blue and white, with a swallowtail Formal signal used by a vessel in specified diving operations when it is restricted in its ability to maneuver.

The U.S. Coast Guard’s Local Notice to Mariners 13/2025 addresses a common misunderstanding: that the International Code Flag “A” replaced the traditional diver’s flag. The notice says, “This impression is incorrect.” In context, “this impression” means the belief that Alpha replaced the traditional diver flag.

Alpha belongs to a navigation-rule context involving a vessel’s diving operations and restricted maneuverability. Under the Coast Guard navigation rules, a qualifying vessel’s required signal depends on its restricted-maneuverability status and the applicable requirements for lights and shapes. The Coast Guard notice says that a small vessel restricted in its ability to maneuver and engaged in diving operations must exhibit a rigid replica of Code Flag A at least one meter high. The navigation rules also describe a qualifying vessel’s lights-or-shapes display and allow a rigid, all-round-visible Alpha replica at least one meter high when the vessel’s size makes the full display impracticable.

That vessel-specific requirement does not mean every recreational diver must display Alpha instead of the red-and-white flag. For an ordinary diver warning, use the signal and display method required by the local rules; do not infer a replacement rule from Alpha’s role in navigation regulations.

Why do local rules matter?

The core meaning is consistent across the cited U.S. state sources: the red-and-white flag warns of diving nearby. The requirements around it are not uniform. A state may define the flag’s size or support, set how it must be displayed, specify how far divers should remain from it, or impose minimum distances and speed limits on nearby vessels.

  • Florida: State guidance identifies a red rectangle or square with a white diagonal stripe and gives different clearance and diver-proximity figures for open water versus rivers, inlets, and navigation channels.
  • Massachusetts: State law specifies a rigidly supported flag at least 12 by 15 inches, with a white diagonal stripe, on a boat or surface float at least three feet above the water.
  • Pennsylvania: The Fish and Boat Commission lists “Diver down” and “Code Flag Alpha” as separate diving-related signs and advises boats to remain at least 100 feet from areas displaying them. That is Pennsylvania guidance, not a nationwide distance.
  • California: State boating education describes the red-and-white flag as marking a person engaged in diving in the immediate area and as a signal for other boats to stay clear.

These examples illustrate why a figure or construction rule found in one state should not be repeated as a rule for all waters. Requirements can also depend on whether the situation involves a recreational diver or a vessel whose maneuverability is restricted during diving operations.

Quick recognition and response

  1. Identify the signal: A red field with a white diagonal stripe is the traditional diver-down flag.
  2. Assume a diver may be nearby: Do not rely on being able to see the person from the boat.
  3. Make room and keep watch: Slow as appropriate, steer clear, and look for a diver surfacing.
  4. Check local rules: Confirm the required distance, speed, flag construction, and display method for the specific waterway.
  5. Do not substitute Alpha: The blue-and-white Code Flag Alpha has a distinct navigation-rule use for specified vessels and does not generally replace the recreational diver-down signal.

Frequently Asked Questions

Does a red and white diver-down flag mean a diver is directly underneath it?

No. It warns that a diver is in the area, but does not identify the diver’s precise position or the edge of the activity. Keep a lookout across the surrounding water.

How far away should a boat stay from a diver-down flag?

The legal distance depends on the jurisdiction. Florida guidance calls for reasonable efforts to stay at least 300 feet away in open water and 100 feet away in rivers, inlets, or navigation channels. Pennsylvania advises at least 100 feet from areas displaying diver-down or Alpha signs. Check the rule for the waterway you are using.

Is the red-and-white diver-down flag the same as Code Flag Alpha?

No. The diver-down flag has a red field and white diagonal stripe. Code Flag Alpha is blue and white with a swallowtail and is used in a distinct navigation-rule context for specified vessels engaged in diving operations while restricted in maneuverability.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do divers have to stay near the flag?

That requirement varies by location. Florida guidance says divers must make a reasonable effort to stay within 300 feet of the device in open water and within 100 feet in rivers, inlets, or navigation channels. Check local law for the applicable requirement.

Are flag size and display height the same everywhere?

No. For example, Massachusetts law specifies a rigidly supported red flag at least 12 by 15 inches, displayed on a boat or surface float at least three feet above the water. Those are Massachusetts specifications, not a universal standard.

The Bottom Line

A red flag with a white diagonal stripe warns that a diver may be in the water nearby. Boaters should give the area room and keep watch; divers should check local rules for flag display and proximity requirements. Distances and construction standards vary by jurisdiction, and the red-and-white diver-down flag is distinct from blue-and-white Code Flag Alpha.
