A 60% vote threshold usually means a measure needs yes votes equal to at least 60% of the votes counted on that measure—not 60% of all eligible voters. The exact denominator and any additional requirements depend on the jurisdiction and the kind of measure. In some places, a measure can reach 60% and still fail a separate turnout or minimum-yes-vote test.
How the 60% threshold works
Under a simple 60% rule, divide the yes votes by the votes counted on the measure. If 100 votes are cast on it, 60 yes votes meet the threshold. That is an illustrative calculation; the governing rule determines which ballots and votes count in the denominator.

The percentage ordinarily concerns votes cast on the measure, not the number of registered voters or all residents. For a specific contest, check the wording in the applicable law or official election guidance rather than assuming the denominator.
Can a ballot measure get 60% and still fail?
Yes. A percentage threshold may operate alongside an independent condition, such as a minimum number of yes votes or a turnout requirement. The measure has to satisfy every applicable condition.

Snohomish County non-school levies
Snohomish County, Washington, says most non-school levies need at least 60% yes votes and a separate minimum number of yes votes tied to turnout in the most recent November general election. In the county’s illustration, if 10,000 people voted in that general election, the described levy rule requires 2,400 minimum yes votes as well as the 60% threshold. Thresholds vary by state and measure type
There is no single threshold for every ballot measure. The National Conference of State Legislatures (NCSL) comparison concerns statewide citizen initiatives, not every local referendum, levy, or bond. How to find the rule for a particular ballot measure
- Identify the jurisdiction. Start with the state, county, or city conducting the election. A statewide initiative summary may not cover a local bond or levy.
- Identify the measure category. Check whether it is a constitutional amendment, statutory initiative, tax measure, school levy, or another type. The category can change the threshold.
- Read what the percentage applies to. Confirm whether the rule is based on votes cast on the measure or specifies a different denominator.
- Look for separate conditions. Check for turnout rules or a minimum affirmative-vote count in addition to the percentage.
- Use current official guidance. Consult the governing law and the election authority’s information for that measure before calling it passed or failed.
California Proposition 43: a proposed change for 2026
As of October 4, 2026, California Proposition 43 is a proposal on the November 3, 2026 ballot, not a rule already in force. The California Secretary of State’s voter guide says it would raise the threshold for specified voter-proposed local special taxes from a majority—over 50%—to two-thirds. If adopted, the change would apply to measures approved after January 1, 2027. The guide notes that local government tax revenues may not rise as much in the future under the higher threshold. A higher threshold makes passage harder when support falls between the simple-majority requirement and the higher bar: a measure in that range can pass under the former rule and fail under the latter. Supporters may argue that a higher bar protects constitutional stability. North Dakota House Majority Leader Mike Lefor told the Associated Press, “Raising the threshold can help protect the constitution from being manipulated by special interest groups or out-of-state activists.” That is a supporter’s argument, not proof of a measured effect. Opponents may argue that the higher bar makes voter approval harder. Without a study measuring outcomes, claims about how a particular threshold affects passage rates or representation should be treated as arguments rather than established effects.
