What Determines the Cost of Cement Production?

Cement production costs reflect input prices and consumption, plant conditions, cement mix and cost-accounting boundaries. Historical percentages and CCS estimates need careful context.

Cement production cost depends chiefly on how much fuel, electricity, raw material and clinker a plant uses, and what those inputs cost locally. Plant efficiency, output, product specifications, labour, and the accounting boundary matter too. That is why a cost figure for one plant or region cannot be treated as a universal benchmark: it may cover different products, years, production stages and expenses.

What does “cement production cost” include?

A production-cost figure is meaningful only when its unit and boundaries are clear. A common way to express it is cost per tonne of finished cement, but a reported figure might instead concern clinker, an intermediate produced in the kiln. Those are not interchangeable: cement is made using clinker along with other constituents, so the amount of clinker needed depends partly on the product’s clinker-to-cement ratio.

Costs can also be counted at different points in the production chain. A plant-gate production figure may include quarrying and factory operations but exclude packaging, distribution and administration. A delivered price may include transport or other charges beyond production. Capital investment, financing, taxes and carbon costs may be treated separately or included, depending on the source. A comparison that does not identify these boundaries can make unlike figures appear comparable.

In practical terms, the unit cost reflects both the quantities consumed per tonne and the prices paid for them, plus labour, maintenance and other operating costs. Fixed costs are also spread across production: when output changes, the amount allocated to each tonne can change even if the plant’s total fixed expenses do not. The available published figures do not establish a comparable, universal utilization effect across plants.

Which inputs and operations drive the cost most?

Thermal fuel for the kiln

Fuel supplies the high-temperature heat needed to make clinker in the kiln and precalciner. The cost depends on the plant’s heat demand, the price and characteristics of its fuel mix, and whether its process and local conditions allow it to use alternative fuels. A plant that uses less fuel for a tonne of clinker has lower fuel consumption per tonne, but the financial result still depends on what that fuel costs and what changes are required to use it.

Fuel is not the same cost driver as electricity. They serve different functions, and a change in the price of one does not automatically tell you what happened to the other. The International Energy Agency identifies high-temperature heating requirements as one reason cement emissions are difficult to reduce. In its 2023 report Cement, the IEA states: “Cutting emissions from cement production is difficult due to the present reliance on carbon-containing raw materials and high-temperature heating requirements.”

Electricity for grinding and equipment

Electricity runs grinding operations for raw materials and cement, as well as other plant equipment. Its contribution to unit cost therefore depends on electricity prices and how much power the plant uses per tonne. Equipment efficiency and process configuration affect that consumption. A plant with an efficient kiln may still face a different electricity cost from a plant with different grinding needs, power prices or equipment.

Raw materials and quarrying

Limestone and other raw materials have to be extracted and prepared before they can enter production. Their cost can vary with the source and quality of the material, the quarry’s conditions, extraction method, and the work needed to process and transport inputs. A nearby source does not by itself establish a low cost: the material and extraction requirements, as well as the accounting treatment of quarry operations, also matter.

Historical figures illustrate why percentages need context. A European Commission factsheet published in 2016 reported that quarry raw-material extraction represented 29% of Lafarge’s average production costs in 2012. That was a company-specific, dated breakdown, not a current average for cement plants worldwide. The same factsheet’s figures exclude distribution and administrative costs.

Clinker content and the cement product

Because clinker is made in the energy-intensive kiln stage, the quantity of clinker used in each tonne of cement affects how much kiln-produced material the plant needs to make or obtain. A lower clinker-to-cement ratio can reduce clinker requirements, subject to the product’s specifications and the availability of other suitable constituents. It does not, on its own, establish a particular saving: costs also depend on the materials used instead and the plant’s production arrangements.

The IEA’s 2023 net-zero pathway gives global clinker-to-cement ratio milestones of 0.71 in 2022, 0.65 in 2030 and 0.57 in 2050. The latter two are scenario milestones, not forecasts for every plant. These values describe material efficiency in a global pathway; they are not plant-level cost estimates or a promise of a specified cost reduction.

Labour, maintenance and other operating inputs

Labour, maintenance and other intermediates add to operating costs, with their contribution shaped by location, technology and accounting scope. A European Commission factsheet published in 2016, citing a 2013 Boston Consulting Group sector analysis, reported that production costs increased over 2007–2011 by 6% for labour, 12% for electricity and 10% for other intermediates. Those are historical changes over that period, not current cost shares, current price changes or a forecast.

How much of the cost is energy?

Energy is a major driver because making clinker requires kiln heat while grinding and plant equipment use electricity. But there is no reliable universal percentage for energy’s share of cement production cost. A share changes with the year, location, energy prices, plant performance, product and the set of costs counted.

The European Commission’s 2016 factsheet reported that energy made up 33% of Lafarge’s average production costs in 2012, before distribution and administrative costs. Read alongside the same historical breakdown’s 29% for quarry raw-material extraction, this is useful as an example of how the costs were reported for that company and period. It should not be presented as the current industry-wide split, or used to infer the percentage assigned to categories the factsheet figures do not specify.

Published figure What it describes How to interpret it
33% Energy’s share of Lafarge’s average production costs in 2012, as reported by a European Commission factsheet published in 2016. Historical and company-specific; distribution and administration excluded.
29% Quarry raw-material extraction’s share of the same historical Lafarge production-cost breakdown. Historical and company-specific; not a current universal share.
6% labour; 12% electricity; 10% other intermediates Production-cost increases over 2007–2011, reported in the 2016 European Commission factsheet citing Boston Consulting Group (2013). Historical changes, not current cost shares or prices.

Why do costs vary between plants and regions?

Plants face different local prices for fuel, electricity, labour and raw materials. They also differ in process configuration, equipment, efficiency and utilization. Those conditions affect both the inputs consumed per tonne and the price paid for them. Geography can further shape what materials and fuels are available, what they cost to move, and which operating or regulatory requirements apply.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The product matters as well. Two plants may report costs for different cement specifications and clinker-to-cement ratios, so their tonnes do not necessarily represent equivalent products. One figure may count quarry extraction while another starts at the factory; one may include packaging or capital expense while another excludes it. Carbon costs or decarbonization investments may also fall inside one estimate and outside another.

For these reasons, a published cost number cannot be used as a clean plant ranking without checking the basis. The available figures do not support a current global cost curve or a universal percentage split across fuel, electricity, materials and other expenses. Treat an unexplained figure as incomplete evidence rather than filling its gaps with an industry-wide assumption.

How can decarbonization change production cost?

Decarbonization can affect both operating expenses and investment requirements. Fuel or material choices, regulation and carbon prices may alter what a plant spends to operate. A pathway that requires new equipment can also change capital costs. The impact depends on the technology, location, input prices, plant configuration and the way the estimate counts costs; there is no basis for assuming that one measure will lower production cost at every plant.

The International Energy Agency’s 2025 report estimates that production costs for early commercial near-zero-emissions cement plants using carbon capture and storage (CCS) are 75–150% higher than for conventional plants, with the premium varying by region. This is an estimate for a specific emerging CCS pathway, not a generic surcharge on all cement, a current cost at every CCS plant, or a delivered-price comparison. It should be kept separate from ordinary operating-cost comparisons unless the comparison explicitly uses the same pathway and cost boundary.

What information is needed for a fair cost comparison?

Before comparing two reported costs, establish that they describe the same thing. At a minimum, check the following:

  • Geography and year: Identify the region and reporting period, since local fuel, electricity, labour and raw-material prices change the economics.
  • Cost unit and product: Confirm whether the figure is per tonne of cement or clinker and whether the products have comparable specifications.
  • Plant and operating conditions: Note process configuration, equipment efficiency and utilization. These influence material and energy use as well as fixed cost per tonne.
  • Energy inputs: Check the fuel mix and energy consumption per tonne, along with local fuel and electricity prices. Do not treat thermal fuel and electricity as one input.
  • Materials: Establish where raw materials come from and whether quarry extraction, processing and transport are included.
  • Cost boundary: Check whether the figure includes packaging, distribution, administration, capital expense, carbon costs or CCS. A production cost is not automatically a delivered price.
  • Decarbonization pathway: If a figure concerns a lower-emissions process, identify its technology and whether its estimate covers operating cost, capital investment or both.

If one or more of these details is missing, report the gap rather than suggesting the figures are directly comparable. For example, a historical company breakdown that excludes distribution and administration cannot establish the delivered cost of cement, and a regional estimate for early commercial CCS production cannot stand in for conventional production costs.

How to read a cement cost claim

Start by asking what the number measures: production cost, delivered price, or a particular component such as energy. Then identify its date, geography, producer or plant, product and unit. Finally, check the inclusions and exclusions. A percentage is a share of a defined total; a percentage increase is a change between periods. Confusing the two can turn a historical trend into a false claim about the current cost mix.

The useful conclusion is not that one input always dominates. Fuel, power and materials matter through both price and consumption, while plant operation and product mix determine the quantities required. The most informative comparison is therefore a like-for-like one with transparent boundaries—not a single percentage detached from its source and conditions.
