A chief data officer (CDO) can help coordinate that work, but the title—or a centralized data team—does not guarantee transformation. Progress depends on clear ownership, cross-functional influence, and evidence that initiatives improve business results.
What does a chief data officer do in a transformation?
The remit varies by organization, but it commonly spans strategy, governance, data capabilities, and the relationships needed to put them to work. In Gartner’s 2024 global survey of 479 CDOs, chief analytics officers (CAOs), and chief data and analytics officers (CDAOs), 74% of respondents said they managed data and analytics (D&A) strategy, and 68% said they managed D&A governance. The survey was fielded from September to November 2023; its figures describe respondents, not every organization. Gartner’s 2024 findings also showed that leaders were considering changes to the operating foundations of D&A.

In practical terms, data leadership connects five kinds of work:
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minute- Direction: Set data and analytics priorities that support organizational goals.
- Accountability: Establish who owns data, who makes decisions about its use, and how issues are resolved.
- Usability: Make data accessible and reliable enough for teams to use in decisions, services, and products.
- Coordination: Align business, technology, analytics, finance, and AI stakeholders, including teams outside the data leader’s direct authority.
- Evidence: Track whether initiatives change business outcomes, not just whether technical deliverables were completed.
Deloitte’s 2024 CDO survey frames effectiveness around a business-aligned vision, influence over how data is gathered and delivered, and relationships that help a CDO influence areas outside their direct control. That is Deloitte’s framework, not proof of one universally effective organizational design. Deloitte Netherlands’ 2024 survey discusses those factors.

How does a data strategy become executable?
A strategy becomes actionable when leaders translate priorities into specific problems, accountable owners, funding decisions, dependencies, and measures. In Gartner’s 2025 CDAO Agenda Survey, conducted from September to November 2024 among 504 D&A executive leaders globally, 91% of respondents said creating an actionable D&A strategy was a primary responsibility. Yet more than one-third did not identify establishing and evolving the operating model as a primary responsibility. Strategy can therefore be a strong stated remit without a matching focus on how the organization will execute it.
For each transformation initiative, define the following before delivery begins:
- Business problem: State the decision, customer need, or operational issue the work addresses.
- Business owner: Name the person accountable for adopting the change and realizing its intended result.
- Dependencies: Identify required data, systems, analytics, AI capabilities, and participating teams.
- Governance decision: Specify who approves access and use, sets quality expectations, and resolves disputes.
- Baseline and target: Record the current performance and the intended business outcome in measurable terms.
- Review cadence: Set when owners will assess progress and what evidence could prompt a change in direction.
This turns a broad ambition into work that can be funded, governed, and evaluated. The steps are a practical implementation approach, not a prescription attributed to Gartner.

Governance makes responsibilities and decisions workable across organizational boundaries. It includes ownership, access and use rules, quality expectations, stewardship, and escalation paths. A policy or tool alone cannot secure the participation of teams that own processes, systems, budgets, and decisions.
Rank #2
The operating model determines how those responsibilities function in day-to-day work: which decisions are centralized, which sit with business teams, and how shared capabilities and standards are maintained. Gartner’s 2024 survey reported that 38% of surveyed leaders said D&A architecture would be overhauled in the following 12–18 months, while 29% said they planned to revamp data-asset management and governance practices. These are reported plans from that survey, not evidence that every organization made the changes.
For data leaders, the practical challenge is to make common rules usable without disconnecting them from the people doing the work. That calls for clear decision rights, business participation in stewardship, and escalation routes that resolve disagreements rather than leaving them to stall delivery.
How can data leaders show business value?
Measure a use case against the result it is meant to change. Depending on the initiative, that could mean a customer, operational, financial, risk, or service outcome. Record a baseline, define the target, identify how the change will be measured, and report results to the business owner and relevant executives.

Do not treat dashboards delivered, pipelines built, or models deployed as proof of business impact. Those are delivery outputs. They matter when they enable a decision or change a process, but they do not establish that the intended result occurred.

The gap between stated responsibility and measurement is substantial in Gartner’s 2025 survey: 30% of respondents named inability to measure D&A and AI impact on business outcomes as their top challenge, while only 22% of surveyed organizations had defined, tracked, and communicated business-impact metrics for the bulk of their D&A use cases. More than 90% of respondents said value- and outcome-focused areas had become a main part of their remit over the prior 12–18 months. These results come from the global survey of 504 executive leaders, not a census of organizations. Gartner published the findings in February 2025.
Broader transformation results should be interpreted separately from data-leadership outcomes. Monitor Deloitte’s 2025 Chief Transformation Officer Study reported that more than 80% of transformation programs were on track to meet or exceed goals in 2024, compared with 75% in 2022. The study surveyed 200 transformation executives across industries and geographies; it does not show that data leadership caused the reported performance. Monitor Deloitte’s 2025 study describes those results.
How is AI changing the data leader’s remit?
AI is bringing data, governance, operating-model, and strategy decisions closer together. Gartner’s 2025 CDAO Agenda Survey reported that 70% of surveyed CDAOs had primary responsibility for building AI strategy and the operating model. Gartner described three possible role directions, not a required career ladder:

- Connector: Links executives and functions with data, analytics, and AI solutions.
- Transformation agent: Applies technology across functions while supporting ethical principles and governance.
Those roles suggest different scopes of responsibility; they do not establish that one model is best for every organization. Gartner’s May 2025 survey announcement describes the findings and role directions.
U.S. federal agencies offer a specific example, not a general benchmark for private companies or other governments. The Data Foundation and Deloitte’s 2025 Federal CDO Survey summary reported that AI use across federal organizations rose from 67% in 2024 to 78% in 2025. In 2025, 64% of federal CDOs said they were very or completely involved in setting data-governance policies for AI use. The report also described calls for clearer guidance as CDO, CIO, and chief AI officer (CAIO) responsibilities overlap. The Data Foundation and Deloitte published the survey summary on March 24, 2026.

Funding, capacity, unclear decision rights, skills, and change management can constrain execution. In Gartner’s 2024 survey, 46% of CDAOs whose function’s funding had increased year over year still reported budget constraints. More funding does not necessarily mean sufficient resources for the full scope of work.
Skills priorities also vary with organizational context. In Deloitte’s 2024 survey, respondents in organizations viewed as more mature prioritized machine learning (25%), communication (25%), and data architecture (24%). Those in less mature organizations prioritized data management (23%), change management (23%), and data engineering (23%). These are findings from that survey, not universal hiring priorities. Deloitte Netherlands’ survey reports the categories and figures.

U.S. federal CDOs’ resource concerns provide another context-specific signal: the 2025 federal survey summary reported that 67% named financial and budgetary resources as a need, down from 88% in 2024. This applies to the federal survey respondents, not to data teams generally. Deloitte’s page presenting the federal survey provides the figures.
Best Value
Leaders can address constraints by matching the scope of commitments to available capacity, making decision rights explicit, and involving process owners in change planning. Where skills are missing, the response should follow the organization’s actual needs rather than treating any survey’s priorities as a universal blueprint.
How should an organization assess its data leadership model?
There is no single organizational structure established as the winner. Assess whether the current model can connect strategy to execution and whether its authority matches its responsibilities. Useful questions include:
- Does the leader have access to the executives who set priorities and allocate funding?
- Is responsibility limited to data, or does it also cover analytics, AI, or transformation?
- Are ownership and decision rights clear across centralized and business-led teams?
- Can the leader secure governance adoption and operating-model changes across functions?
- Are business owners accountable for outcomes, with measures that show whether initiatives work?
- Does the organization have the capacity and skills needed to deliver its commitments?
A CDO may have formal authority over some capabilities and rely on relationships for others. The relevant test is not the title or reporting line in isolation, but whether strategy, accountability, execution, and measurement connect in practice.
